Creative and innovative potential of future education managers 未来教育管理者的创新和创新潜力

The main purpose of the study is to characterize and analyze the characteristics of the creative and innovative potential of students and future education managers. The preparation of future education managers for professional development and creative activity in educational institutions is an urgent issue of higher education. Along with scientific qualifications in the activities of education managers, the professional component is becoming increasingly important, which needs constant updating, replenishment and improvement of psychological, pedagogical, managerial knowledge, skills and abilities, personal qualities, development of abilities and creative potential. In this regard, it is important to study the activities of the education manager and, on this basis, determine the requirements for the system of his professional training. As a result of the study, the features of the creative and innovative potential of students and future education managers were identified.
研究的主要目的是表征和分析学生和未来教育管理者的创造和创新潜力的特征。为教育机构的专业发展和创造性活动培养未来的教育管理者是高等教育的一个紧迫问题。随着教育管理者在活动中的科学资格,专业成分变得越来越重要,这需要不断更新、补充和提高心理、教学、管理知识、技能和能力、个人素质、能力发展和创造潜力。在这方面,研究教育管理者的活动,并在此基础上确定其专业培训体系的要求是很重要的。研究结果确定了学生和未来教育管理者的创造和创新潜力的特征。

Artificial intelligence in the service of man: medical, social and economic aspects 为人类服务的人工智能:医疗、社会和经济方面

Artificial intelligence (AI) and robotic technologies have recently been increasingly used in various areas of human activity. Thus, the purpose of this paper is to consider the medical, social and economic aspects of the use of artificial intelligence in various spheres of human activity. The reason for people turning to the above-mentioned innovations is to expand a number of human capabilities, increase labor productivity, reduce the negative impact of the human factor, etc. The social aspect of the use of robotic technologies should also not be underestimated. The economic aspects of the use of artificial intelligence and robotic technologies are the possibility of optimizing the number of labor resources, replacing a whole staff of auxiliary workers, which can significantly reduce the salary fund in general and the costs of a company using such technologies, in particular.

Structural changes in economy of the regions in the context of digitalization 数字化背景下的区域经济结构变化

The aim of the study is to identify aspects of structural changes in economy of the regions in the context of digitalization. The research methodology is a systematic approach to structural changes in the economy of the regions. And to carry out this study used a number of general economic and specific research methods based on current scientific trends in regional economic development and digitalization.  The study made it possible to substantiate the following conclusions, namely, the impact on structural changes in regional economic systems in the context of digitalization is from the mega-level, macro-level, meso-level and macro-level. This made it possible to identify the levers of these levels of influence and justify the forms of structural changes that reflect the stages of regional transformation.
本研究的目的是确定数字化背景下各地区经济结构变化的各个方面。研究方法是对区域经济结构变化的系统方法。并根据当前区域经济发展和数字化的科学趋势,运用了多种一般经济学和具体经济学的研究方法来开展本研究。研究结果表明,数字化背景下对区域经济体系结构变化的影响从宏观、宏观、中观和宏观四个层面体现出来。这使我们能够确定这些影响水平的杠杆,并证明反映区域转型阶段的结构变化形式是合理的。

Pedagogical support for families raising children with early developmental disabilities 为养育早期发育障碍儿童的家庭提供教学支持

The article aimed to form a theoretical and practical basis for pedagogical support for families raising children with early developmental disabilities. The article included methods of analysis and synthesis to form the theoretical and methodological foundations of pedagogical support for parents and children. This article provides an analysis of the stages of stress and reactions that arise in parents at the birth of a child with developmental disabilities: 1. The expectation of the child. 2. Shock. Daze. The decline of strength. 3. Denial. 4. Feelings of anger, guilt. 5. Emotional adjustment or acceptance. Finding resources in overcoming. A study of successful experience in the field of early pedagogical support shows that comprehensive support for children and their families is effective when an interdisciplinary team including doctors and specialists in psychological and pedagogical support (a teacher-defectologist, a speech therapist, a special psychologist, a social pedagogue) works. These two groups of specialists perform different labor functions and must have different competencies. Teachers and parents need to use the basics of remedial education in the educational and pedagogical processes.

The article focuses on the need to strengthen state regulation and institutional support of the market turnover of agricultural land in Ukraine. The need to form an adaptive institutional field to support the organization of the agricultural land market is determined. The foreign experience of the formation of the legislative field regarding the market turnover of agricultural land is analyzed. Proposals for improving the efficiency of state regulation of market turnover of agricultural land are proposed.

Ensuring the safety of construction facilities: economic, environmental and managerial components 确保施工设施的安全:经济、环境和管理组成部分

The article considers the directions of ensuring the safety of construction objects in the economic, ecological and managerial context. The authors noted that the lack of safety during construction work is a serious problem in this industry. The implementation of the safety program has always been one of the most successful measures to reduce the number of accidents in construction. However, it should be borne in mind that ensuring safety in construction should be based both on competent management of the construction project implementation and on the corresponding economic component, since labor protection management will be effective only if its system is based on coordinated actions of specialists in this field and is supported by appropriate financial costs aimed at financing measures to reduce the impact of negative factors affecting the process of ensuring labor safety on the construction site.

Cloud technologies in the management of pedagogical higher education institutions 云技术在高等教育教学机构管理中的应用

The aim of the study is to systematize relevant information on the use of cloud technologies in the management of pedagogical higher education institutions. In the process of studying, general scientific methods of knowledge, which include analysis, synthesis, comparison, were used. Also, the survey results are used to assess the effectiveness of the application of different technologies and their use to manage the university. According to the results of the study, we can conclude that before the pandemic, the situation in the field of cloud computing was quite different. Only some of the world's best universities were implementing cloud technology in their management processes. Today, almost every higher education institution in the world fully or partially implements cloud technology to provide distance education. The main technological products are offers from Google and Microsoft. They are mainly used to store educational information and organize communications within the educational institution.  The main problems of using cloud technology have been identified, including the load on the IT staff, the problem of licensing and integration with other cloud services.

Results of the study of information competence formation of future specialists in navigation and ship handling 未来航海与船舶操作专家信息能力形成研究结果

The article presents the results of experimental testing of pedagogical conditions for forming information competence of future specialists in navigation and ship handling. While teaching the disciplines «Ocean Routes of the World», «Navigation Bridge Resource Management», «Actions in Accidents, Search and Rescue at Sea», «Navigation Information Systems» it is suggested to use interactive methods to form the cadets’ ability to generalize, analyze and use information during professional interaction, develop the ability to spread information about vessel handling, workload management, to share their experience in navigation with other people, make requests, give suggestions on solving pressing problems. To develop cadets' skills in information support of navigation information systems, it is proposed to use electronic educational resources, including educational, information, scientific, reference materials presented in electronic form or stored in computer networks. The importance of modern technologies, including information resources of the Internet, such as blogs, web quests, blog quests, as well as simulation technologies with augmented and virtual reality has been highlighted.

While teaching the disciplines «Ocean Routes of the World», «Navigation Bridge Resource Management», «Actions in Accidents, Search and Rescue at Sea», «Navigation Information Systems» it is suggested to use interactive methods to form the cadets’ ability to generalize, analyze and use information during professional interaction, develop the ability to spread information about vessel handling, workload management, to share their experience in navigation with other people, make requests, give suggestions on solving pressing problems. To develop cadets' skills in information support of navigation information systems, it is proposed to use electronic educational resources, including educational, information, scientific, reference materials presented in electronic form or stored in computer networks. The main purpose of the study is to analyze the role of public associations in the implementation of out-of-school education. The system of out-of-school education is characterized by the purposeful functioning of teaching, upbringing, development and socialization of the individual in his free time, with its special structures, connections and relationships between elements. Out-of-school education is a systemic object both in its content and in its procedural aspects. The semantic components of out-of-school education are culture, society, nature, people. The procedural components of out-of-school education include the family, educational institutions, libraries, clubs, children's, student and organizations, societies, and the media. As a result, the role of public associations in the implementation of out-of-school education was determined.
本研究的主要目的是分析公众协会在实施校外教育中的作用。校外教育系统的特点是,个人在空闲时间有目的地进行教学、养育、发展和社会化,并具有特殊的结构、要素之间的联系和关系。校外教育无论在内容上还是在程序上都是一个系统的对象。校外教育的语义成分是文化、社会、自然、人。校外教育的程序组成部分包括家庭、教育机构、图书馆、俱乐部、儿童、学生和组织、社团和媒体。因此,确定了公共协会在实施校外教育方面的作用。

The dynamics of recovery processes of physical activity of people who recovered from COVID-19 新冠肺炎康复者体力活动恢复过程的动态

The article shows the results of physical therapy of those who have had coronavirus infection COVID-19 and who have completed a month's course of physical rehabilitation as a part of rehabilitation measures in the conditions of the innovative clinic "Academy of Health". The aim of the research is to study the impact of pulmonary rehabilitation programs for patients with moderate to severe COVID-19. The implementation of special breathing exercises made it possible to improve the oxygen saturation in the blood, to reduce shortness of breath and indicators of respiratory symptoms.  The tolerance to exercise has increased; physical activity and the quality of life of patients with pneumonia associated with COVID-19 have improved. The best results of the EQ-5D quality of life assessment were recorded in the experimental group compared to the control group.
