This article examines the constitutional and legal foundations of the formation and activities of the Milli Majlis (Parliament) of the Republic of Azerbaijan as a legislative body. As a result of research, the author emphasizes the role of transparent, democratic and fair parliamentary elections at the present stage of development of parliamentarism for the full expression of the interests of the people in legitimate legislative and indirect legislation, the need to restore the practice of mixed elections in the formation of the Milli Majlis. Considers it expedient to use blockchain technology in the elections to the Milli Majlis of the Republic of Azerbaijan by making appropriate changes to the current electoral legislation, and also puts forward other important scientific provisions and proposals aimed at forming and improving the constitutional and legal foundation of the Milli Majlis of the Republic of Azerbaijan.

The article identifies and analyzes the paradigm of educational information environment formation in the technical higher educational institutions. The authors presented the paradigm based on the humanitarization of higher education, which aims to provide valuable guidance and motivation to establish criteria for creating conditions for self-development and personal fulfillment of future engineers. The article argues that revealing of the integrity of education and regulating scientific, research and practical innovation of training activities and educational paradigm should be considered in conjunction. The pedagogical paradigms of professional training of future engineers in the educational and information environment of a technical university enable determining the content of academic disciplines. In general, the analysis of the dynamics of formation and development of the paradigm helps to preserve the principles of learning and a genetic nucleus of the national pedagogical science and practice.

This study was conducted with the aim of examining the follow-up of parents of children with epilepsy on their knowledge and performance. Researcher selected 29 parents through the available sampling method, after obtaining the approval of the Ethics and Licensing Committee. Then, training in epilepsy care and prevention was given to them according to a checklist, and after a month, they were followed up by phone, and the questionnaires were completed. Using the pairwise comparison test (paired t-test), it can be concluded that the two variables of knowledge of how to work and rest at home and knowledge of time and how to bandage, bathe and care, had no significant differences before and after the intervention; because the probability value was higher than the significance level (P-value = 0.83). Using the Cohen's kappa coefficient, it was found that 85% of people have reached the desired knowledge through education.

The purpose of our study was to evaluate the indicators that characterize the number and structure of the teaching staff that provides students with higher education programs in the regions of Russia. The initial empirical data were the results of official statistical surveys conducted on the basis of information on the number of teachers in higher educational institutions, students in these organizations, as well as on the working-age population in eighty-two regions of Russia in 2020. In the course of the study, four mathematical models were developed. The study showed that on average, no more than two teachers work in higher educational institutions per million people of working age in the regions. It is proved that three out of four professors were candidates of sciences and Doctor of Sciences (that is, they had academic degrees). In 2020, there were an average of twenty students per teacher. The regions with the maximum and minimum values of the considered indicators were identified. It is shown that higher education has received significant development in Russia.

This paper recognizes Rumi's views on the subjects that constitute the nature of mystical experiences, which has been less considered by researchers and has provided evidence to test the theory of researchers such as William James and Walter Stace in the field of mystical experiences. First, some explanations about mystical experiences are presented, then, respectively, the common characteristics of mystical experiences from the perspective of James and Stace, and by summing up the opinions of these researchers, eight attributes have been considered for mystical experiences and finally compared with Rumi's verses, which have either confirmed the existence of that characteristic in Rumi's mystical experiences or have been silent about that characteristic or this. These verses have shown the opposite of the feature in question. In each of these stages, the summation of Rumi's general opinions about it has been done as much as possible.

This article is centered around the problem of using active learning and online home exercises as an effective means of learning a second language. Just in Time Teaching (JITT) is considered to be the combination of active learning and online exercises which proves its effectiveness. The authors dwell upon the advantages of JIIT in order to give most informative course in the shortest period of time possible. JITT facilitates students’ involving more learning strategies and simple ways to achieve best results and language acquisition. The authors claim that using the new approach makes learning grammar more successful. To find out the data the research was undertaken at the university. It included a survey that was carried out before and after the experiment with JITT. The results of the study showed a large growth in students’ accomplishments and interest to the subject.

The article explores the elements of interpretation of music by accordionist composers. The peculiarity arises the consideration of the development of accordion art in the period of total change of constants of the socio-cultural environment in the time of independence of Ukraine. In the conditions of two powerful tendencies in the development of modern world music: globalization and identification, the factors that influenced the creativity of Ukrainian accordionist composers were formed. Guided by powerful folklore traditions and access to musical information through the latest technology, the Ukrainian accordionists have formed not only the quantitative indicators of the interpreted works, but also were able to form the qualitative components of their creativity in the form of effective functioning of musical accordion schools. The interpretation of folklore, classical and contemporary music in the performance of accordionists have become a real treasure of Ukrainian culture. Correspondents and the young generation of Ukrainian composers-accordionists rightly deserve positive feedback and numerous admirers of their work.

The article deals with the criminal procedure and criminalistics aspects of mutual legal assistance in criminal matters in the context of the legal regulation of the provision of such assistance by States. The article reveals the content of legal assistance in criminal cases as an important prerequisite to ensure the fight against crime in modern times, when crime transcends national borders. It is established that the observance of reasonable terms of rendering of legal assistance, stipulated by law, is one of the guarantees of efficiency of criminal proceedings. The comparative legal analysis of norms regulating such form of international cooperation in criminal proceedings as a request for legal assistance was performed; the legal norms determining the volume of legal assistance were studied; an opinion on the distinctions of this form of cooperation from other forms was given. The impact of forensic provision of legal assistance in criminal cases in terms of reliability and persuasiveness of evidence is evaluated.

The purpose of the article is to reveal the problem of using information technology in educational institutions. Based on the analysis of the regulatory framework, scientific and methodological literature on the research topic, the specificity of the implementation of information technologies in the study of individual subjects was determined. Particular attention in the article is paid to the consideration of the influence of computerization on the quality of education, examples of the use of information technologies in education are revealed. The article describes the three main components of information technology as a complex of hardware, software and a system of organizational and methodological support; the description of analog and digital information technologies is presented. The authors list the most common multifunctional office applications and IT tools; the advantages of using IT in the educational process are highlighted. The authors come to the conclusion that the use of information technologies in education makes it possible to diversify a wide range of forms and methods of teaching, which are one of the modern ways to improve the educational process.

This research aims to find out about the API (Aksi Perempuan Indonesia/ Indonesian Women's Action) movement in fighting for the issue of women's equality in Pandeglang Regency, Banten Province. This study uses a phenomenological approach to understand the issues of the women's movement carried out by the Indonesian Women's Action (API/ Aksi Perempuan Indonesia). The issue of women's equality is an important issue considering that currently women still experience discrimination in the social, political, cultural and economic fields. The API movement, which is concerned with women's issues, is a new hope for the creation of a new public sphere for women to get the same equality as men. In addition to looking at the role of the API movement in fighting for women's issues in Pandeglang Regency, this research conclusion pattern of the API movement in fighting for women as a public agenda in Pandeglang Regency.
