It is of great significance that the off-farm employment's training increases the possibilities of off-farm employment, enhances the stability of off-farm employment, and improves the income of the rural labors. But both the quantity and quality of China's rural labors' participation in off-farm employment's training is very low. This paper firstly analyzes the decision-making mechanism of off-farm employment's training and argues that the rural labors participate in off-farm employment's training is a two-stage decision-making process. The rural labors participate in off-farm employment's training depends on two conditions: one is whether the economic strength to support its participation in off-farm employment's training, the other is whether the life cycle income with training greater than the sum of the life cycle income without training and the training cost. These two conditions are indispensable. And then it analyzes the problems of off-farm employment's training of the four parties: the rural labors, enterprises, various types of training institutions and government departments. Finally, it gives the policy advice to solve the problems of the off-farm employment's training.

This paper proposes a routing protocol for the applications of Wireless Sensor Network (WSN). It is a protocol based on the PEGASIS protocol but using an improved ant colony algorithm rather than the greedy algorithm to construct the chain. Compared with the original PEGASIS, this one, PEG-ant, can achieve a global optimization. It forms a chain that makes the path more even-distributed and the total square of transmission distance much less. Moreover, in the constructing process, the energy factor has been taken into account, which brings about a balance of energy consumption between nodes. In each round of transmission, according to the current energy of each node, a leader is selected to directly communicate with the base station (BS). Simulation results have show that the proposed protocol significantly prolongs the network lifetime.

In order to avoid tremendous attack from malicious computer programs, CAPTCHA (Completely Automated Public Turing test to tell Computers and Human Apart) mechanism has been introduced to distinguish humans and computers. Due to the fast development of pattern recognition and artificial intelligence technology, there are increasing safety loopholes concerning traditional 2D static CAPTCHAs, resulting in that certain malicious computer programs could launch serious program attack through breaking such CAPTCHAs. In this article, we proposal a practical and safe 3-layer dynamic CAPTCHA, originally bonding the biological vision theory with the single-frame zero-knowledge theory, ensuring it not only extremely hard to recognize each single frame, but easy to identify for humans as well. It also makes full use of disadvantages of computers in recognizing numerous moving objects from a complicated background, making it still very difficult for computer programs to break even using several frames. To verify its security, an analysis is further carried out. Moreover, the 3-layer structure makes the design of CAPTCHA more distinct, taking on high expansibility as well as plenty of room for sustainable optimization.

Character recognition plays an important role in the automatic license plate recognition (ALPR) system. In this paper, we propose a new method to recognize the license plates characters by using 2D Gaussian-Hermite moments (GHMs) of different orders with 231 GHMs features as the input vector of BP neural network. The system worked under variable illumination, variable size of plate and dynamic backgrounds. The experimental results demonstrate robust and efficient of our method.

Weather experts increasingly concerned about the fog as a weather phenomenon. At present there are still difficulties in detecting fog because the detection threshold between fog and the clear sky surface is uncertainty, spectral features and texture features between cloud and fog is similar. This article develops a daytime radiation fog detecting scheme based on TERRA/MODIS data over land, which aimed at the separation between fog and clear sky, cloud. The detecting scheme has strong stability, high automaticity. But the detecting scheme is difficult to detect light fog, and easy to misjudge some types of clouds as fog. Therefore, algorithm should be further improved.

To make full use the large amount of history data about teaching management in university to help make teaching management decision, the teaching management decision support system was constructed. On the basis of the analysis of requirements for teaching management decision, the system with fourtier architecture was designed by comprehensive application of theory and technology of data warehouse, online analytical processing and data mining. The system which included several core function modules:data extraction, data transformation, metadata management, data query, statistical report, multidimensional analysis and data mining could perform flexible and deep data analysis based on every decision subject. The practical application examples showed that the system had a certain feasibility and effectiveness and could provide help to make teaching management decision.

Digital reading quality is one of the major problems which must be confronted and resolved by literature teachers. After observing and studying Chinese reading teaching and learning under the network environment over 3 years, we have developed a special reading digital tool to improve students' digital reading quality based on the internet environment classroom. Students can make different kinds of reading notes such as highlights, digest, comments and communications with the digital tool, and teachers can get comprehensive and detail information about the reading. Character segmentation and recognition is the research hotspot of vehicle license plate recognition technology. A new method is presented in this paper. Based on the vehicle license location, the segment method of vertical projection information with prior knowledge is used to slit characters, and extract the statistical features. Then the RBF neural network is used to recognize characters with the feature vector as input. The results show that this method can recognize characters precisely and improve the ability of license plate character recognition effectively.
