This article aims to find out about the mobilization of the empty box movement facing a single candidate in the Humbang Hasundutan Regional Election, North Sumatra Province in 2020. The problem focuses on the emergence of the empty box volunteer movement in the Humbang Hasundutan Regional Election in 2020. In order to approach this problem, theoretical references from Edwards and McCarthy are used, namely Resource Mobilization theory. Data was collected through in-depth interviews and triangulation as well as literature review and analyzed qualitatively. This study concludes that the emergence of Empty Box Volunteers in Humbang Hasundutan, which was initiated by the Humbang Hasundutan Democracy Care Forum, was caused by the disappointment of elements of society with political parties which were considered to be harming democracy because they limited the choice of regional head candidates.

Based on an analysis of the bureaucratic conditions in North Padang Lawas Regency after more than 15 years as a new autonomous region, it appears that the quality of public services is still low. The evaluation of the Indonesian Ombudsman Representative for North Sumatra in 2021 placed the district in the "bad" category. Research using qualitative models highlights obstacles to change, including resistance from employees who want to maintain the status quo. Although there is increased work motivation among some employees, senior employees tend to stick to a conservative mindset, creating a lack of uniformity in bureaucratic behavior. Bureaucratic reform efforts appear to be producing positive results in Disdukcapil services. Simplification of bureaucracy, application of information technology, and increased accessibility increase efficiency and effectiveness. Even though the Community Satisfaction Index survey shows an increase in positive perceptions, there are still discrepancies with observations in the field, especially regarding slow processes and lack of employee understanding. In the face of conservative employee resistance, Disdukcapil leaders need to engage them more in the change process, involving them in decision-making. It is also important to ensure services are inclusive, considering the needs of people with physical limitations or limited access to technology. Solutions such as pick-up services or efficient physical services can be implemented. This improvement is important to achieve the goals of bureaucratic reform and provide better services to the community.

Digital technology is fast becoming a global phenomenon for efficient service delivery, both in private and public institutions. Developing nations have been increasing their investments in essential E-government administration systems. Therefore, this study examined the role of digital technology in driving government efficiency among parastatals in Lagos, Nigeria. A structured questionnaire on the study variables was developed and a descriptive survey research approach was used to harvest information from employees of five purposively selected government parastatals in Lagos state. Three hundred and eighty-seven copies of the questionnaire were properly filled and the data was presented using frequency tables and percentages. The Kruskal-Wallis test and OLS regression technique were used for the inferential analysis. The result of the analysis revealed that digital technology significantly influences record management, speed of service delivery, and service provision amongst government parastatals. The study concludes that digital technology is a major driver of government efficiency. The study recommends that the government should invest in creating critical digital enablers and providing incentives to encourage their widespread use across their establishments.

This mixed-methods study investigates the role of public relations in enhancing mental healthcare delivery at Federal Neuro-Psychiatric Hospital Yaba, Lagos. The study examines a sample of 400 respondents through interviews, surveys, and document analysed to explore the implementation and impact of public relations initiatives. Document analysis examines the strategies and out-of-public relations campaigns at the hospital. Findings highlight the critical role of public relations in changing negative perceptions, promoting inclusivity, and fostering understanding. The study shows that public relations initiatives, and communication techniques, including media campaigns and community outreach programs, can foster a positive perception of mental healthcare, disseminate essential information, advocate for increased support, and bridge the gap of limited public awareness about mental health resources and services. The study's findings contribute to knowledge on the role of public relations in mental health and provide insights for policymakers, healthcare professionals, and public relations practitioners seeking to improve mental healthcare services. Manufacturing firms in developing countries are fast catching up with the current trend of globalization and e-commerce, thus, strategically working towards the alignment of their supply networks to balance demand and capacity. This study aims to determine how fast-moving consumer goods (FMCG) firms can satisfy their customers and leverage their brands more effectively by optimizing the information shared along their supply chain network. This study approaches the issue of information sharing and customer satisfaction through theoretical considerations and addresses the issue quantitatively in an empirical study of the triadic relationship in the FMCG industry. The FMCG industry in Nigeria was chosen as the context for this study. To address the objective of this work, a quantitative investigation was designed. Data was generated using two sets of questionnaires administered to FMCGs, their suppliers, and customers. Responses from the survey were statistically analysed using the structural equation model. The study identifies four levels of information sharing as measurement constructs. By establishing the importance of information sharing in the relationship between the firm and its supply chain partners, this research accentuates that all the flows in the supply chain anchor on information sharing which acts as a support to the firm’s overall performance. In particular, our findings suggest the possibility of improving communication among supply chain partners and raising the satisfaction levels of customers by the flow of effective information along the triad relationship in existence. The paper offers several managerial implications that are relevant, especially for FMCGs in production and service delivery settings.

A web service is a set of code of a server application that performs a specific task or service whenever it is invoked through a Remote Procedure Call (RPC) by a client application that is connected to the server over the Internet. Web services are one of the digital strategies that can be used by the government for curtailing academic certificate scandals being perpetrated by fraudulent individuals in various sectors of the economy. The traditional method of checking academic records and certificates manually is inefficient and prone to forgery by unscrupulous elements. Similarly, the e-transcript system being adopted by some organizations to authenticate the academic qualifications of individuals for possible admission or employment still involves a manual process. The objective of this work therefore is to show how web services for certificate verification of all tiers of the educational system in Nigeria can be maintained by one central body which is the Federal Ministry of Education in Nigeria to enable various end-users (such as educational institutions, commercial organizations, etc) use the web services to authenticate and process the academic records of individuals effortlessly. A simulated data of 20 SSCE results of students who completed their secondary school education at various institutions was used to illustrate the application of a web service. The web service program was written in Java. A client application which was also written in Java was used to query the web service through RPC to authenticate and process the certificate claims of a sample of five students for admission into a tertiary institution. Results showed that the web service excellently ascertained the eligible candidates for admission and those that were not. The web service technology is therefore highly recommended for use by the federal ministry of education in Nigeria to eradicate the academic certificate scandals amongst the citizenry.

The surge in premarital sexual incidents among teenagers leading to early marriages, prompted by unintended pregnancies, pervasive dating behavior beyond ethical boundaries, exposure to explicit content, and the prevalence of sexual diseases, underscores the critical need for comprehensive sexual and reproductive health education. This study explores the patterns and strategies employed in imparting sexual education and managing reproductive health among students at Yayasan Perguruan Mayjend Sutoyo High School, Sisingamangaraja Street, Medan. Employing qualitative methods, data was gathered through in-depth interviews and focus group discussions with students, Biology teachers, the School Principal, parents, and other stakeholders. The findings reveal that sexual education primarily stems from Biology teachers, who employ tactful language to teach human anatomy, reproductive organs, and sexual functions, adhering to contextual norms. Reproductive health education addresses the dynamics and consequences of casual sexual relationships, utilizing age-appropriate teaching materials. Teenagers seek diverse knowledge from parents, school descriptions, and online resources to navigate sexual and reproductive health challenges. However, the discreet provision of sexual education is influenced by traditional cultural values, fostering silence and shame, particularly in discussing male and female genitalia.

This study aims to analyze the impact of the strength of appearance capital on voter perceptions and its contribution to the success of female political candidates in the Jambi Province General Election. Appearance capital includes physical appearance, attractiveness, and other visual elements. This research uses a qualitative method with a descriptive type with a purposive sampling technique. Data collection was carried out through field studies and literature studies. Informants in this research included Jambi female politicians, academics, political observers, and the Jambi community. Researchers took these informants because they were considered the best in providing the information needed. The findings show that, although appearance capital can influence initial perceptions, other factors such as background, experience and political vision still play a crucial role in determining a candidate's success. This research can contribute in the form of new insights regarding the understanding of women's political participation in Jambi Province.

This study examined the effect of tax administration and timely payments: a study of selected Internal Revenue Service in South-West Nigeria. A field survey research method was adopted, primary data obtained through the administration of a structured questionnaire was used and the hypotheses were tested using regression analysis. The population of the study consisted of 4499 members of staff in the tax revenue office in South-West Nigeria. Three hundred and eighty-seven copies of questionnaires were administered while 382 (98.7%) were retrieved. The findings of the study revealed that the tax administration of the selected State Internal Revenue Services has a significant effect on timely payments (Adj.R2 = 0.115, F(3, 383) = 17.405), p < 0.05). The study concluded that a significant relationship exists between Tax administration measured as Tax assessment (TASS), Tax remittance (TREM) and Tax collection (TCOL), and Timely Payments of taxpayers’ declarations of selected State Internal Revenue Services in South-West Nigeria. The study recommended that State tax authorities should restructure their tax administration system to increase their efficiency and effectiveness in tax assessment, tax collection, and tax remittance that will provide adequate and relevant training for members of staff on the use of information technology and update the technological equipment’s used so that the members of staff can be technologically competent. Technological devices should be made available to staff members in the various tax stations outside the head office.

Researchers use the theory of new media characteristics proposed by Denis McQuail to reveal the reasons for using Instagram Reels by the Directorate General of Immigration as the main media in the publication of Letters of Support for Work and Holiday Visa (SDUWHV) services. The approach used is qualitative with descriptive methods. This research uses two data sources, namely primary and secondary. Primary data was obtained by interviewing sources, while secondary data was collected by library research and observing the Directorate General of Immigration's Instagram Reels social media. The research results show that the reasons for using Instagram Reels as SDUWHV information media are in line with Denis Mcquail's theory of new media characteristics, namely interactivity, social presence, media richness, autonomy, elements of playfulness, and privacy. The practical significance of this research lies in its ability to show how government agencies can use social media to increase public engagement in their programs. In addition, this research also provides insight into how government agencies can innovate their communication strategies to adapt to changes in media consumption behavior, especially among the younger generation who are active users of social media. Thus, this research is not only relevant for public and government communication practitioners but also for academics who are interested in understanding the dynamics of communication in the digital era and how government institutions can utilize new media for publication and educational purposes.
