Limbah infeksius Covid-19 yang tidak ditangani dengan benar dikhawatirkan menjadi sumber penularan baru Covid-19. Beberapa regulasi yang ada, diantaranya UU PPLH, UU Pengelolaan Sampah dan Peraturan Menteri Lingkungan Hidup dan Kehutanan Republik Indonesia No: P.56/Menlhk-Setjen/2015 telah memberikan pedoman cara mengelola sampah dan/atau limbah, baik itu dari rumah tangga ataupun fasilitas pelayanan kesehatan. Pengelolaan limbah infeksius Covid-19 harus dilakukan sesuai dengan peraturan perundang-undangan, namun masyarakat belum sepenuhnya mengetahui cara pengelolaan yang benar sehingga limbah yang seharusnya ditangani dengan cara khusus justru bercampur dengan limbah rumah tangga. Sehingga, diperlukan adanya aturan hukum mengenai kewajiban pengelolaan limbah infeksius Covid-19 disertai sanksi pidana, sanksi administrasi dan penambahan fasilitas pengelolaan limbah. Akhirnya, penegakan hukum terhadap pelaku pencemaran limbah infeksius Covid-19 dapat diwujudkan jika terjalin hubungan kerjasama yang baik antara masyarakat dengan pemerintah, salah satunya pemerintah menyediakan tempat pembuangan limbah infeksisus Covid-19 yang aman. Finally, law enforcement against perpetrators of contamination of Covid-19 infectious waste can be realized if there is a good cooperative relationship between the community and the government, one of which is the government providing safe disposal sites for Covid-19 infectious waste.

This paper aims to analyze village financial management in realizing good financial governance in Lembang Village. The problem of tension is on the village's ability to properly and correctly manage village finances. There are still many villages that are wrong in implementing village financial management. Lembang Village is a village in West Bandung Regency and is the only one with the status of an independent village. This research method is qualitative. Data collection techniques by interviews, observation, and documentation. Data analysis by collecting data, reducing data, presenting data, and drawing conclusions. This study concluded that village financial management carried out by the Village Financial Management Technical Executor (PTPKD) in Lembang Village was good. From the planning to reporting and accountability stages, everyone plays a role and works together. Every stage in financial management, starting from planning, implementing, administering, reporting and accountability has been carried out by the principles of financial management, namely transparency, accountability, participatory and orderly and disciplined budgeting. By carrying out all the existing principles, the Lembang Village Government by the Development Village Index (IDM) that Lembang Village has the status of an independent village, and also the Lembang Village Government has implemented good financial governance.

The purpose of this study was to analyze organizational communication management, communication barriers, and efforts to overcome communication barriers faced by tax officials and taxpayers in the implementation of activities for receiving Annual Tax Returns (SPT) Income Tax (PPh) at the Pratama Bengkalis Tax Office (KPP). The theory used: the theory of communication management and organizational communication. This study uses a constructivist paradigm with a qualitative approach. The research subjects totaled 107 employees and the determination of informants was carried out using a purposive technique, so that 7 (seven) informants were obtained. The results of the study show that organizational communication management includes 4 stages: planning, by setting activity targets; organizing, namely dividing the work; actuating, namely providing direction and motivating; and controlling by observing the implementation of activities in the field, providing solutions, and evaluating. Communication barriers include internal barriers in the form of horizontal communication between employees. External barriers, namely public communication to organizations, such as remote locations for taxpayers to consult and network disruptions; and organizational communication to audiences, such as decoding, communicative, technical, language differences, perception, and psychosocial barriers. Efforts to overcome this by optimizing services through face-to-face and media socialization, providing additional service posts, building intensive personal communication between employees, creating a sense of empathy between tax officials and taxpayers, and optimizing the role of opinion leaders.

The purpose of this study was to identify and analyze the conditions of drug abuse and what factors influenced the implementation of Regional Regulation Number 1 of 2019 and the obstacles faced by the Provsu Kesbangpol Agency as the coordinator in implementing the facilitation policy for preventing drug abuse in North Sumatra. The approach used in this study is a qualitative approach. The results of the study found that the implementation of North Sumatra Province Regional Regulation No. 1 of 2019 concerning Facilitation of Drug Abuse Prevention by the National Unity and Political Agency of North Sumatra Province in 2020-2021 has not gone well. Utilization of resources that are not yet optimal because they are not supported by human resources and inadequate budget allocations; Lack of communication and coordination among implementing organizations; The commitment of the Provsu Kesbangpol Agency which is still not strong enough; External conditions, especially economic conditions and social conditions, do not support the implementation of Regional Regulation No. 1 of 2019 due to the Covid-19 pandemic. Constraints faced include: Not yet optimal resources both HR and Allocation; Lack of OPD support and commitment; District/city government support in North Sumatra is still low. The purpose of this research is to analyze the causal factors and communication strategies of religious extension counselors to minimize divorce in Aceh Singkil District. This type of research is qualitative using an Islamic and sociological communication approach. The results of the study state that the factors that cause divorce: there is no harmony and responsibility; economic factors; education; moral crisis; presence of a third party; religious conversions; adultery; loveless marriage; domestic violence; underage marriage; ongoing quarrels and conflicts; developments or social media. Efforts to minimize divorce: planning marriage-age youth education, family counseling classes, and organizational meetings; guidelines for promoting sakinah families and resolving marital disputes; explain the laws of marriage in Islam; conduct counseling or premarital consultations; premarital courses as well as coaching for families and youth; carry out the sakinah family service center program (PUSAKA); fostering the activities of the taklim assembly or in certain recitations. The obstacles are: the location factor because it is too narrow in participating in fostering marriage and a sakinah family; the summary factor of the material and the time the guidance is delivered; the factor is the low education of religious instructors, the community still has an inherent understanding of customs; lack of training for religious instructors; there are still extension workers who do not master IT.

The research aims to analyze the interaction communication and self-concept of Rohingya refugees in Medan. This research conducted using qualitative and descriptive approach. Data are collected using interviews and observation. The research subjects are determined using purposive technique. Data are analysed using Miles and Huberman interactive model. The result obtained from this research indicate that the interaction done by Rohingya refugees in Medan creates communication experience for them which are divided into 2 categories, namely enjoyable communication experiences such as acceptance, symphaty, friendship, affection, and support; and unenjoyable communication experience such as anxiety, labelling, restrictions, and misscommunication. Self-concept of Rohingya refugees in Medan reflected into dimensionsof self-concept namely knowledge, expectation, and evaluation. Nine out of twelve informants have positive self-concept which can be seen from the small gap between the dimension of future self-expectationsthat leads to acceptance on their recent personal condition. While the other three informants have negative self-concept which can be seen from the considerable dap between the dimension of knowledge and future self-expectation regarrding thet leads to rejection on their recent personal condition.

The purpose of this study was to find out the role of democracy volunteers in increasing participation in the 2019 general election in Samosir Regency. Apart from that, to find out how democracy volunteers socialize more massively and intensively to voters is also needed to reduce the number of invalid votes or invalid votes in elections. This research method is descriptive qualitative, namely by presenting the facts found comprehensively through in-depth analysis. Data analysis techniques consist of data reduction, data presentation and drawing conclusions. The research results obtained showed that the Democracy Volunteers for the Samosir Regency had carried out their role in the 2019 Election, namely conducting outreach and voter education, including by providing information about the implementation of elections and inviting people to become smart voters. The pattern of socialization carried out by the Democracy Volunteers is classified as different, this is based on the segmentation of community groups. In addition, there are several Democratic Volunteer Bases that have similarities or similarities in carrying out socialization patterns

The purpose of this study was to analyze the increase in voter participation during a pandemic in the Medan Deli sub-district. This is because the sub-district has the most significant surge in participation. The Medan Deli sub-district, which has the highest difference in participation when compared between the 2015 elections and the 2020 elections, is the Medan Deli sub-district. This study uses a qualitative approach with primary data collection techniques in the form of interviews with key informants, key informants and supporting informants. Then the data were also obtained from secondary sources in the form of literature relevant to the research problem. The results showed that there were five factors driving the people of Medan Deli District so that they wanted to come to participate, namely political stimulation factors, personal character factors, social character factors, situational and environmental factors and finally political education factors. Then, of the five factors, the most influential factor is the political stimulus factor that arises from daily political conversations or conversations in the community. Then later because of the candidates who came from their area, a regional spirit emerged which in the end made the people more enthusiastic to come to the TPS.

The purpose of this research article is to find out the role of the Medan City government in ensuring the welfare of persons with disabilities, the efforts that have been realized by the Medan City government in ensuring the welfare of persons with disabilities and the obstacles found by the Medan City government in ensuring the welfare of persons with disabilities. In Indonesia, all access and empowerment for persons with disabilities are still not effective. This is evident from the lack of provision of public facilities for persons with disabilities, schools or non-formal education for persons with disabilities, empowerment from the government or other agencies as well as periodic social assistance. This research uses a qualitative descriptive research type. Data collection techniques were carried out using observation, interviews and literature studies. The results of this study explain that the role of the Medan City Government through the Social Service in the welfare of persons with disabilities consists of four aspects, namely: the aspect of the facilitator by purchasing and providing assistive facilities and distributing them to persons with disabilities who have been recorded every month. The regulatory aspect of the efforts being made is implementing all the rules and policies based on the Ministry of Social Affairs Regulation Number 2 of 2021 concerning persons with disabilities. From the point of view of the caalitator inviting social problem institutions such as PSM (Community Social Worker), PKSK (District Social Welfare Worker) and TKSPD (Social Welfare Workers for Persons with Disabilities) and the obstacle encountered is the limited budget funds to buy auxiliary equipment facilities, only 75 units each months, there is a quota (limit) for receiving direct cash assistance and there is no Regional Regulation or Medan City Mayor Regulation regarding persons with disabilities

The aim of this research is to analyze the strategy of the Paris, Youth and Sports Center in increasing travel visits to the Western Cape and factors of slavery and influence that affect the development of coastal travel objects in increasing the standard of living in the Western Cape. The method used in this study is qualitative with data collection techniques of library studies. As for the discovery of this research, the strategy of the Pariwisata, Youth and Sports Center in increasing the travel visit to the Western Cape is not yet maximum, can be seen from visits to the Western Cape is still very low. In 2010 there were 345,311 tourists, in 2011 there were 311,777, in 2012 there were 325,063, in 2013 there were 335,295, in 2014 there were 348,765, and in 2015 there were 285,824. That's a very low number, considering the West Bank is an area with lots of different travel objects. Factors that hinder the development of coastal travel objects in increasing the standard of living in the Western Cape Town, namely that the policies of the Western Cape Town government have not yet damaged the development programme of society, not just as much as the sovereignty of public art, but the development of the creative economy of society, - so that opportunities can be created to work and work in society. Another factor is that the facilities around the beach are unsuitable and not maximum to extend the facilities that should be in the tourist area.
