The strategies for the construction of national identity devised by the Singaporean government in the years following independence as a British colony included the evocation of an ideal original landscape, epitomized both by the tropical forests that covered the archipelago of Singapore and by the productive landscape of rural villages, or kampung in Malay. The idealized representations of these two local landscapes were entrusted to the plants selected to shape the greening campaigns accompanying the massive urbanization process that rapidly transformed Singapore into a high-density metropolis. Evolving from that approach is Kampung Admiralty, a large contemporary multifunctional building crowned by roof gardens designed by Singapore-based architectural practice WOHA, with Henning Larsen Landscape as landscape consultant. The architectural and landscape architectural complex appears as a technological celebration of the rural landscape: while the botanical associations employed suggest the varied spaces and lively atmospheres of traditional villages with their distinctive mixture of agricultural, wild, and ornamental plants species, the introduction of nature-based solutions and plant communities promoting biodiversity adapt the operational role of tropical vegetation in sustaining the survival of the community that inhabited the kampung to the needs of the contemporary city.

According to Gianfranco Di Pietro, the landscape is the essential dimension to understand the land morphology and development of a territory towards planning its future. His perspective on the landscape is “the summary and synthetic dimension" in which we can read the structure of a site: geology and morphology, settlement system, agro-forestry structures. All aspects are, always, related and investigated by interlinking historical-archival sources with field observations and economic dynamics. Water in Palermo holds the city in check; it is its main front to the East being the sea. It closes its expansion towards the West with the rivers, streams and springs that flow from the Panormitani mountains. The constant presence of the wind keeps it free of fog, but it cannot dampen the dense and incessant presence of water in the air in the form of humidity. Over the centuries, those who have inhabited the city have had to come to terms with this anwieldy presence, which has been a source of joy in shaping the Conca d'Oro. It is as incredibly fertile today as it was then, and of despair at the flooding of the Kemonia and the marshy stagnation in the Mondello area. The continuous negotiation (which shows no sign of dying out) with water has determined ways of inhabiting the city and induced behaviours within the urban space that are decisive for the quality of life in Palermo. They are much more resilient than the illicit and erroneous management of these forms of water that has taken place over the last 70 years. The cases of the districts of Danisinni and Villagrazia represent some examples from which it is possible to draw strategies and useful elements for the design of urban scenarios in cities in which water has many different forms, from the most evident to the most hidden.

Current Chinese policies consider tradition as the starting point for a new Chinese Renaissance. To meet contemporary, political and ecological needs, China rediscovers the millenary aesthetic of water and landscape, starting from its renowned philosophers, artists and gardens designers. Water’s central role in culture spans philosophical, religious and artistical fields. Since the origin of Chinese culture, renowned philosophers have associated water flow to the perfect political and moral vision. The wiseman considers water as the excellent behavioral model, in harmony with natural principles; water is indeed the mean to reach the Dao. In China, since the first studies on landscape painting, water has perfectly blended with the aesthetic vision of the landscape, becoming an integral part of it. Water exists in relation to its flowing and to its surroundings, becoming part of the landscape, not as a separated, independent element, but as a fundamental constituent.

Moving from the working hypothesis of reading the water infrastructure as a fundamental support for territorial construction (Viganò, Secchi, Fabian, 2016), the following essay proposes an original perspective and some new analytical and conceptual operations to deal with this research theme. This aim is carried out by using a design experience based on a very specific case study: a territory that can be defined through the image, proposed by Piero Bevilacqua (1989), of the irrigation oasis, an irrigation districit with specialized agriculture characterized es by the relationship with the Apennine mountain and with the torrential regime of its water bodies. By translating this image into a specific ecological structure – produced by a close relation between surface and underground forms of water, thickness and rationality of the soil, forms and structures of agricultural property – the essay proposes an original reading of a contemporary territory designed by water.
