Using the established evaluation indicator system of province-territory logistics development, we adopted the non-linear principal component analysis method to carry on the appraisal of the present situation of logistics service system in Heilongjiang Province, analyzed the level of logistics service system in different areas quantitatively. Then we proposed the Heilongjiang Province-territory logistics development can be divided into Ha-Da-Qi, Ha-Mu-Sui and Jiamusi urban cluster as the three main logistics regions. At last, we formulated corresponding development strategy according to their different characteristics.

This paper researches the design of computer algorithm for the singular dynamic Leontief input-output model with Markovian jumping parameters and uncertainness. A new mathematic method is applied to study the singular systems without converting them into classical linear systems. The parameter uncertainties are considered and are assumed to be time-invariant. A new stability criterion for singular system is given to ensure the stability of singular input-output model. Finally, the corresponding computer control algorithm is provided.

The case study approach is adopted to analyze the information service platforms of 3PLs. The characteristics of over-emphasis on function integrity of the supply chain and logistics services but disadvantage to information service outsourcing of the current information service platforms of the 3PLs are pointed out. The concept of detachable information service component for information services is put forward by analysis of the current status of information service of 3PLs, which can not only enhance the flexibility of 3PLs' services, but also eliminate trust barriers between the 3PLs and customers. Namely, business data, resources required and business controls of the customer enterprise are detached to ensure the customer enterprise to retain and control its core business data and business security as much as possible. In the mean time, the customer enterprise can share the resources and capacity of decision-making on information with the 3PLs. Customer enterprise can try, rent or purchase the detachable information service components of 3PLs, and make full use of the service control and resource capacity provided by 3PLs to improve the efficiency of enterprise. While the 3PLs might improve their own information integration and reusability by the detachable information service components, and gain more business opportunities and benefits by providing customers with more flexible and efficient services, achieving a win-win in the benefit of all parties.

Supplier performance can directly affect the quality of manufactures' supply chain. An efficient management mechanism should be established to enhance and improve supplier performance. Benchmarking management can clearly lead suppliers to find their weakness and the approach to develop their performance, therefore it can serves as the basement of the supplier performance mechanism. Based on benchmarking methodology, this paper establishes a conceptual model for supplier performance management. By setting benchmark for suppliers in different level and encourage suppliers to compare with the benchmark, enterprise can control and optimize the performance of suppliers. This model also emphasizes the dynamic evaluation of continuous improvement of suppliers' performance and highlights the necessary of enterprise's incentive actions.

The multi-trip vehicle routing problem (MTVRP) is studied whose task is to determine both the multiple trips to satisfy all the customers' demands and the assignment of the trips to vehicles with the objective of minimizing the travel cost of the trips. For this problem, an algorithm based on filter-and-fan approach is proposed. Tabu search is adopted to initialize the procedure and provide useful moves to filter-and-fan searching tree, so that tabu search is diversified by filter-and-fan searching for guiding it to a difference region of the solution space. Then the solution is improved by the filter-and-fan approach which can be viewed as a search strategy on abbreviated neighborhood tree. Computational results are carried out to illustrate the proposed algorithm is effective and efficient.

Objective and impartial evaluation of operational performance for urban public transport has a great influence on transportation development in city. Based on the analysis of the influencing factors of operational performance for public transport, an empirical study of operational performance for public transport in Hebei Province is brought out by DEA. And the analysis finds out that there are only 20% cities which are scale efficiency. Based on the projection analysis, the main reason of scale inefficiency is the lack of the total amount passenger transport, therefore, this paper puts forward some specific recommendations to solve this problem. Thus it could be useful for the government to make relevant policies to improve the operational performance for public transport.

Through the analysis of the characteristics and objective object, puts forward the information full degree, Related domain, the common features of object, the individual features of object, characteristic vector concepts etc., and discussed the sufficient condition to distinct objects in the data class under the incomplete condition, and puts forward the method of constructing diagnosis experience database which could simplify condition. The sufficient conditions of Extensible intelligent reasoning could make it possible that intelligent reasoning is in progress successfully under the condition of incomplete data and the reasoning results are correct. This research is verified by intelligent diagnostic tests of TCM.

In the past few years, especially since the outbreak of the sub-prime crisis, the issue of Executive compensation has become not only a public, but also an academic focus of controversy. This paper conducts an empirical study on the determinants of compensation gaps with 791 Chinese listed companies from 2000 to 2007. The result shows that there is a significantly negative relation between compensation gaps and promotion probability. After that, this paper turns to another empirical study on the relation between compensation gaps and corporate performance with 878 Chinese listed companies from 2003 to 2007. The result of our research is in favor of the tournament incentive theory, which demonstrates a significantly positive relation between compensation gaps and corporate performance.

From the initial investment and overall system energy consumption point of view, compared the natural ice-storage air-conditioning system with the ice-storage air-conditioning system and the conventional air-conditioning system; compared the annual operation cost and payback period of the ice-storage system under different price policy. We deduce that the difference between the total energy consumption and natural ice-storage has a good energy efficiency.

This paper presents a variant of Particle Swarm Optimization, called Subpopulations Shuffled Dynamic of Particle Swarm Optimization (SSDPSO). In SSDPSO, particles are partitioned into different subpopulations by fitness to maintain diversity of population efficiency. The subpopulations will be shuffled together to be a new population after they evolved for certain iterations. Furthermore, the iterations which subpopulations evolve will be dynamic changing. Some of particles will be re-randomized when subpopulations stagnate for certain iterations. A portion of shuffled population with poor position will be substituted by other one with better position. The performance of SSDPSO is investigated by some benchmark functions and compared with other version PSO. The results show that SSDPSO can achieve better solutions and get faster convergence. SSDPSO is then applied to train artificial neural networks to construct a soft-sensor of acrylonitrile yield. The results show that the soft-sensing model constructed by SSDPSONN is feasible and effective.
