This chapter examines the deterministic level of development of information and network technologies, the transformation of the practices of interpersonal and family experience of modern Russian youth. The characteristics and consequences of this transformation are analyzed using the concepts of networks and the information society. There is an increase in the number of young Internet users using this space for romantic friendships, communication in general. Conclusions are made indicating a connection between the prevalence of network practices and the age of young people; the feasibility of E. Toff's future forecast about the spread of diversity with the continuation of the nuclear family, new practices: deferred parenting, consciously distant alliances, etc. Positive and negative consequences are given, incl. unpreparedness and inability of young people and the older generation at the moment to resist the ongoing changes, which determine the emergence of both the future and the present shock, are affirmed.

The article analyzes the issue of transformation of the global development paradigm on the example of intergovernmental regional organizations, as one of the main actors of contemporary international relations. Within the framework of the current paradigm, starting from the period when the Yalta-Potsdam system of international relations was established, the dynamics of confrontations between international regional institutions, the change in this dynamics followed by collapse of the bipolar world order, are studied. The article touches upon the ongoing trends of transformation of the international monetary and financial system in the light of the emergence of new regional actors such as New Development Bank and the Asian Infrastructure Investment Bank. These institutions are being considered as alternatives to the Bretton Woods institutions, particularly to the International Monetary Fund and the World Bank Group. It’s important to mention that the large variety of integration formats, established in the Great Eurasian area, have all chances to claim to the role of emerging pole in the transforming multipolar world order. The cornerstone on this path is considered to be relationship between the Eurasian Economic Union and the People's Republic of China (PRC) mainly in the context of the implementation of the Chinese Belt and Road Initiative. Moreover, further implementation of the North-South international transport corridor, designed to provide a logistic connection between the Baltic countries and India, together with the PRC’s initiative to create Silk Road Economic Belt, harmoniously fit into the broader concept of Comprehensive Eurasian Partnership, announced by the President of the Russian Federation in 2016 during St. Petersburg International Economic Forum. Today the ongoing interregional cooperation in the Great Eurasian area, developing especially in the format of the Eurasian Economic Union (EAEU) - Shanghai Cooperation Organization (SCO) - Association of Southeast Asian Nations (ASEAN), as well as the strategic plans of the EAEU on establishment of free trade zones with third countries before 2025, have all chances to create alternative solutions to the existing regional integration formats. The successful completion of the planned project, which, first of all, depends on the political will of the participating parties, will allow to lay a solid foundation for a transforming new world order. It will completely differ from the existing paradigm of the neoliberal world order.

In the XXI century, when relations in the world are characterized by conflict, diplomacy plays a very important role in maintaining world order. In this regard, new types, forms, tools and resources continue to appear. Sports diplomacy has only recently begun to be actively used by different countries to achieve their goals. Previously, it was customary to consider sports diplomacy as part of the public diplomacy, but now it has surely evolved into its independent branch. Sports diplomacy is characterized by a wide range of state and non-state actors with international organizations to be the most important. This article analyses the role of the International Skating Union (ISU) as an actor of sports diplomacy. As a result, the author comes to the conclusion that the activities of the organization play an important role in establishing and improving cultural ties, as well as in resolving and preventing conflicts between its members.

Foreign negotiators’ observations represent a valuable source of understanding the Russian negotiation culture. They pay attention to the duality and inconsistency of the Russian character, significant fluctuations in the mood of Russians, which determine the unpredictability of their behavior. However, foreign observers also point a significant experience of rational behavior within the Russian negotiation. Researchers notice the special attention that Russians pay to the issues of national security and their respect for “power” and “strength” (that sometimes is explained as “imperial thinking”). Also, Russian negotiators are persistent in defending their position, they demonstrate desire to realize it as fully as possible, they struggle for equal partnership relations and sometimes these efforts bring unilateral advantages for them. Russians want to play a leading and even dominant role during negotiations, they prefer to set the agenda and try to hide their weaknesses in aim to prevent a counterpart from taking advantage that may cause damage. Such approach explains the reluctance of Russians to make compromises, which they perceive as a manifestation of weakness. Russians trust and cooperate primarily with members of their community (“intracultural negotiations”) and demonstrate less openness to foreign colleagues who represents the “alien” group (“intercultural negotiations”). Western negotiators note the decisive role of opinions made by delegation heads rather than experts. The fear of making mistakes and consequently the fear of punishment holds the Russians back from risky negotiating behavior and deviations from their instructions. The Russian negotiators are taken very seriously by their foreign colleagues. Nevertheless, some experts recommend that exaggerating the “threatening” and “overwhelming” power of the Russian partners should be avoided. They advise to be firm dealing with Russians, to strive to establish trust and good personal relations, and to prove reliability in their eyes for gaining benefits from negotiations.

The article examines the relationship between humanitarian diplomacy (on the example of the implementation of vaccine and health care diplomacy), “soft” power and sharp power. In the context of a pandemic, especially during the "first wave", the traditional forms of humanitarian diplomacy as an instrument of the "soft" power of the state have undergone changes. International “specialized” organizations in the field of health care were unable to provide the necessary assistance in full in a timely manner. These factors, as well as fear and panic on the part of the population, have led to conflicting interpretations and explanations by the media of the foreign policy activities of certain countries and international / regional organizations. The paper presents a case on Italian-Russian interaction during the "first wave" of the pandemic and its reflection in the Italian media. As a result of the analysis, it is concluded that in the crisis situation of the pandemic, a number of Italian media covered the fact of humanitarian assistance from the Russian Federation as a kind of "spy" mission, which is an element of the tactics of hybrid conflicts, as well as a sharp power tool. Therefore it can be concluded that, despite the fact that public health issues are apolitical and are designed to consolidate the world community, the information support of health diplomacy and vaccine diplomacy, unfortunately, does not have obvious objectivity and impartiality, but becomes a certain lever for managing public opinion, and, as a consequence, it implements sharp power.

Recently, Russia has been showing increased attention to sports as a political tool. The country is striving to obtain the status of a ‘sports power’, hosting the most prestigious world-class competitions. The political impact on sports’ progress remains significant, as politics evidently "absorbs" traditional athletic habitat, using sport occasions as an instrument of influence. The significance of sports in political communication is becoming wider. A situation arises in which sport ceases to act as a sole object of politics, falling into the category of ‘means’ or ‘subject’, while representatives of the sports community become full participants in the political process in modern Russia. The article regards political aspects of sports and urges to trace its role within the framework of political communication. The authors develop the concept of ‘sports politics’, separating it from sports policy per se, or state policy within sports. Based on two models of political communication by G. Lassawel and T. Newcomb, principal forms of relationship between politics and sports in the matrix of communication are highlighted: an object, an instrument, a subject, and a communication channel. As a political tool, sport has been interpreted as a means of communication using the concept of the national idea of Russia. The rhetoric of top officials related to sports demonstrates its symbolic roots, based in patriotism. When considering sport as a subject of politics, the main attention is focused on sports personae and their representation in government bodies, governing structures - as proxies and opinion leaders, or invited experts. The research also considers biographies of sport leaders as their personal and professional "background", as well as their formal and informal interaction with decision-makers. The article concludes that, despite the intensification and growth of sports’ potential to its subjectivity, the key interaction model remains the one where it takes the place of a communication mechanism.

The text reviews a few books, written by muslim migrants in Germany. The kurdish author Balci speaks about the violence in the submilieu of some muslim migrants with special respect to turkish and arab (and kurdish) differences and the violence against the christian migrants. As she had a job in social work with migrants, she relies on facts, but call her book a "novel". The two Iraqis present two ways to think about IS. The one, who never lived for a longer time in the Orient, tries to imagine, how the radicalisation can come into being in Germany among muslim migrants, that leads them to terrorism. The other is coming form this experience, but dont focus on the facts, that pushed him into migration. So the paper give an insight into the sub-milieu of islamists in Germany. Fiction and facts are not easy to differentiate, but each of these books shows aspects of the current debate among them.

The article examines the practice of Olympic volunteering during a pandemic. Olympic volunteers are people who volunteer to prepare for and host the Olympic and Paralympic Games without receiving direct payment. Olympic volunteering refers to a type of sports volunteering at the sites of major sport events (sports mega-events). Traditionally for the organization and holding of events, including sport events, volunteers are involved, who are recognized as a significant resource for the success of events at various levels. Such events as the Olympic Games - sports mega-events have special volunteer programs that allow people to gain experience in an international organization, attend events, gain new knowledge and skills. Based on the results of an online survey of volunteers (N =250) who participated in the organization and conduct of the 2020 Olympic and Paralympic Games, which were held in 2021 in Tokyo, Japan, channels for obtaining information about the possibility of participating in Olympic volunteering, incentives and barriers will be analysed for volunteers in the Olympic program. Special attention in the article will be paid to the peculiarities of the Olympic direction of volunteering during a pandemic. Based on the analysis of the results of the online survey of volunteers, we found that people with previous experience of volunteering often take part in the practices of Olympic volunteering. More than half of Olympic volunteers are satisfied with their participation in the Olympic Games. Also, more than half of the survey participants plan to continue to participate in volunteer activities in the future. Among the features that characterize the Olympic volunteer program in 2021, one can single out the additional responsibility of volunteers to ensure the safety of events, compliance with all necessary safety requirements, the need to acquire additional knowledge and skills, and a more attentive attitude towards each participant in the events. At the same time, it is important that modern security measures did not have a negative impact on the intentions of volunteers to continue volunteering.

The purpose of this article is to comprehend the functioning of the institute of public health in a pandemic and to conduct a research analysis of the opinions and judgments of medical workers and patients using medical ventilation devices. The national health care system faces a global challenge associated with the spread of COVID-19, which has exposed problem areas in its functioning, one of which is the quality and reliability of medical equipment. Medical ventilators are of vital importance, because their availability and quality determine the recovery of patients and their return to a familiar way of life. Ventilators are used in intensive care units and wards for treatment of severe complications of coronavirus infection. The main subjects of the health care system were interviewed using the semi-formalized interview method: doctors (n = 32) and patients (n = 16). The survey results showed that the quality of Russian devices requires significant improvement (oxygen tubes and flow sensors), and the main measures to improve the quality of medical care using ventilators are not only buying of imported medical equipment, but also strengthening quality control of domestic devices and creating real competitive environment of Russian manufacturers. In the context of the "new normalcy" on the Russian market of ventilators, it’s possible to transit from an import-oriented model to a national-state model with a significant proportion of medical products manufactured by Russian companies.

The managerial aspects of studying factors of student volunteering are considered in this article. The role of analyzing factors of volunteering (individual, motivational, contextual etc.) allows for enhancing quality of volunteers’ work, and attracting new members in volunteer organizations. The specific of organization of volunteering at the university is engagement of this activity in the processes of education and upbringing. In this research, two methods were used: student survey and semi-formalized interviews with the representatives of volunteer center of Udmurt State University. For the analysis of factors of volunteering, three groups of factors were chosen: factors of social status (gender, year of study, level of study); socio-psychological characteristics (altruism, collectivism), and social factors (having volunteers among relatives and friends, social activity, previous experience of volunteering). The analysis has demonstrated that students’ social characteristics do not significantly correlate with volunteering. Among socio-psychological factors, the altruism was the most significant. As the social factor, the social activity in different spheres of student life, and previous experience of volunteering were important correlates of volunteering. Stimulation of volunteering must be connected with other forms of student activity: education, research, and development, and with preparation for the future job.
