This article presents the study of the attitudes of scientific volunteers through cognitive, emotive and behavioral components. As part of the cognitive component, participants' ideas about scientific volunteering and associations with it are described. The study of the emotive component demonstrates what feelings and emotions scientific volunteers experience when engaged in this activity. In turn, the behavioral component reveals the experience of scientific volunteers, the specifics and focus of civil science projects. The motives of participation in scientific and volunteer activities are also described, which are classified within the framework of the Schutz typology, namely the in-order-to and because motives. The paper considers the socio-cultural characteristics of scientific volunteers. A number of recommendations are proposed to increase the effectiveness of attracting people to scientific and volunteer activities.

Artificial intelligence is increasingly becoming the object and analytical field of the problems of modern sociology. The transition to generative neural networks means a change in the global paradigm, a transition to industry 4.0 - to a new economy, new types of social communications and social relations. Modern artificial intelligence is already revolutionizing medicine, education, marketing, military affairs, and has a great impact on the youth generation. There is a new terminology in the description of algocracy; requests for state regulation of the use and deep learning of neural networks are formulated in different countries. Opportunities and limitations in the use of artificial intelligence cannot be considered without attention to the social aspects of risk management and opportunities for advanced development of neural networks. In the proposed article, this task is analytically considered in the projection on modern higher education.

The formal legal and political status of local self-government, its position in the system of authorities in the Russian Federation remains unformulated. Despite the fact that this status is not legally formalized, de facto it was the amendments to the Constitution of 2020 that consolidated the reduction of autonomy and increased control of municipalities by the state. Of course, this legal innovation was accompanied by motivation to increase manageability, economic efficiency and a number of other arguments. The purpose of this study is to analyze the effectiveness of this amendment to the Constitution on the basis of a field study conducted in the autumn of 2022 in the municipalities of the Perm Region. The municipalities of the Perm Region were selected as research cases, among them Krasnokamsky and Nytvensky urban districts. Using the example of the implementation of Sustainable Development Goals in the field of ecology and the formation of a comfortable urban environment, the implementation of a multi-level policy in the Russian Federation at the municipal level is considered. The research method is a series of in-depth interviews with municipal officials. As a result of the study, the following conclusion was made: according to the results of the reform, the stated problems of local self-government in the Russian Federation were not resolved, and their main consequence is not so much building an effective system of accountability and self-government at the local level, as strengthening the integration of municipalities with regional and federal authorities. From the point of view of the theory of multilevel management, the basic principles of the reform of the LSG should be functionalism and self-government. These principles can be implemented only by increasing the subjectivity of Russian municipalities, both political and financial, budgetary, organizational, etc.

The article analyzes changes characterizing the features of the transition to a multipolar world from the perspective of the theory of unity and the struggle of two cultures: cooperation and selfishness, which determine the orientation, content, results of interaction between individuals, social groups, peoples throughout the history of mankind. The culture of selfishness is interpreted as created by man and a constantly developing set of different ways of satisfying selfish interests by social actors. The culture of cooperation is considered as a human-constructed system of uniting individuals, small and large communities to realize the common interests of self-preservation and self-development. The peculiarities of determining military conflicts by the culture of egoism and the culture of cooperation in different eras are revealed. It is shown that the culture of selfishness determines the desire to build and preserve a unipolar world. Countries advocating the creation of a multipolar world, realize the values of the culture of cooperation. The role of the liberalism ideology in affirming the orientation of social actors to satisfy narrow-minded interests by any means is revealed. It is noted that there is a need to form and implement a special ideology to protect the sovereignty of Russia. The forms of overcoming the diktat of countries trying to keep the unipolar world, using all available material, financial and human resources, and creating a threat of nuclear collision, are revealed. States, focused on the values of the culture of cooperation, are forced to use all the means they have to preserve their independence and ensure the peaceful development of all mankind.

Since the beginning of 2022, relations between the Russian Federation and the Islamic Republic of Iran have intensified, directly affecting all areas of cooperation between the two countries. In addition to the general positive trend starting in 2012, the Ukrainian crisis and the subsequent sanctions imposed on the Russian Federation by the European Union, the United States and others, which have significantly limited the political circle of Russia's engagement, have become the main drivers of the development of mutual relations between Russia and Iran. On the one hand, improving relations with Iran relatively mitigates the impact of the sanctions measures, however, on the other hand, it deprives Russia of diplomatic flexibility, which could have an extremely negative impact on relations with potential allies in the Middle East and the rest of the world.

China’s SREB is a geo-strategic program that has been initiated based on Beijing’s judgment on its international and domestic environment. Building the SREB program servers the China grand strategy and satisfies the national demands. The Chinese government declared the ‘community with a shared future for Mankind’ is a national grand strategy and the guiding slogan of its foreign policy. This article interprets China’s governmental discourse on the guiding slogan and Chinese academic efforts to justify the grand strategy. From the Chinese perspective, the construction of the SREB needs to adopt omnidirectional diplomacy, which includes dealing with its relations with great powers, with neighboring nations, and building regional regimes and mechanisms. China’s grand strategy and three approaches sound ideal to some extent, but they demonstrate Chinese real concerns and ideas. In the long-term future, Russia will become more and more significant for China’s SREB program and the grand strategy as a whole.

Dentists can be classified as a group of specialists with a high level of occupational health risks, since their work is characterized by the presence of various harmful factors. In addition, during the COVID-19 pandemic, there is a decline in the quality of life, an increased level of emotional burnout and non-compliance with the rules for ensuring optimal working conditions among medical staff, as well as increased anxiety associated with uncertainty about the effectiveness of personal protective equipment and the level of risk of infection from colleagues and asymptomatic patients. In this regard, the purpose of the study is to assess the individual occupational health risks of dentists during the COVID-19 pandemic on the basis of the Republican Dental Clinic of the Udmurt Republic. Materials and research methods. Monitoring was carried out to ensure optimal working conditions for 31 dentists using a survey and assessment of their psychological status using psychodiagnostic tools (method “Diagnostics of the level of emotional burnout” by V.V. Boyko). Research results. An increased level of emotional burnout was revealed in the form of the formation of a stress phase, a high level of anxiety, as well as non-compliance with the rules for ensuring optimal working conditions for dentists in the analyzed sample. In connection with the results obtained, we consider it necessary to carry out a number of measures to optimize the working conditions of dentists, as well as increase their psychological stability and reduce anxiety. Conclusions. An increased level of emotional burnout and non-compliance with the rules for ensuring optimal working conditions for dentists in the analyzed sample were revealed. Recommendations are given on possible directions for correcting the identified shortcomings.

The presented article is an intermediate result of a study conducted in 2022 in the Udmurt Republic, which was aimed at studying the conditions that affect the value-motivational orientations of employees of educational organizations in conditions of uncertainty. Relevance. Modern conditions, characterized by the complex uncertainty of the political and socio-economic situation, make it obvious that there is a need to develop management issues and the possibility of influencing the value-motivational orientations of citizens, including those involved in the educational process. Difficult situations and complex circumstances affect the choice of life attitudes, which can be transformed under the influence of changes. In this regard, an attempt to determine the bottlenecks of the educational industry in the region for making managerial decisions seems relevant. Goal. To substantiate the influence of socio-economic and political conditions on the transformation of value-motivational orientations of employees of educational organizations of the general education system of the Udmurt Republic in conditions of uncertainty. Methodology. The theoretical and methodological basis of the study was the development of domestic and foreign researchers in the field of studying the value, semantic orientations of a person. A quantitative two-phase survey of employees of educational organizations was carried out. The sample size in the first phase of the study was 5220 people, in the second - 1332 people. The results of the research showed that the value-motivational guidelines of the teaching community of the Udmurt Republic are the regulator of group and individual behavior, and also represent life principles that determine goals, attitudes, quality and implementation of life plans. The attention of state and regional management to personal value-motivational orientations of employees of educational organizations is important and expedient for improving organizational policy. Programs for continuous monitoring of managerial decisions on the industry management, which should be taken on the basis of the results of sociological research, will help to solve many existing problems of educational practices and reduce management industry risks in the region.

Relevance. Modern conditions, characterized by the complex uncertainty of the political and socio-economic situation, make it obvious that there is a need to develop management issues and the possibility of influencing the value-motivational orientations of citizens, including those involved in the educational process. Difficult situations and complex circumstances affect the choice of life attitudes, which can be transformed under the influence of changes. In this regard, an attempt to determine the bottlenecks of the educational industry in the region for making managerial decisions seems relevant. Goal. To substantiate the influence of socio-economic and political conditions on the transformation of value-motivational orientations of employees of educational organizations of the general education system of the Udmurt Republic in conditions of uncertainty. Methodology. The theoretical and methodological basis of the study was the development of domestic and foreign researchers in the field of studying the value, semantic orientations of a person. A quantitative two-phase survey of employees of educational organizations was carried out. The sample size in the first phase of the study was 5220 people, in the second - 1332 people. The results of the research showed that the value-motivational guidelines of the teaching community of the Udmurt Republic are the regulator of group and individual behavior, and also represent life principles that determine goals, attitudes, quality and implementation of life plans. The article attempts to determine the role of the women's agenda in the activities of political parties and the place of women in the parliamentary factions of the leading parties of Great Britain. Based on the analysis of the policies of Labour, Conservatives and Liberal Democrats to the problem of women's promotion in politics, the role of gender quotas as a tool for attracting the female electorate is analyzed. The 2019 General Elections and the tasks political parties were faced with in terms of women's agenda are described in the broad historical context of the evolution of women's politics of the Labour, Conservative and Liberal Democratic parties in the late 20th – early 21st centuries. The author analyzes the election manifestos of the parties in the 2019 elections and concludes about the differences in the approaches to solving women's problems by the right and left parties. In addition, the author reveals the relationship between the women's agenda in the manifestos, the participation of women in the parliamentary factions of parties and women's voting in General Elections.
