At present, China’s economy is developing rapidly, and environmental protection has become an important aspect of people’s attention. The government has issued relevant documents requiring that while developing the economy, we should pay attention to environmental protection, or even develop the economy under the premise of environmental protection. This paper analyzes the inter-provincial panel data from 2008 to 2018 and constructs a panel PVAR model. The study concludes that the relationship between environmental regulation and economic growth is a long-term dynamic relationship. Environmental regulation can promote economic growth. With the increase in protection, the intensity of environmental regulations has increased, and the impact on economic development has become more significant. It can be concluded that in China, to a certain extent, both environmental regulations and economic development can achieve a win-win situation.

To solve the problem of route planning for security patrol in smart communities, a simulation framework comprising of multi-agent based model and genetic algorithm (GA) has been proposed for community patrol. The GA is used to determine and evolve the route collection and find the optimal results, while multi-agent simulation model can be used to set constraints and get the objective values of routes. First of all, in view of the traditional directed graph model is insufficient to describe the route information, GIS map is used as the environment of the community patrol inspection, which can efficiently reflect the environment features and facilitate the expansion of traffic and road information. Secondly, the task nodes are visited by the movement of the person agent. The implementation of the simulation system is based on Anylogic, which is beneficial for interacting GA program code. Simulation results show that not only the designed multi-agent system can obtain the optimal results, but also the route planning process is intuitive and visible, which meets the requirements of dynamic route planning.

This paper gives a method to evaluate emergency management capability in coal mine. In 2018, Emergency Management Department has been established in China, which aims to coordinate emergency management and comprehensive rescue to improve the emergency management capability. There are major risks such as gas and coal dust explosion, gas outburst, water penetration accident, and roof disaster in coal mining. If an accident occurs, catastrophic consequences may occur. Referring to the content of emergency management at home and abroad and Risk Pre-control System of coal mining, this paper scientifically constructed the evaluation indicator system including four first level indexes and 13 second level indexes. The fuzzy AHP method is used to evaluate the emergency management system of a coal mine. The evaluation results show that the established indicator system is scientific and reasonable, the evaluation method is feasible, and the suggestions are targeted, which can effectively help the practical work.The author also put a high valueon the following aspects such as Pre-control Management System, early monitoring, early warning, and on-site rescue and coordination.

The preliminary hazard analysis method (PHA) was a widely used method for safety risk assessment. In this paper, the PHA method was improved and utilized in occupational disease hazard risk assessment with the help of risk matrices, and build a half quantitative risk assessment method named ODPHA for occupational hazard risk assessment. At last, we used the proposed method into the sintered project in an iron enterprise. The results showed not only the risk level for the sintering machine operation workers, but also the hazard sources severity level and environment exposure possibility level which can guide us to take the corresponding preventive measures. The proposed method was verified to possess the advantages of simple, feasible and available, which can not only give a half quantitative risk assessment result, but also provide the risk rating for each of the occupational disease hazard factor. The risk degree for each factor can be compared by this method, which can determine the priority of the risk prevention and control measures for the users.

As part of the display of the city’s appearance, street landscape has played an increasingly important role, it is necessary to carry out systematic research on street landscape. This paper uses the Baidu map open platform to obtain the urban streetscape pictures of Dujiangyan main city, and uses ArcGIS, Python and other software to identify the panoramic pictures of the main streets of Dujiangyan downtown. From this, the visual state of street architecture, greening, sky, and water landscape elements is statistically analyzed. Through the height control of street buildings, the greening of tourist routes, the display of city skylines, and the design of water resources, Dujiangyan pays attention to the sense of change, ecology and agility in the construction of streetscapes and urban landscapes in the central city, highlighting the cultural characteristics of western Sichuan. In addition, the street has a good openness and there are differences in the landscape design among the streets. Therefore, urban streetscape image recognition can efficiently and accurately analyze the real landscape of the street, and then extract the core points of the streetscape design of the central city, which is conducive to the creation of a more regional streetscape.

With the development of intelligent power systems, establishment of intelligent inspection paths is studied in this paper so that disadvantages such as inaccessible network, cumbersome operation, and low safety performance in existing power grid inspections can be solved. Besides, power network topology is constructed based on study of characteristics in power grid environment and requirements of inspection tasks. Moreover, two-layer heuristic algorithm is proposed in this paper based on edge computing. On the basis of ant colony algorithm, deviation degree is used to guide pheromone update so as to solve dual-objective problem in path planning. Meanwhile, annealing mechanism is introduced to effectively avoid “premature” phenomenon in ant colony algorithm, which speed up algorithm convergence. Every time simulated annealing runs, entire ant colony algorithm needs to be run. After all ants complete a round of search, optimal ants will be selected for node swapping, inversion, and translation to generate new solutions and accept new solutions according to annealing rules, which completes combination of simulated annealing and ant colony algorithm. After simulation experiment analysis, it is proved that research method proposed in this paper effectively improves global search ability and avoids falling into local optimum. Therefore, if deviation degree is used as the criterion to evaluate pros and cons of solution as well as guide pheromone update, convergence speed of algorithm can be accelerated.

In this paper, a novel concept of resilience measuring the urban bus transport safety was proposed based on a new urban bus route resilience evaluation system (UBRRES). In UBRRES, the preliminary evaluation framework and its main indicators were firstly determined by combining a novel systematic review of the literature (SLR) method and the expert advices. Then, under this framework, a comprehensive weighting method (CWM), which combined the idea of analytic hierarchy process (AHP) method and entropy evaluation method (EVM), was proposed to calculate the weights of the indicators. Consequently, a macroevaluation model was established. Based on this model, a fuzzy comprehensive evaluation (FCE) method was applied to obtain the resilience scores. Finally, the proposed UBRRES method was applied in the actual 663 bus line across the Fengtai and Shijingshan district, Beijing, China, by which the applicability of UBRRES was verified.

Subway construction projects are usually large in scale, complex in technology, and long in cycle. These characteristics will make it difficult to share and reuse knowledge of safety risk in subway construction (SRSC). This paper develops a preliminary Chinese ontology automatic modeling tool (COAMT) to support the automatic acquisition of SRSC. First, SRSC is divided into 4 unified classes, namely, human behavior risks, equipment risks, environment risks, and organizational management risks, and the text information is used to collect knowledge. Then the information is preprocessed by natural language processing technology to obtain the asserted text information. Finally, the obtained assertions are added to the ontology with the support of cognitive operations, and the ontology is continuously expanded or modified to update the ontology knowledge base. In this paper, the COAMT can promote knowledge sharing and reuse between engineers and computer applications, and solve the problems of low efficiency and error-prone by manual modeling.

Aiming at reducing urban traffic congestion and overcoming the defects of traditional timing control methods, two real-time signal control strategies based on Q-learning (QL) and Deep Q-learning network (DQN) algorithms were proposed and compared respectively. An algorithm framework was constructed with radar and video detector data as input and optimal intersection control strategy as output. Based on a traffic simulation platform, a typical urban intersection in Nanjing was simulated and the control effect of the methods were tested. The results show that the proposed two intelligent control strategies can actively respond to various traffic states, converge in a short training time and find the optimal control strategy. The two control strategies can effectively reduce the travel time by more than 20% and the stop delay by more than 30%. DQN-based control strategy is more effective than QL-based control strategy.
