is a direct advice to facilitate learners to overcome problems they encounter, and enable them to take the best decision for themselves with full of responsibility.  Concept of psychological strength presented in this paper is promoted by Cavanagh (1982).   Theorists contend that psychological strength constitutes the power to generate an individual to act in all sphere of his life.  The concept of psychological strength consists of three dimensions including: need fulfillment, intrapersonal competencies, and interpersonal competencies.  Seffen (2009) defines psychological strength as one’s personal quality that is reflected in his ability to respect himself and other people in life, including the ability to make good relationship with friends, family, and other person, together with the ability to carry out interpersonal communication.  This personal power can be developed in the process of individual counseling. KEBIJAKAN DAN PENGAMBILAN KEPUTUSAN DALAM LEMBAGA PENDIDIKAN ISLAM 伊斯兰教育机构的政策和决策

Human beings as individuals and social beings are constantly faced with various problems or issues that they encounter in almost every side of life.  Precise decision making is required to overcome these problems so that all of the alternative solutions can be achieved optimally.  One’s position in an organization or institution has often been distracted by some polices and decision, and therefore, he or she has to consider solutions while keeping the organization runs well.   This is so because in every organization whether big and small, the changing of situation  such as personnel shift  has often raised conflict and misunderstanding.  These problems must be avoided or clarified.  Policy and decision making in substantive Islamic education is not too much different from the common theories of policy and decision-making. However, the policy and decision-making in Islamic education is more focused on the principles outlined in the Quran and the Hadith of the Prophet (Peace be upon him). Reconstruction or the strive of rebuilding and developing human resources should not only focused on the improvement of physical skill, but also non-physic sectors like values system, religious norms, and moral values. One of the causes of multidimensional crisis faced by Indonesian people is stemming from their own mistakes in which they give more emphasis on physical development than non-physic. It has to be considered a valuable lesson for society, especially for education organizers. Big physical capital does not guarantee that it can prevent, save, or brighten Indonesian people from crisis when non-physic side of human resources does not become the priority. One of the most important agendas of the current education is to link and match between curriculum across educational level and the job together with stakeholders.  To link and match the curriculum of inter education level, it is necessary to understand the vision and mission, the institutional goal, the curriculum and its characteristics.  Besides, it is also important to apply the general principles of curriculum development namely relevance, continuity, and integrated.  Process of curriculum development is of the following steps: (1) identifying the determinant factors in the curriculum development and conducting Need Assessment; (2) identifying the competence or profile of the outputs; (3) identifying knowledge, attitudes, and skills that are necessary for the required competence; (4) arranging the Structure of Curriculum Program, and (5) developing syllabus. METHODS OF TEACHING ISLAMIC FIQH 教伊斯兰律法的方法

This paper examined the most important methods used in the teaching of Islamic fiqh at the university level. The paper identified two types of methods and highlighted their advantages and disadvantages. The study particularly highlighted the Islamic perception of the methods and the optimal characteristics of a fiqh instructor. The paper concluded with a number of suggestion and recommendation that’s my correct the course of university teaching of Islamic fiqh. The paper mainly calls for the need to diagnose the causes of students’ weaknesses in this field and to find solutions to these causes. Bi’ah arabiyah is environment in which someone interacts with the other people by using Arabic.  It serves an important factor for anyone to acquire the language either as the first or second language.  The acquisition of Arabic as a second language especially in oral form takes place in the Arabian environment.  It can be realized formally or informally on certain level of education.  The absence of this bi’ah  will unlikely promote language skills. GURU: IDEOLOGI DAN PROFESI 教师:意识形态和职业

Teaching profession is not a common job, it carries certain sets of ideology.  A teacher who is committed to certain ideology will likely to be more successful and highly appreciated in pursuing her career.  It has already been proved through the history that best teachers are born among individuals who possessed pedagogical ideology.  Great cares have been continuously given by the Government to improve teachers’ lives and positions through Law number 14 year 2005 dealing with teacher and lecturer.  The improvement of teacher’s status as professional staff has brought about wide impacts.  Its positive impact is that teacher position becomes more prestigious and it affects to the betterment of their welfares.  However, there is a critique to the procedures of certification that it doesn’t provide significant impact to the quality improvement of education. Although fun, active, enjoyable and creative learning as stated by Ministry of Education Affairs (2005) has been implemented on the basis of Education Unit Level Curriculum, there is no clear indicator for the implementation for such an approach.  This article discusses fourteen indicators of active learning based on emergent theories. By understanding the indicator, it is hoped that the teacher are to create conducive classroom athmogphere. Thus, the students actively involve in the learning process, especially to ask questions and convey their ideas.

The significance position of teaching and learning process of Arabic in State Institute for Islamic Studies ‘Imam Bonjol’ of Padang is in line with the original existence of this institution; that is to produce credible Muslim scholars who are committed to uphold the right and eliminate the sinful.  It is expected that through the teaching and learning process of Arabic, will enable the students to explore the teaching of Islam from the original sources written in Arabic, to use the language for communication, as well as to teach it to other people.  Problems encountered by the institution have been continually resolved through some trainings provided for the instructors. Technical training and assistance from Sudan, Saudi Arabia, and Marocco are currently incorporated in conjunction with Arabic teaching .

A professional teacher -  the one who does not only master the subject, but also be competent in selecting certain model – is really needed to carry out the teaching and learning process.  One of the alternative learning models that may activate students is Student-Centered Learning (SCL).  This model provides students with the opportunity to actively participate independently in his learning, be responsible and initiate to his learning needs.
在教学过程中,真正需要的是一名专业的教师,即不仅掌握学科,而且能够选择某种模式的教师。以学生为中心的学习(SCL)是另一种可能激活学生的学习模式。这种模式为学生提供了积极自主地参与学习,对自己的学习需求负责和主动的机会。
