Latar belakang penelitian ini tentang partisipasi masyarakat dalam pembangunan yang terkendala jarak dan waktu dalam menyampaikan aspirasi, sehingga diperlukan partisipasi masyarakat secara elektronik yang selanjutnya disebut e-participation . Melalui e-participation dalam bentuk pesan singkat penduduk (Pesduk) diharapkan dapat mengurangi atau meniadakan kesenjangan komunikasi antara pemerintah dan masyarakat. Penelitian ini bertujuan untuk menjelaskan tentang implementasi program Pesduk di Kota Cimahi, dan mengetahui apa yang menjadi masalah atau kendala dalam proses implementasi program kebijakan pesan penduduk. Metode yang digunakan dalam penelitian ini adalah kualitatif-deskriptif yaitu mendeskripsikan kondisi yang terjadi, menjelaskan proses peristiwa. Teknik pengumpulan data dilakukan melalui wawancara mendalam dan observasi. Data penunjang berupa dokumen resmi dan dokumen pendukung lainnya. Hasil penelitian menunjukkan e-participation dalam bentuk program pesan singkat penduduk dapat mengurangi kesenjangan komunikasi antara pemerintah dan masyarakat dalam merespon kegiatan pembangunan berupa laporan, dukungan, saran, dan pertanyaan dalam berbagai hal penyelenggaraan pemerintahan, pembangunan dan pelayanan publik.

A free integrated broadband facility provision by the Indonesian Government in several remote villages seems has not been successfully narrowing down the digital divide. To establish a solution, the gap that caused the problem needs to reveal. Therefore, the current research was conducted with the aim of illustrating the efforts the Indonesian government has made those in term of narrowing down the digital divide, as well as the community feedback in term of how they adopt the internet. Data was obtained from observations and discussions with the government officials and society in several purposive selected rural villages in Eastern Indonesia. It is qualitatively analysed using the diffusion of innovation point of view. The research result gives an overview that the facilities provided by Integrated Broadband Village (IBV) have not been welcomed enthusiasm, whereas the commercial mobile broadband (CMB) network services those are not free was more preferred due to the advantages in all phases of diffusion of innovations. Unfortunately, CMB is not evenly available especially in areas with minimal population. Besides, the efforts of local governments in developing community access are differing in degrees.

There are many models of lecturing method in higher education level. Telkom University as a university that based on Information and Communication Technology (ICT) applies its teaching and learning method through the use of internet facility. Based on research, we found that the interactive learning method based on ICT was applied well. The numbers of classes that had been involved were three classes, the classes observed in applying the interactive learning method based on ICT (high-speed wifi, digital slide projector, audio video interactive facility using YouTube and Blogspot). This interactive learning method based on ICT collaborate the lecturer-student proximity at class. The research used a descriptive case study to elaborate the classes for the whole semester. The result found that this method proved successful in sharpening student’s critical thinking. The student’s perspective to analyze social phenomenon in the society have broadened fast. It helped the student to build courage in delivering critical argument orally and written.

Perkembangan Teknologi Informasi dan Komunikasi membuat jumlah pengguna internet semakin meningkat, termasuk di Indonesia. Selain Facebook dan Twitter, media yang sangat populer dan tumbuh dengan cepat adalah Instagram. Jejaring sosial Instagram menjadi pilihan beberapa kelompok dalam melakukan aktivitas promosi, salah satunya komunitas AboutTNG yaitu komunitas virtual yang memanfaatkan Instagram dalam mempromosikan Kota Tangerang. Penelitian ini bertujuan mengetahui dan memahami strategi komunikasi komunitas AboutTNG dalam mempromosikan Tangerang melalui Instagram. Penelitian ini menggunakan konsep komunitas virtual, promosi, dan teori strategi komunikasi Machmud Machfoedz dengan menganalisis strategi pesan dan strategi media. Dalam hal ini, peneliti menggunakan paradigma konstruktivis dan metode studi kasus untuk memperoleh hasil secara mendalam. Hasil penelitian menunjukkan bahwa strategi pesan dan strategi media yang digunakan AboutTNG dalam mempromosikan Tangerang telah berhasil. Hal ini terlihat dari kenaikan jumlah followers akun Instagram @abouttng yang signifikan dan efek pesan yang disampaikan telah mengubah tindakan followers, yaitu followers mau mengikuti event-event yang diselenggarakan @abouttng hingga mau mengunjungi tempat yang dipublikasikan, seperti wisata alam, wisata sejarah, kuliner, dan ikon kota di Tangerang. Akun @abouttng mengembangkan beragam strategi pesan, mulai dari melakukan editing pada foto, menerapkan isi pesan, struktur, dan format pesan pada setiap konten yang diunggah, penulisan caption dengan berbagai cara kreatif, dan pengemasan pesan memanfaatkan fitur-fitur Instagram.

Penelitian ini dilatarbelakangi masalah tradisi dan kebudayaan dalam sebuah pernikahan yang dianggap hanya ceremonial tanpa mengetahui dan paham akan makna d ari tujuan segala akti v itas yang terdapat pada ritual upacara pernikahan adat Sunda yang dilangsungkan . T ujuan penelitian ini untuk menemukan dan menjelaskan tentang komponen komunikasi, situasi komunikasi, peristiwa komunikasi, tindakan komunikasi, dan makna komunikasi tradisi siraman pada prosesi pernikahan adat Sunda. Metode penelitian ini adalah etnografi komunikasi yang mengkaji tentang peranan bahasa dalam perilaku komunikatif dalam suatu masyarakat yang berbeda-beda . Pendekatan penelitian ini menggunakan pendekatan kualitatif serta teknik pengumpulan data melalui observasi partisipan, wawancara mendalam, studi kepustakaan, dan dokumentasi. Informan pada penelitian ini berjumlah lima orang dan dua orang narasumber kunci di antaranya pelaku siraman, budayawan, dan juru kawih melalui teknik purposive sampling. Hasil penelitian menunjukkan bahwa dalam tradisi siraman pada prosesi pernikahan adat Sunda terdapat makna komunikasi verbal yang terdapat dalam lagu-lagu dan komunikasi nonverbal terdapat dalam alat dan bahan yang digunakan seperti air, lilin, bokor, parfum, kain batik, gayung, kebaya, emas, dan uang logam. Pola komunikasi tradisi siraman pada prosesi pernikahan adat sunda terdiri atas: pola komunikasi perintah, pola komunikasi pernyataan, dan pola komunikasi permohonan.

Saat ini aplikasi yang digunakan pada smartphone semakin berkembang, dan berbanding lurus dengan perkembangan ilmu pengetahuan, bukan hanya orang dewasa, namun anak Taman Kanak-Kanak (TK) sudah menggunakan smartphone setiap harinya untuk mencari hiburan melalui aplikasi Youtube. Penelitian ini dilakukan untuk mengetahui seberapa besar pengaruh aplikasi Youtube di smartphone terhadap perkembangan kemampuan komunikasi interpersonal anak TK di Kota Bandung. Penelitian ini juga diharapkan menjawab isu yang beredar tentang pengaruh teknologi terhadap kemampuan komunikasi anak usia TK yang beredar tanpa berdasarkan data dan riset yang jelas. Metode yang digunakan ialah kuantitatif dengan jenis penelitian deskripsi. Penggunaan metode kuantitatif agar data yang didapatkan bisa akurat, terukur, dan teruji. Penelitian ini melibatkan satu variabel independen dan satu variabel dependen. Pengambilan sampel menggunakan rumus probability sampling dengan pendekatan Slovin dengan jumlah responden 70 anak TK. Teknik analisis data adalah deskripsi dan analisis regresi linear sederhana. Simpulan penelitian ini, pengaksesan youtube di smartphone untuk anak TK di Kota Bandung yang dilakukan setiap harinya bisa memengaruhi perkembangan kemampuan komunikasi intepersonal anak.

One problem that is still a challenge in creating synergy among regional government officials regarding the tourism development in East Nusa Tenggara Province is government communication. Therefore the objective of this research is to explore the government communication that occurs among regional government officials in NTT provincial government regarding the tourism development. The theoretical base used is organizational communication theory with the approach of Karl Weick organizational and network theory. This research uses a descriptive qualitative method. The result of this research shows that the government communication among East Nusa Tenggara regional government officials regarding the tourism development experiences various problem. The problem is related to communication type, the communication element, and the relationship dimension in organizational communication. Furthermore, from the perspective of the relationship dimension in government communication, the communication process among regional government officials in NTT provincial government emphasizes the dimensions of superior-subordinate and positional relations.

People with the mental disorder have limited ability in communication to society, and at the end they will be intimidated. To make that people communication well, they need some therapy. Therapeutic Communication is a therapy process through communication that performed by the nurse to patient consciously, directed, and has a goal of healing the patient. This research is done to know about the understanding of therapeutic communication and the form of therapeutic communication by the nurse to mental disorder patient in Dr. H. Marzoeki Mahdi Bogor Hospital. This research used qualitative methods with a descriptive case study. This article contains an analysis of vlogs uploaded by President Joko Widodo, containing the #BaliAman campaign. Through Vlog, President Joko Widodo tried to bring back public’s confidence about Bali's security level after the eruption of Mount Agung. In addition to natural disasters, Bali was also hit by successive issues, such as hoaxes in social media, which eventually led to the declining number of foreign tourists on the island of Bali. Vlog Joko Widodo's analysis with tagline #BaliAman, we are using Roland Barthes semiotics methodology. This methodology is used to review the outermost layer to the deepest in a visual, using denotation, connotation, and myth. The results show that in the context of Bali Island disaster, President Joko Widodo represents his image as a country leader who is capable providing a sense of security to the community while presenting equality between the president and his people.

Setiap media sesungguhnya memiliki ideologi yang berbeda mengingat bahwa media bukanlah saluran yang bebas tetapi telah mengonstruksi berita sedemikian rupa. Tujuan penelitian ini adalah untuk melihat bagaimana dua media online yaitu Kompas.com dan Republika Online membingkai pemberitaan tentang pedofilia melalui akun Facebook . Model analisis framing yang digunakan adalah model Robert N. Entman. Perbedaan pembingkaian dalam berita yang dimunculkan oleh Kompas.com dan Republika Online yang paling sering terlihat adalah terletak pada pemilihan narasumber.
