The impact of the climate crisis on gender inequality. Looking to the frontlines in search of priorities for policy 气候危机对性别不平等的影响。从前线寻找政策优先事项

The climate crisis disproportionately impacts women and girls all over the world. To understand what the priorities in terms of policy are, an examination is conducted on the impacts taking place in South Asia (focusing on the countries of Bangladesh, India, and Pakistan), an area of the globe that is highly vulnerable to climate change and is characterized by having strong patriarchal values. Gender stereotypes and roles in the region heighten women and girls' vulnerability to climate impacts, both in general and in situations of crisis resulting from extreme weather events. Deepening the understanding of the climate crisis' impact on gender in South Asia, a region at the frontline of these effects, can assist in reaching a baseline understanding of the challenge from a global perspective. Methodologically, we reviewed an extensive body of literature, both specialty books and scientific articles, recent institutional reports as well as news or journalistic reports from reliable international press. In this research, the argument is made that today, climate action and urban development cannot be considered separately from women's rights. Extensive scientific data and research support the integration of a gender perspective in urban adaptation standard practices, and priorities in terms of policy to safeguard women and girls are identified accordingly. The allocation of half of climate funds, including those of loss and damage, directly to women or women-led organizations is identified as being particularly relevant. Bold and ambitious policymaking is urgently needed to build capacity to face the multiple crises unfolding.

The feminist perspective as a counterpoint in the architecture of Anna Bofill (1977–1996) 安娜-波菲(1977-1996 年)建筑中作为对位点的女性主义视角

The vast and plural production of the woman architect, musician, activist, occasional educator and tireless researcher Anna Bofill Levi (Barcelona, 1944) is characterized by certain features that make its author a unique personality, although one hardly known and recognized in the Spanish and international circles that are the custodians of prestige in architecture. She has achieved most public recognition as a composer, the field in which she has been most productive over time and developed the furthest. Her music is characterized by the number of references, especially contemporary, she includes, the wide diversity of countries where it has been performed, and the range of people to whom she has dedicated her works, all these aspects testifying to her cosmopolitan and libertarian spirit and her commitment to equality. Her incessant writing, with all the reading it entails, has also left us with a large body of written work, extending over a number of fields, including most notably her reflections on the influence of the gender-based perspective on urban planning. A factor also reflected in her architecture, for example, in the implementation of participatory processes in her project designs. She joined the Taller de Arquitectura from the time she began her studies at the School of Architecture in Barcelona in 1964—she graduated in 1972—, and then commenced her independent career in 1981, although her first solo works date from 1977. Her work at the head of her office for almost 20 years is evidence of a tireless capacity for work and an unwavering commitment to people's welfare. This paper analyses Anna Bofill's contributions to feminist thinking through her work as an architect. Also, it addresses the study of a cultured person, a woman with great sensitivity and a strong political and personal commitment who has suffered discrimination and who has made rigor and determination the means to achieve her non-negotiable freedom.

Flood risk reduction and resilient city growth in sub-Saharan Africa: searching for coherence in Accra's urban planning 撒哈拉以南非洲地区减少洪水风险和城市弹性增长:寻求阿克拉城市规划的一致性

Urban resilience experts have highlighted that frequent extreme weather events are a result of rapid, unplanned development and climate change. To ensure coherent urban planning, effective land governance has been a priority since the introduction of the national urban policy in 2012. However, despite implementing this policy for over a decade, poor land governance continues to negatively impact city development, yet this subject has received limited academic attention. Our study focuses on Santa Maria, a community historically neglected by planning officials and currently facing unregulated urbanization and increasing flood risks. We used qualitative research methods, including key informant interviews and document reviews, to unpack land ownership and management complexities. These complexities have led to “planning by the commons,” the creation of green space deserts, and challenges related to residents' mobility and livelihood. Our study affirms that auto-constructed communities like Santa Maria reflect a form of tenacious urbanism that should be acknowledged and respected. Incorporating its logic into proposals for consolidation, informed by the opinions and desires of the residents themselves, can help integrate “planning by the commons” into the urban planning process of Accra. Rather than being viewed as a problem to be cured, this approach should be incorporated into the planning process, incorporating locally specific social functions and traditional structures to ensure equitable and just urban societies. The public sector must recognize that building on local capacity, skills, and expertise is essential in the quest for a resilient city. The experience from Santa Maria provides a great opportunity to nurture local development, fulfill the growing demand for solutions and services without biases, and provide an excellent opportunity for inclusive growth.

Trees and sidewalks: toward an infrastructure protection approach 树木与人行道:实现基础设施保护方法

Nature-based solutions are increasingly recognized as vital components of urban resilience strategies, particularly within the framework of green infrastructure. This study aims to propose an approach that fosters symbiosis between green and gray infrastructure to address the challenges posed by climate change in urban environments.We conducted a comprehensive review of guidelines and scientific literature to inform the selection of species and the design of root containers for urban tree planting. Additionally, we performed a multicriteria analysis and assessed water comfort to guide decision-making regarding species selection in specific city areas.The methodology was applied to a case study in Bogotá, yielding insights applicable to any city with basic knowledge of suitable species for planting in built public spaces. Crucial criteria for selecting local species for sidewalks were identified, including size, permeability, soil compaction characteristics, and climatic adaptability. A list of desirable species adapted to all humidity zones of the case study city was generated. Hydrological sizing methods proposed are contingent upon both the species to be planted and the geometry of the streets.The approach and findings presented in this study promote the development of trees and their ecosystem services while mitigating potential damage to surrounding infrastructure.Implementing strategies that facilitate symbiosis between green and gray infrastructure contributes to urban resilience and aids in climate change adaptation efforts.

Expectations of i-Tree Eco as a tool for urban tree management in Nordic cities 对 i-Tree Eco 作为北欧城市树木管理工具的期望

While urban forests are recognized as imperative toward climate adaptation in cities and provide health and recreational benefits to citizens, municipal tree officers often struggle to find successful governance arrangements and budget support toward long-lasting investment and implementation in new planting schemes and protection of existing trees. Since its release in 2006, i-Tree Eco has helped urban tree officers worldwide to find tangible leverage in the means of quantitative mapping, numeric measures, and economic values of ecosystem services. This may in turn help ease gridlocks and potentially support constructive dialogues across sectors, with decision-makers and public engagement. With the release of i-Tree Eco v. 6 in Europe 2018, 13 Nordic cities were engaged in a larger research project with ambitions to use i-Tree Eco for the purpose of retrieving numeric and monetary data of the biophysical structures and ecosystem services of the urban forest. Based on questionnaires and semi-structured interviews, we present the results from the Nordic i-Tree project with a focus on expectations, opportunities, and potential barriers experienced in using i-Tree Eco in urban forest management. The most prominent expectation and foreseeing opportunities were recognized toward using numeric information on trees to change policies and support cross-sectoral collaboration while reaching politicians and the public. Identified barriers involved how limited resources are spent on public outreach and how information about the project to relevant stakeholders were not distributed from the beginning which may have implications on the dissemination of results. As some important ecosystem services, e.g., cultural services, are not captured by i-Tree Eco, presenting the partial value of urban trees may pose also potential risks to cross-sectoral collaboration. Other findings conclude that although numeric information on ecosystem services is seen as beneficial in terms of communicating with different stakeholders, a deeper understanding toward the criteria used in the valuation process and the potential risks of numeric approaches may provide more context-specific applications.

Since its release in 2006, i-Tree Eco has helped urban tree officers worldwide to find tangible leverage in the means of quantitative mapping, numeric measures, and economic values of ecosystem services. This may in turn help ease gridlocks and potentially support constructive dialogues across sectors, with decision-makers and public engagement. With the release of i-Tree Eco v. 6 in Europe 2018, 13 Nordic cities were engaged in a larger research project with ambitions to use i-Tree Eco for the purpose of retrieving numeric and monetary data of the biophysical structures and ecosystem services of the urban forest. Based on questionnaires and semi-structured interviews, we present the results from the Nordic i-Tree project with a focus on expectations, opportunities, and potential barriers experienced in using i-Tree Eco in urban forest management. The most prominent expectation and foreseeing opportunities were recognized toward using numeric information on trees to change policies and support cross-sectoral collaboration while reaching politicians and the public. Identified barriers involved how limited resources are spent on public outreach and how information about the project to relevant stakeholders were not distributed from the beginning which may have implications on the dissemination of results. A triple whammy: how urban heat, housing unaffordability and disadvantage affect urban spatial resilience 三重打击:城市热量、住房负担不起和不利条件如何影响城市空间复原力

Climate change generates multiple negative impacts for cities, such as the urban heat island effect. Social stresses, including social disadvantage and housing unaffordability, compound the poor living conditions of urban residents and make our cities less resilient. This paper considers a climate event (urban heat) and social stresses (housing affordability and urban disadvantage) to explore urban resilience in Sydney. We draw on a framework for building urban climate resilience, incorporating facets of urban resilience, social stresses that amplify crises, and solutions that strengthen individuals and communities with coping abilities to withstand climate events. The study diverges from aggregate city-level analyses that hide small-area differences in climate impacts and vulnerability. The findings reveal the spatiality of these natural and social impacts, identifying 11 critical areas in Sydney impacted by the highest levels of urban heat and urban disadvantage, and two critical areas impacted by the highest levels of urban heat and housing unaffordability. We highlight the importance of context-based approaches and place-based policies to address climate risks and social vulnerabilities on the path toward creating more resilient cities.
