The Palestinian problem in the context of evolving balance of power 在不断演变的权力平衡背景下的巴勒斯坦问题

The Palestinian issue remains one of the most persistent and intractable contemporary conflicts. While it retains its special importance for regional players, new conflicts and challenges, along with the changing regional balance of power, have gradually pushed the Palestinian issue into the background on the common Arab agenda. Under these circumstances, the problem has been undergoing transformation, with controversial implications. On the one hand, the struggle of Palestinians for their political rights and for improving their socio-economic conditions comes to the forefront of the Palestinian internal political agenda. There are emerging trends of horizontal social mobilization while the legitimacy of the Palestinian leadership is declining. On the other hand, the absence of positive developments contributes to the increased potential for radicalization and enhances probability of new military clashes.

The one-state reality in Israel/Palestine: a challenge for Europe and other parties interested in constructive conflict transformation 以色列/巴勒斯坦的一国现实:对欧洲和其他对建设性冲突转变感兴趣的各方的挑战

Over the past three decades, a one-state reality with unequal rights has become entrenched in Israel/Palestine. It has thus become conspicuous that the approach agreed upon in Oslo in the mid-1990s has failed to resolve the Israeli-Palestinian conflict. This has accentuated the dilemmas of Europe’s approach to advance Israeli-Palestinian peace. The EU and its member states have continued to entertain the mantras of a negotiated two-state solution and intra-Palestinian reconciliation – while remaining in the back seat when it comes to shaping dynamics on the ground and erecting hurdles for themselves to make progress towards reconciliation. As a consequence, the chasm between European rhetoric on conflict resolution and conflict realities on the ground has ever more widened. The article analyzes European policy objectives and instruments concerning Israel/Palestine and explains why the Europeans have not been able to assume a more prominent and effective role with regards to realizing their proclaimed objectives. It also discusses prospects for European policy making on Israel/Palestine as well as options for cooperative or complementary approaches with other international actors, such as Russia.

Emergent and recurrent transboundary infection diseases in human life 人类生活中的突发性和复发性跨界传染病

Natural outbreaks of transboundary infectious diseases and pandemics are global threats posing international challenges of medical, veterinary, social, and economic character. These diseases have their specific sources and are driven by a range of factors and mechanisms that ensure their transboundary spread. The main driver of transnational spread of infectious diseases is human activity that violates and distorts ecological and climate balance. This disbalance leads to emergence of new pathogens and to expansion of geographical areas of already known diseases and of the range of their host organisms that increasingly include humans. Understanding these aspects is critical for countering existing and future outbreaks of transboundary infections. There is also a risk that infectious potential of microorganisms may be used by armed actors, including parties to politicalmilitary conflicts and terrorists, for their own purposes. While emergence and spread of transboundary infections give rise to a number of problems that reduce the effectiveness of measures for preventing and eliminating them, adequate knowledge about transboundary infections makes it possible to develop a strategy for the management of such diseases at the international level.
