Iraq has been deeply affected by corruption, particularly during the years of wars that left a heavy imprint on the country, at all levels of social functionality, including the public administrative system. Corruption is deeply rooted in Iraq, as it seemed to gain proportions with the coming of the Islamic State to power. The topic was chosen particularly because the issue of corruption represents a very important subject, also being a social phenomenon that affects the administration along with the society of Iraq. Moreover, with the coming of the Islamic State to power, corruption reached its peaks, as the organization gradually destroyed the administrative system. Along with the fall of Saddam Hussein’s regime, Iraq suffered from the outcomes of the disastruous management at the level of government. Because of the lack of resources, along with the unequal distribution of goods among the people, corruption spread just as a malignant disease in the country. This eventually had a great impact on the proper functionality of the public system, as the people were left behind, and no effort was put in to bring about the changes needed by the population. Although several efforts were made by organizations in order to find solutions to the problems related to corruption, little has been done at this time. Iraq is still struggling to reach a stable line, and it will prove extremely difficult for the outside parties to address the most pressing issues of the country.

Abstract The field of public administration has become over the course of the recent years, a very important one, being concerned primarily with political organizations, the definition of the implementation of government policy. It is centrally concerned with the organization of government policies and programmes, as well as with the officials in charge of the administrative systems. As for the geographical choice, Iraq was chosen particularly because it reflects the interest of the author, but also because its area of governance did not have yet the chance to be thoroughly studied. Another motivation for the choice resides with the fact that the waves of conflicts that took place in Iraq eventually modified the system to some extent, as well as the presence of the Islamic State in the area. The article is focused on the measures taken by the government in order to bring about the changes that are needed in Iraq, as well as providing a description of the projects that are implemented to fulfill the above-mentioned purposes. It was found that the projects influenced the system to some extent, but there are still more actions to be undertaken in order to bring the country to a stable line.

This paper appraised the strategies put in place by Nigeria government to combat drought and desertification in the North-east geo-political zone of Nigeria and establishing the situation at present, which is more of a rhetoric than practical. It also established the absence of the citizens input in the programs which as a matter of fact constitutes a major reason for perceive failure of the strategies. Literature on concept of drought, and desertification as well as the nexus between the two phenomena were reviewed. The study adopted the survey design approach. Population of the study was the North-east geo-political zone of Nigeria comprising six states: Adamawa, Borno, Bauchi, Gombe, Taraba and Yobe. Purposive sampling technique was used in the selection of sample size comprising of six local councils from Adamawa, Bauchi and Gombe states; the reason being that they share common characteristics on the challenges of drought and desert encroachments. Cluster sampling technique was adopted in selection of 1,200 respondents of which 72.6% response rate was recorded. The research instrument used were a structured and validated questionnaire complemented by a structured interview schedule. The study finding reveals that the strategies adopted by government in combating drought and desertification has a major defect in that it is not citizen oriented (since evidences from the survey points to the fact they were unaware of government programs on combating drought and desertification in their area). The study, thus recommended that for strategies of combating drought and desertification to work in the North-east geo-political zone of Nigeria or any other place in Nigeria, citizens’ input into such strategy must be a top priority. That way, they will evidently adopt and own them and off cause protect than where necessary.

In productive enterprises, timely preparation and procurement of goods is very important due to that related costs to the production and working capitals of organization is severely affected. In available scientific methods, including MRP, regardless of resource constraints and other factors, the amount of lead time of goods has always considered to be fixed. In this paper, then a model will present that lead time of goods is considered as dynamic by using statistical and also effectiveness models from internal and external environment variables of organization and optimized the cost of production in order to reduce the latency in timely receiving and balancing the warehousing time. At the end, researcher with the implementation of issue in a simulated environment and compare it with the real environment, shows the advantage of proposed model compared to other models by numbers and figures.

The study examined the effect of e-government on service delivery in Federal University Ndufu-Alike Ikwo, Ebonyi State Nigeria. Descriptive research design was adopted to guide the study, two hypotheses were formulated and tested. Chisquare non-parametric statistics was used to test the hypotheses. The study revealed among other things that e-government has strong positive effect on service delivery by enhancing the performance of workers. This is because the use of ICT in work-relate activities reduces waste of time, delays and mistakes on the part of workers in the discharge of their duties. Based on this, recommendations were made major among them is that the Institution should improve on the current ICT infrastructure and strategy and continue to improve on the internet access and digital divide among staff in order to continue achieving their organizational goals

The focusing event theory has been substantially formed by contributions of John Kingdon by offering a somewhat broader definition of focusing events through the prism of his multiple streams theory, and Thomas Birkland, who introduced better precision by listing a number of basic characteristics of focusing events (e.g. using the example of 9/11 terrorist attacks as a focusing event, as in Birkland 2004). These major contributions notwithstanding, there still seems to be a strikingly persistent absence of clarity in defining the notion of "focusing events" within the agenda-setting stage of the policy process, and a lack of a general typology of related significant, or key events. Even somewhat more disturbing is that, inspired by Birkland’s notion of focusing events, a number of subsequent scholars attempted to develop this theory, unintentionally further conflating the meaning of focusing events. Thus, it is important not only to more clearly define focusing events but also to develop an operationalizable typology of a broader set of related anchor events as applied to agenda-setting. It is precisely these two issues that form the analytical essence and contributions this paper aims to achieve. The focusing event theory has become increasingly vital to explain a wide range of social and policy-related events, e.g. 9/11, large-scale earthquakes, major healthcare reforms in a given jurisdiction etc.

This study attempts to understand the causes and levels of work stress and burnout in a quantitative context. A mix method was adopted in which issues of organizational politics was also explored by using a qualitative approach. The sample was derived from a department of the South African Public Service and three quantitative questionnaires, namely the ‘Work Life Experience Questionnaire’, ‘Maslach’s Burnout Questionnaire’ and a ‘Biographical Questionnaire’, were the measuring tools for this study. The sample constituted of 341 senior officials whose positions ranged from Assistant Director to the Director General and 231 questionnaires were completed. The qualitative aspect used semi structured questionnaires as well as individual interviews. A cross-sectional approach was adopted. The results indicated that stress levels are significant high within and outside the work environment. One of the outstanding conjectures of this study is to investigate the relationship between stress and burnout in the post-apartheid era. The study also reveals that organizational politics plays a big role in influencing stress levels which leads to burnout. The aim of the study is to make national government departments aware of the relationship between job stress and burnout as well as the role that organizational politics played amongst senior government officials, post 1994 apartheid era.

The goal of this investigation was to construct a comprehensive instrument for measuring strategic decisionmaking in non-profit membership organizations. Based on a literature review, the multiple-item measurement development procedures suggested as a guideline and philosophy by Churchill and Spector were used to identify eight dimensions to measure strategic decision-making: decision quality, decision routines, procedural rationality, procedural justice, affective conflict, cognitive conflict, understanding, and decision commitment. Confirmatory factor analysis (CFA) validated the constructed measures.

In India, though Tamil Nadu is one of the best performing states in health, it is losing its importance in many areas. There is no specialist in Community Health Centres (CHCs) functioning in Tamil Nadu; all specialist posts are vacant, though there is excess number of doctors in primary health centres (PHCs) and enough number of SCs (sub-centres), PHCs and CHCs. The number of PHCs functioning without lady doctors is also the maximum in Tamil Nadu. The shortfall of health workers in PHCs and CHCs is also very much, female health workers (the 2nd highest) and male health workers (the third highest among the states taken for discussion). In the shortfall of female health assistants in PHCs also Tamil Nadu shows a backward position. Operation theatre facility is available only in 6% of PHCs functioning in Tamil Nadu, but Gujarat is having this facility in all its PHCs. On the basis of rural population served, rural area covered, number of villages covered and radial distance covered, Tamil Nadu is not a better placed state. The budget allocation in revenue budget is continuously falling and the fall is very much in Tamil Nadu in comparison with other states except Odisha. All these force the people of Tamil Nadu to make use of private hospitals instead of public healthcare sector (only about 40%).

There is no specialist in Community Health Centres (CHCs) functioning in Tamil Nadu; all specialist posts are vacant, though there is excess number of doctors in primary health centres (PHCs) and enough number of SCs (sub-centres), PHCs and CHCs. The number of PHCs functioning without lady doctors is also the maximum in Tamil Nadu. The shortfall of health workers in PHCs and CHCs is also very much, female health workers (the 2nd highest) and male health workers (the third highest among the states taken for discussion). In the shortfall of female health assistants in PHCs also Tamil Nadu shows a backward position. Operation theatre facility is available only in 6% of PHCs functioning in Tamil Nadu, but Gujarat is having this facility in all its PHCs. On the basis of rural population served, rural area covered, number of villages covered and radial distance covered, Tamil Nadu is not a better placed state. The budget allocation in revenue budget is continuously falling and the fall is very much in Tamil Nadu in comparison with other states except Odisha. Work related behaviors and attitudes are affected by organizational citizenship behavior and organizational justice. These two play a vital role in the effective working of an organization. No effective study is conducted on the relationship of organization justice and organizational citizenship behavior in the developing and under developed countries. This study encompasses the connection between organizational justice and organizational citizenship behavior in public hospitals among young doctors. Causal relationship between the two is analyzed. It also investigated the effect of organizational justice upon organizational citizenship behavior. Data was collected from two hundred doctors of different public sector hospitals. Cross sectional analysis was performed. It was observed that there is a significant relationship between the two factors. It also showed that organizational citizenship behavior is affected directly and indirectly by the organizational justice factors’ like procedural justice, distributive justice and interactional justice.
