The article is devoted to the analysis of the state of economic security of the Udmurt Republic. The necessity of analyzing economic security in modern conditions is substantiated. The article notes that there is no consensus among scientists in the interpretation of the concept of “economic security of the region”. The basic elements in the definition of the essence of this definition are highlighted.The analysis of the state of economic security and the identification of its threats in the Udmurt Republic was carried out on the basis of the calculation of indicators for three blocks: economic, social and financial. The comparison of indicators of the state of economic security of the Udmurt Republic with other regions of the Privolzhskiy Federal Districtincluded in the group “lagging/catching up” in three areas: economic, financial and social.The analysis of indicators of economic security of the social sphere showed that the most problematic areas for all regions are the following: life expectancy at birth, unemployment rate, as well as indicators reflecting the level of income of the population. The main threat to economic security in the financial block for the regions of the Privolzhskiy Federal District of the “lagging/catching up” group is the low income of the consolidated budget per capita. The result of the study was the identification of threats to economic security for the Udmurt Republic, among which the key ones are: a low share of manufacturing industries in the volume of regional production; low volume of innovative products; low revenues of the consolidated budget per capita, low standard of living of the population.

The article analyzes the recommendations for the verbal design of a public speech, presented in Internet content: on websites, in videos of famous coaches. Despite a long history, rhetoric continues to develop, acquiring new forms in new conditions. Rhetoric is considered not only in scientific and educational literature, but also in Internet sources nowadays. In the titles of these sources, the term “rhetoric” itself does not occur, and modern similar concepts of “speechwriting” and “storytelling” are not used, usually the authors use combinations of “oratory”, “oratory” or descriptive constructions such as “skill in public speaking”. Most of the recommendations relate to the psychological aspects of rhetoric, as well as speech techniques. Of the requirements relating to the actual linguistic side of public speaking, one can name colloquialism (and its lexical and syntactic manifestations), dialogic nature (interrogative sentences, immediacy of reaction to the audience's remarks), brevity, understandability, compliance with the norms of speech culture. Such recommendations are the result of a change in the relationship between the speaker and the audience, the emergence of new genres that require the presentation of information in a very short time, the emergence of the possibility of visual accompaniment of the speech. One can note the shift in the focus of rhetoric from linguistic problems proper to the field of psychology.

The article presents a description of statistically stable combinations with the component ‘жизнь’, functioning in the oldest Russian Chronicles. The material for this study was electronic transcriptions of the Oldest Russian Chronicles, published on the portal “Manuscript: Slavic Written Heritage”. The key research method was the quantitative-statistical method, which allows a more detailed analysis of quantitative data obtained automatically, as well as statistically substantiating the combinatorial nature of the components with each other. The tool for the research was the n-gram module of the IAS “Manuscript”, which makes it possible to identify text combinations with different numbers of components and analyze the frequency of functioning of language units in texts. The purpose of the study was to identify the most frequent combinations with the component ‘жизнь’; in this regard, we used the T-score measure, which allows us to determine the most frequently occurring combinations, as well as to identify how non-random the strength of connection between words in a phrase is. The obtained statistical data and their comparison with the material recorded in lexicographic sources confirm the effectiveness of using association measures when working with Old Russian text. The study showed that in the Old Russian period, chronicle texts reflected combinations that cannot be called phraseological in the modern sense. However, it was revealed that such verbal complexes have statistical stability in the text.

The topic of assessing the state of fixed assets of Russian organizations is considered. With a high degree of depreciation of fixed assets, increased investment of funds in machinery and equipment will ensure an increase in the efficiency and competitiveness of Russian organizations. As a result of studying the condition of fixed assets in general and by branches of the economy, and determining the degree of depreciation of production equipment, the problem arises, which consists in identifying types of economic activities with a high risk of reducing the efficiency of the enterprise due to a high degree of depreciation of fixed assets. According to statistical data, the analysis of the industry specifics of the structure of fixed assets, the assessment of risk factors affecting the renewal of fixed assets by type of economic activity, the problem of reducing the rate of renewal of fixed assets of Russian enterprises is determined. Based on the results of the analysis of industry specifics, industries were identified in which the financial condition of the enterprise directly depends on fixed assets. The necessity of developing economically sound methods for choosing optimal ways to upgrade equipment of industrial enterprises of the Russian Federation is substantiated.

The article is devoted to the research of factors influencing the success (continuity, sustainability and long-term) of internalization, that is, the transformation of external knowledge into internal knowledge. The process of internalization is the goal of education and the meaning of the educational process. Among the factors contributing to the success of internalization, the most important is a person’s natural sensitivity. It is expressed, among other things, in a person’s increased or decreased sensitivity to the perception of culture as a system and to the assimilation of cultural codes. The research revealed that such an aspect of culture as the literary environment can have a damaging effect on a person’s intelligence and ability to learn if it is impoverished. It can also have a creative effect if the environment is enriched. Reading and understanding literature allows a person to see society not as a conceivable unity that does not exist in reality, but as a collection of people united by a variety of social connections. Society, thus, appears as a network, and its perception forms in a person the systematic thinking necessary for carrying out any educational activity. The research showed that an impoverished literary environment, on the one hand, can be a fact of a person who does not have high cultural sensitivity. On the other hand, it can be a fact of the education system, in which attention to literature is significantly reduced. All this directly affects a person’s ability to accept and assimilate new knowledge. At the end of the research, it was concluded that literature, both written in the native language and translated, enriches the cultural environment in which a person lives. It has a creative effect on a person’s intellect and is a positive factor in his learning. Reading and understanding literary works forms continuous and sustainable systematic and critical thinking.

The article discusses the main features and problems of implementing financial and budgetary control at the current stage of development. The basis for the study of key features was the control activities of the Office of the Federal Treasury in the Udmurt Republic. The main points that the Federal Treasury focuses on when exercising the functions of financial and budgetary control are highlighted. The importance of monitoring the need to use digital technologies, expanding the role of monitoring the efficiency of the use of budgetary funds, the transparency of budgetary processes, and the use of budgetary funds for socio-economic programs and projects is growing. Responsibility for committed budget violations has been strengthened.The volume of funds allocated to the Udmurt Republic, the volume of concluded contracts (contracts), the volume of funds checked by the Federal Treasury Department for the Udmurt Republic, the structure of detected violations, especially violations of the legislation on the contract system, were analyzed. It was determined that in order to ensure a higher level of efficiency of financial and budgetary control, it is necessary to improve the existing system of financial and budgetary control, work to improve the system of public finance management, continue to digitalize financial and budgetary control, in connection with which high hopes are pinned on the implementation of the project of the Ministry of Finance of the Russian Federation “Electronic SMART control (controlling) and accounting of public finances for management decisions”.

The article focuses on dictogloss, its aim, targets, types, functions and steps to form, develop and master skills in four types of language activities (reading, speaking, listening and writing) when teaching foreign languages. The article underlines differences and features of working with dictogloss for students having different language competence level. Application of dictogloss as a means to form, develop and master skills of oral and written translation is considered in more detail. Recommendations for text selection (volume and difficulty), dictation rules, terminal pedagogical and translating problem statement with regard to student competence level are given. Principle differences on the third (text reconstruction) and the fourth (analysis of the reconstructed text) steps of dictogloss in comparison to its “classical” version were outlined. The carried out analysis of translating skills and abilities of students who studied the “Translator in sphere of professional communication” program at Kalashnikov ISTU within the period 2010 - 2022 revealed the 30-40 per cent efficiency in the beginning of working with dictogloss and 99 per cent and higher efficiency in text reconstruction among students when dictogloss skills have been formed.

The article is devoted to the data analysis on the fertility and mortality levels in the spatial differentiation of the Russian Federation subjects for the period 2015-2021. The level of fertility and mortality is considered as a ratio of the number of births and deaths respectively to the population of the region. The highest birth rate in 2021 was recorded in the Chechen Republic and the Republic of Tyva: 32 newborns per 1000 people. The lowest level is demonstrated by ten subjects of the Russian Federation, including Moscow, Moscow region, Kaliningrad region, etc. In this cluster, the birth rate was 9 newborns per 1000 people. In general, in the Russian Federation in 2021, the birth rate was 9.6 ppm. The highest mortality rate was recorded in 22 regions, including Astrakhan, Vladimir, Voronezh, Leningrad regions; here the level was 34 deaths per 1000 people of the population. The lowest mortality rate is demonstrated by the Chechen Republic, Dagestan, Ingushetia: 8 deaths per 1000 people. In general, in the Russian Federation in 2021, the mortality rate was 16.7 ppm.

The level of fertility and mortality is considered as a ratio of the number of births and deaths respectively to the population of the region. The highest birth rate in 2021 was recorded in the Chechen Republic and the Republic of Tyva: 32 newborns per 1000 people. The lowest level is demonstrated by ten subjects of the Russian Federation, including Moscow, Moscow region, Kaliningrad region, etc. In this cluster, the birth rate was 9 newborns per 1000 people. In general, in the Russian Federation in 2021, the birth rate was 9.6 ppm. The highest mortality rate was recorded in 22 regions, including Astrakhan, Vladimir, Voronezh, Leningrad regions; here the level was 34 deaths per 1000 people of the population. The lowest mortality rate is demonstrated by the Chechen Republic, Dagestan, Ingushetia: 8 deaths per 1000 people. The article is devoted to the research of the nature of mental sensitiveness, which means the characteristic feature of man, inherent to him and conditioned by the work of his psyche. In this respect mental sensitivity is contrasted with sensory sensitivity, i.e. the psychological aspect of personality comes into conflict with the physiological one. However, this understanding is wrong. If we talk about the formation and development of a person, it is necessary to consider mental and sensory sensitivity as interrelated. The only criterion that can distinguish between mental and sensory types of sensitivity is the measurement criterion. The article pays special attention to the role that sensitivity is able to play in the educational capabilities of an individual. Such criteria as creativity, that is, ability to creativity, and learning, that is, ability to learn, are considered. The following characteristics of sensitivity are distinguished: gradation, measurability and immeasurability, innateness and genetic conditionality, immediacy, developability, dependence on society, staging, spontaneity and regularity, positive and negative impact. The study concluded that both high and low sensitivity can influence the educational process both positively and negatively. It all depends on the extent to which a person is able to recognize and manage own sensitive dependency. It was concluded that all kinds of sensitivity are combined into a network that can be adjusted: if one of its parameters changes, it can also lead to network changes. In addition, there is a direct correlation between the level of sensibility and the creative abilities of an individual: the higher are the mental and sensory sensitivity, the greater is the creativity.

This article is based on the study of a literary work before the Qin era “Shi Jing” (“Book of Songs”). The article will analyze the combination of perceived color with the literary language before the Qin, realistic reproduction, and symbolic color combination of the color language of “Shi Jing” with a political and educational function through the transformation of visual perception of color. The literary language of color, the “native” traditional colors and the aesthetic characteristics of the Chinese nation will be studied, which is the key to the early formation of the perception of Chinese color culture. At the same time, the color vocabulary of “Shi Jing” and “Songs of Chu” will be compared, aesthetic similarities and differences, as well as symbolic meanings of color in classical works of the south and north of the country will be interpreted. The study of pre-Qin literature and Chinese color culture in three-dimensional space-time, rather than in isolation, deeply explores the aesthetics of traditional colors and the social utility of politics and religion. This need is due to the fact that visual-sensory color research in literary and artistic works is an investigation of the cultural and id “native” color culture demonstrates enormous political and pedagogical utility.
