The article addresses the problem of finding an effective research methodology and systematization of Russian state legal doctrines from the 19th century - beginning of the 20th century within the framework of its national and cultural dimension. Despite the research currently available on the individual legal doctrines of the Russian Empire, the context proposed by the authors requires their comprehensive study, general theoretical analysis and systematization, which is only possible if there is a proven methodological basis.

The article shows that, throughout the evolution of human civilization, it shows that the list and scope of rights and freedoms demanded by society change with each new stage of technical and, consequently, economic development. With the formation of a digital civilization, a new round in the development of the human rights institution can be expected. In the research content, the authors highlight the threats and risks to the institution of human rights from the digital transformation of society's normative values and foundations.

The research focuses on the concepts of “infodemic”, “information war” and their modern transformations. In order to determine the theoretical basis of the work, inductive and deductive methods of analysis have been used; the method of interdisciplinary research has been involved for identifying the genesis, principles of structuring and specific characteristics of infodemic as a form of informational influence of a manipulative nature. The author’s BNA-analysis made it possible to determine the nature of information influences and the effectiveness of socially valuable performance as a measure to counteract information influences and a training method. It has been found that the interaction of different media and social communications: PR, advertising and journalism, makes it possible to increase the impact of information waves on society; infodemic is an example of such an intense impact. The problem of determining the algorithm, nature and means of combating information intrusions of a negative nature is the basis of the presented scientific studies. A number of means of counteracting the negative impact of infodemic and other information wars on the audience have been identified. A set of anti-infodemic means and an algorithm for their usage have also been presented.

The relevance of the research topic is due to the fact that any area of commercial activity is subject to different types of financial risks, which humanity had to observe in difficult epidemiological conditions associated with the spread of coronavirus infection. The lightning-fast spread of Covid-19 around the world led to significant volatility in the stock market, which in a short time collapsed to the level of twenty years ago. It follows that the study of financial risks is the most relevant topic in modern times.

The objective of this research was to develop measures to minimize the consumption of public utilities for the maintenance of common property (CPUCP) in multiple dwelling units. The literary works are of great importance in terms of reference to the historical events and reflection of the social, political and cultural statuses and discernment of the people’s mindset and psychology and, besides the historical references that are envisioned as direct resources, they are enumerated amongst the indirect resources. Exactly where the historians have exercised reticence and/or secrecy in real historical reporting due to certain expediencies, the poets and writers have shouldered their duties and explicitly and/or ironically pointed to those events and incidents and this has doubled the importance of those literary works. The present study aims at the investigation of the perspectives of Mongol era’s poets and writers about the huge incident of Mongols’ attack and their domination over Iran so that the intellectual, cultural and social declines of the then Iranian society can be revealed on the one hand and the literary men and poets’ reaction and attitudes towards this national catastrophe can be clarified on the other hand.
