Between analogue and digital: A critical exploration of strategic social media use in Greek election campaigns 在模拟和数字之间:对希腊竞选活动中战略性社交媒体使用的批判性探索

ABSTRACT Amidst the burgeoning literature on the use social media in electoral politics, there are still relatively few studies that seek to understand developments in digital campaigning from the inside. Drawing on 9 semi-structured interviews with Greek political communication consultants, we address this gap. Theoretically, we draw from Kreiss, Lawrence, & McGregor’ s analytical framework that seeks to account for the ways that campaigns perceive their candidates in relation to audiences, affordances, and genres of different social media platforms, as well as the timing of the electoral cycle, in order to effectively study strategic social media communication. Our findings show that Greek campaigns are embracing many social media but still have a relatively rudimentary understanding of the affordances of different platforms and their communicative cultures. Where campaign communication strategies are shaped by politicians, they typically favor one platform as a channel for all their content. Our findings demonstrate that different media systems and political cultures impact considerably on the adoption of digital communication strategiesand can be quite far from the highly professional and sophisticated American model. Findings are discussed in relation to ongoing debates around campaign professionalization and the role of platforms.

How influences of external actors affect Information and Communication Technology policy formation in developing countries: case of Malawi 外部行动者的影响如何影响发展中国家信息和通信技术政策的形成:以马拉维为例

ABSTRACT This paper examines the case of Malawi to argue that external actors’ overt influences during Information and Communication Technology (ICT) policy formulation may result in policies that are hardly implemented. In Malawi, external actors brought templates, provided financial and technical support and developed the policy with minimum involvement of local actors. We employed Bourdieu’s Theory of Practice to examine the effect of the influences. Data were collected through semi-structured interviews and document analysis on selected policy documents from Malawi. The interviews were analyzed using thematic analysis. Content analysis, applied to policy documents from Botswana, Ghana, Malawi, Rwanda and South Africa, supplemented the investigation. We make two contributions related to national ICT policies in Africa. First, policies developed without involving local stakeholders are hardly implemented. Second, the study extends the application of Bourdieu’s Theory of Practice in the ICT policy domain to show that the influences of external actors during ICT policymaking result in power imbalances in their favor. Through provision of economic, social and cultural capital, external actors dominate local actors during policymaking. The finding offers governments and stakeholders of public policy important insights into how they can effectively manage external actors during policymaking.

ABSTRACT In this study, we map the legal work seven U.S. digital consultancies and public relations firms undertook across social media and digital platforms of behalf of four foreign governments. We find these firms used a range of different strategies on social and digital media, very few of which featured legally required disclosures linking the content to their country of origin. Firms targeted journalists and other elites, but exactly how is not clear. Our most powerful findings regard what is absent. Our study reveals as much about the inconsistencies and inadequacies of the current FARA disclosure process and gaps in tech firms’ ad archives as it does about the content and strategies of the messages themselves. We conclude with a series of recommendations for technology firms and the Department of Justice for enforcing FARA regulations as they relate to social and digital content.

A market of black boxes: The political economy of Internet surveillance and censorship in Russia 黑匣子市场:俄罗斯网络监控和审查的政治经济学

ABSTRACT In recent years, the Russian Internet has developed according to strong centralizing and State-controlling tendencies, both in terms of legal instruments and technical infrastructure. This strategy implies a strong push to develop Russian-made technical solutions for censorship and traffic interception. Thus, a promising market has opened for Russian vendors of software and hardware solutions for traffic surveillance and filtering. Drawing from a mixed-methods approach and perspectives grounded primarily in Science and Technology Studies (STS), infrastructure studies and the political economy of information networks, this paper aims at exploring the flourishing sector of Russian industry of censorship and surveillance. We focus on two kinds of “black boxes” and examine their influence on the market of Internet Service Providers: surveillance systems known as SORM (System for Operative Investigative Activities), and traffic filtering solutions used to block access to websites that have been blacklisted by Roskomnadzor, the Russian federal watchdog for media and telecommunications. This research sheds light on the vivid debates around controversial technologies which Internet actors must adopt in order to avoid government fines, but which are expensive and complex to implement and raise a number of ethical and political concerns.

Social network matters: The influence of online social capital on youth political participation in Pakistan 社会网络问题:巴基斯坦网路社会资本对青年政治参与的影响

ABSTRACT There is global concern over the continuing decline in political participation, especially among young people. Social capital or networks of relations among people have been found to be important in the revival of political participation. While research has established the profound effects of online social capital on politics, we know much less about its role in fostering political participation in new democracies. In this study, we tested the influence of online social capital on communication mediation processes to understand political participation in Pakistan. A survey was conducted of 864 respondents, recruited using a multistage cluster sampling, and the survey data were analyzed using PLS-SEM. Our findings suggest that extensive online networks result in less participation in online political activities, whereas no effect was found on youth political behavior in the real setting. We also found that social capital does not motivate people to express their opinions in the online environment. These results suggest that the political consequences of online social capital are different in a less democratic setting from in a Western-democratic context. There may be less political trust in the former, which discourages people from participating in politics. This paper discusses some of the theoretical and managerial implications of the study.

ABSTRACT This study investigates the effects of exposure to political candidates’ tweets on vote choice in the context of the 2018 local election in South Korea. A field experiment was conducted among the Twitter users of two constituencies, Seoul and Kyonggi-do. Participants in the experimental group were guided on Twitter to follow a leading candidate in their electoral district. The results show that following a candidate on Twitter was positively linked to voting for the candidate through candidate likability in Kyonggi-do. On the other hand, following a candidate on Twitter was negatively linked to voting for the candidate in Seoul.

ABSTRACT The platform of digital media has particularly reshaped the political structure of Indonesia. The public is using social media applications for political participation and an expression of their political opinions. This survey was conducted in Indonesia to examine the impact of digital media among youngsters and their political engagement through digital platforms. The study was influenced by the phenomenon of massive student participation, which occurred in August 2019, in Indonesia as a reaction to a new corruption (KPK) law. The study opted for the public sphere theory of Jürgen Habermas; ‘The Public Sphere’. This correlates to the study objective whereby youth participate in political matters to learn and to discuss their common beliefs in the public spheres. The study design is quantitative and more than four hundred respondents were selected during the protests through random sampling techniques. The conclusion of the study demonstrates that youth participate in multiple activities, such as protests for new laws, which indeed strengthen democracy and contribute to the political structure of Indonesia. Therefore, youth participation through social media platforms shows their political participation in Indonesia. The study also suggests a few recommendations for youth to show their participation through online spheres.

ABSTRACT How does engagement in leisure activities, such as playing videogames, affect political behavior and preferences? Are young adult gamers just a group of basement-dwellers who are disengaged from politics, or are there specific political issues that gamers care about? Analysis of panel data of Swedish young adults suggests that avid gamers are more likely than non-gamers to care about issues that fall under the umbrella of Pirate politics, and therefore support the Swedish Pirate Party. Avid gamers are also more likely to use the Internet to engage in political behavior. These findings help explain the political attitudes of the ever-growing number of young adult gamers, and the effects of seemingly apolitical leisure activities on political behavior more broadly.

ABSTRACT The internet has been praised as a tool that would increase political participation and enhance dialogue between politicians and the public. In fact, the widespread use of social media has turned the internet into a valuable communication channel for both individuals and organizations. Notably, it presented many opportunities for politicians and political parties to reach their constituencies. However, studies on politicians’ social media behaviors reported that they were using social media for broadcasting official political positions and self-promotion. In addition, the social media has become a tool to extend traditional politics into the cyberspace where interaction and exchange between rival political groups are rare and not very productive. As a result, ideological homophily was reported as the most crucial predictor of network formation on social media for politicians. This study explored that finding by analyzing Twitter friendships and retweeting networks of Turkish politicians. It found that political interests were more influential in politicians’ social media networks than ideological homophily.
