This article describes how because of the ongoing demographic development in most European countries, especially IT-companies, need to find a way to retain or gain productivity with the same or less amount of employees. Therefore, the allocation of available resources in the best possible way is even more important. The challenge for companies is to improve the enterprise not only on the side of the organizational and process level, but to develop new strategies and approaches in human resource management. In this article, the authors propose metrics of a framework to manage scarce resources in IT-departments. These layers aim for different relevant determinants of employee productivity and satisfaction like employee wages, education of employees, psychological development of employees, workplace environment and work life balance. Also, relevant metrics to explore and use untapped labour potential in organizations are included. The use of these metrics provides a valuable insight into the organizational performance, its culture, and future. A company can measure the actual status, recognize potential threats, and derive measures to retain productivity in the upcoming years.

Information Technology IT is a very important aspect for higher education institutions HEI in both teaching, research and administration. The managers of those intuitions are more and more aware that IT is a strategic tool for their institutions. On the other hand, IT Governance is getting attention from the practitioner and research side, given the need to govern IT extending the organisation's strategy and objectives into IT. IT Governance helps to set clear expectations, to gain participation, open communications, establish accountability and provide executive management oversight. Thus, it is important to consider IT Governance and the alignment with business strategy for HEI. In this article, authors present a Systematic Literature Review SLR on IT Governance in HEIs using a collection of scientific and non-conventional data grey literature. The motivation that drives this literature review is the further development of an IT Governance framework for Tunisian universities. This article aims to define the situation of the IT Governance in other countries. This article aims to provide a map of the state of the art of IT governance in HEI in various countries. Results show a mixed situation of IT Governance in HEIs. Some countries have the support of top level management to introduce IT Governance in HEIs by adopting regulatory frameworks and common laws. But other countries relay in their strong culture of IT Governance. The different case studies presented in this review show that there is no consensus on the IT Governance framework or standard to use in HEI. An important number of institutions are implementing COBIT or ISO best practices. In the other hand, some counties have developed their own frameworks. Results show there is no a single way to implement an IT Governance framework designed for HEI. However, it is also true that there are two mandatory aspects that are necessary to implement in IT Governance deployments: firstly, establishing a committee structure for IT assets and secondly, enable effective communication between the IT, the business and the stakeholders.

This article describes the issue of governance in higher education, of which administration is key, is saddled with numerous challenges, as such, new approaches are being sought out to enhance the process. It is obvious that Information and Communication Technology (ICT) is a tool that enhances administrative activities of higher education institution. This article is based on descriptive survey design which investigates the impact of ICT on the administrative services/management of students' records in Nigerian universities. A questionnaire was the research instrument employed, and questionnaire items were developed through a review of related literature. A total of 200 respondents participated, comprising students, lecturers and administrators were randomly selected from ten universities in Nigeria. Data collected was analyzed using ANOVA. The major impacts of ICT in administrative services/management of students' records in Nigerian universities were identified and discussed. Suggestions are made on the need for Nigerian universities to widen the scope of ICT application in administrative services to fully reap the benefits of ICT.

Currently, many software development projects worldwide have problems with flaws, delays, and backlogs. This situation may create a highly demotivating work environment for technical workers and managers in general. This study is an attempt to better understand the reasons for these flaws and delays, by proposing the following research question: ‘Which aspects may be contributing to these flaws and delays?'. The proposed hypothesis for this article is: ‘In our IT community, professionals who have an affinity with Project Management generally do not have the essential abilities required to be a leader.' In order to address the research question and hypothesis, this article proposes a mapping /assessment of the IT professionals regarding their potentials and skills. Therefore, this article discusses a proposal for discovering IT workers' profile based on the Multiple Intelligences theory and clustering algorithms. The findings revealed correlations, which may indicate the reasons for such delays and flaws in software development projects.

Studies on intention to leave are important to distinguish between stayers and leavers in the organization. This article assesses whether career adaptability and work happiness can be the factors that may have influence on intention to leave among ICT professionals in Malaysia. Samples consist of 393 participants who work in ICT related companies and data were analyzed using structural equation modelling SEM. The results indicate that individual will have lower level of intention to leave due to higher level of career adaptability and work happiness.

This article explores the domain of psychological contract with respect to employees of IT industry in India and identifies the factors that determine positive psychological contract amongst the employer and employees. Longitudinal data was collected from 245 employees of top Indian IT companies based out of Pune and Bengaluru. Through exploratory factor analysis, the determining factors of psychological contract were identified. The significant differences of variables like gender, marital status, work experience, designation with factors of the psychological contract were also determined by using T-test and ANOVA. The results show that gender has no significant difference w.r.t. the factors determining psychological contract as far as IT professionals are concerned. However, marital status, total work experience, designation and tenure in the current organisation do have a significant difference as far as the determinant factors of psychological contract are concerned.

This article investigates the teaching of practical ERP skills. The discussion is centered on an innovative teaching concept called "The ERP Challenge", which was developed to give students a hands-on experience with a commercial standard ERP system Microsoft Dynamics NAV. The ERP Challenge consists of a business simulation game based on a real-world company case, an e-learning platform and the actual ERP system. The software platform for the ERP Challenge combines these elements in a seamlessly integrated way. Described further is the development of the software platform, the evaluation process for its refinement and the possibility to provide the solution as a hosted service. The findings from two supporting empirical surveys are presented; these show that the ERP Challenge is perceived as a successful means of providing ERP skills by the students and that the feasibility of a hosted service needs to be carefully examined.

Disruptive ideas and innovative business models take shape from observing and investigating the needs and demands of potential users and measuring their success based on the acceptance by users and their satisfaction. In an educational context, a new mission of the university has emerged, supported by the transfer of open access knowledge through Institutional Repositories (IR); it is important to know the motivations and needs of the academic community to promote scientific dissemination using these platforms. The present article uses the method of systematic literature review: using 29 studies from SCOPUS and WoS, involving the topics User-Centered Design (UCD) and repositories. The results show that two of the three UCD phases—evaluation and requirements—are closely linked and are the reiterative focus of UCD; thus, it is desirable to promote the design of custom-made prototypes according to the users' motivations. It is necessary to redefine methodologies for IR development within open-access ecosystems to guide them towards meeting their potential users' needs and motivations.

This paper describes a framework that assists the inclusion of Entrepreneurship into computing study programs. It has been developed within a European Tempus Project and is built following a process-oriented view of innovation and entrepreneurship. It outlines key activities and capabilities of entrepreneurship. An approach is presented that combines existing online tools with the traditional methodologies for creating courses on entrepreneurship. We introduce a concept -the virtual innovation space-to take the most advantages from opportunities that the Internet gives us for increasing efficiency of learning entrepreneurship for IT students. A summary of the course content on entrepreneurship that is developed and used by the project partners for their local courses is presented. We present and discuss feedback received from the project partners and describe some student projects and experiences. The work in this paper can be useful for other universities and similar projects to compare their effort and receive some justification or ideas for their initiatives.

This paper presents the Metrics Monitoring Tool MMT that was developed in university graduate and undergraduate courses on software project work in 2014-2016. The tool aims to support project members, project managers and upper management in reporting and monitoring software and project metrics for their easier and more effective utilization. The paper covers the development process of the tool, evaluation assessment, its current composition and features. The paradigm applied in this study is Design Science Research and the methods for evaluation include prototype, expert evaluation, case study and technical experiment. Data was collected from the tool users by two questionnaires. As a result, MMT was evaluated to ease the metrics handling, while several aspects related to the richness of functionalities and usability still require further development.
