The article examines the essence of the management model of an innovative and active organization. Various approaches to assessing the attractiveness of innovations for the organization are defined. The impact of endogenous and exogenous factors on innovative activity of organizations is considered. The importance of strategic decisions and culture for internal innovative development was studied; the importance of the role of personnel in the formation of innovations in the organization is emphasized. The internal factors of the innovative development of the organization and the key stages of the implementation of the innovation management model were studied. The stages of systematic and successful implementation of innovations in the organization's management are defined.

COMPETENCES AND QUALITIES OF LEADERS IN EDUCATION: TRANSFORMATION AND COMPARATIVE CHARACTERISTICS 教育领导者的能力与素质:转型与比较特征

The article is devoted to the study of competences and qualities of leaders in education, its transformation and comparative characteristics. It is noted that the distinctive features of leaders in traditional pre-industrial societies were: will and charisma, commitment to an idea/cause, unwavering conviction in the correctness of their thoughts and actions, a clear vision of the future, non-standard behaviour, the ability to enthuse and inspire others, share their positive energy with them, etc. It is stated that the leaders of the society of producers and consumers of goods and services often demonstrate excessive ambition, self-confidence and unwillingness to act proactively and do not have the competencies that meet the challenges of the times. It is emphasised that the information society required completely different leaders, whose defining qualities are: high intelligence, ability to calculate the situation, work in a team, not so much to manage as to negotiate, reflexivity, responsibility for their own choices, sociability, mobility, transversal competences, etc. It is proposed that an innovative society requires a qualitatively new leader - an innovative model. The main competencies inherent in innovative leaders are highlighted: risk management, interest, determination, continuous improvement and development, strategic planning, organisation and planning ability, reflexivity, responsibility for one's own choices, sociability, mobility, intelligence, ability to calculate the situation, and transversal competencies based on deep, subtle interaction with culture, language and history, i.e. through "sense(s)making". It is proposed that one of the factors that should, in our opinion, contribute to the formation of competencies inherent in innovative leaders should be the process of internationalisation of LLL education. The advantages (rapid increase in the quality and quantity of information and its transformation into knowledge, reorientation to the international level of interaction, integration into advanced production technologies, innovations and management strategies, etc.) and negative (unification of the educational model and asymmetry in international interaction, etc.) consequences of this process are presented.

The peculiarities of human potential as a specific object of socio-economic management in the conditions of war are determined. Separate types of direct and indirect losses of Ukraine's human potential as a result of the full-scale invasion of russia are analyzed, which determine the actual problems of its preservation for the future recovery of the economy. A classification of the problems of preserving human potential in the conditions of war has been made, which will allow differential introduction of management tools in relation to different types of problems in the field of labor and human potential. The basic stages of the algorithm of the human potential preservation in Ukraine in war conditions are proposed.

APPLYING A MARKETING MIX MODEL FOR COMPETITIVE STRATEGIC MANAGEMENT 运用营销组合模型进行竞争战略管理

Nowadays, strategic management is a major concern as it helps not only firms but also public organizations and entities to gain and sustain competitive advantage. An essential part of strategic management is the implementation of marketing mix that is centered on four core components, namely product, price, place and promotion. The research focus is on the strategy of the Municipality of Patra by analyzing the impact of marketing mix elements on overall satisfaction of tourists. A total of 141 responses were used through a self-administered questionnaire. A conceptual framework was derived for the literature review and tested using factor analysis and regression analysis. Findings revealed that there is a significant impact overall satisfaction of tourists by promotion activities. Based on these findings, the academic and practical implications are discussed in detail in the study

MODELING AND FORECASTING OF THE EFFICIENCY OF ELECTRICITY INDUSTRY ENTERPRISES 电力行业企业效率建模与预测

In the article, based on the content analysis of theoretical approaches to determining the efficiency category of the enterprise, the directions of the development of the theory of efficiency are visualized according to the time vector of scientific evolution. Taking into account the scientific works and theoretical views of various researchers, it is justified that for the formation of the author's definition of the efficiency of the enterprise, it is advisable to integrate the existing approaches to the essence of efficiency. On the basis of a comparative analysis of literary sources, the essential characteristics of "management of the efficiency of the enterprise" were determined. Conceptual principles were formed and a management system for the efficiency of the electric power industry enterprise was developed. One of the blocks of the company's efficiency management system is a model toolkit that will allow forecasting the level of efficiency. It is recommended to implement the model toolkit of integrated assessment of the enterprise's performance through the algorithm of the classic version of the taxonomic indicator construction in the following stages: standardization of indicator values, formation of a benchmark and calculation of a general indicator. The algorithm of the model toolkit was implemented according to the data of the enterprise of the electric power industry – JSC Khmelnytskoblenergo in the MS Excel software environment. A comparative analysis of the initial trend line of the enterprise's activity efficiency and the line of its forecast was carried out using the model toolkit. The results of the calculation of the forecast values of the performance indicator of the electric power industry enterprise and the upper and lower limits of the confidence intervals for the forecast period are presented.

RESEARCH ON THE MODEL OF UPGRADING SPORTS INDUSTRY INTO THE GEO-SPORTS INDUSTRY 体育产业向地质体育产业升级模式研究

The sports industry is of great value and significance for national economic growth, job creation, and meeting people's growing needs. Sports do not only play an important role in promoting national progress and civilization, economic and social development and harmony, but also an essential means to carry out national and government lines, policies and guidelines. To expand the strategic international vision and new thinking of international cooperation for the adjustment of the sports industry's industrial structure and the upgrade of the global value chain, this article analyzes the sports industry form the perspective of geo-economics and proposes the model of the geosports industry which based on the strategy of the Belt and Road. The article establishes that geoeconomics is an interdisciplinary science consisting of geopolitics, economic geography, regional economics, and international trade. Geoeconomics focuses on economic competition and cooperation between countries for geographic advantage and focuses on the profound influence of geographic factors on geoeconomic behavior. Based on the definition of geo-industry, this paper proposes the concept of the geo-sports industry, and analyzes the advantages and value of China's sports industry for upgrading into the geo-sports industry from political, economic and cultural aspects. Furthermore, this article analyzes the model of the geo-sports industry from aspects of the guiding ideology, the theoretical basis, the ultimate goal, key industries, the path for obtaining interests and the basic basis. This paper believes that the geo-economic strategy and practice has a huge impact on the development of the sports industry. Finally, with its advantages in politics, economy and culture, especially the increasing prominent position in the national economy, this article believes the sports industry already has the conditions to upgrade into the geo-industry.
体育产业对国民经济增长、创造就业、满足人民日益增长的需求具有重要的价值和意义。体育不仅在促进民族进步文明、促进经济社会发展和谐方面发挥着重要作用,而且是贯彻国家和政府路线、政策、方针的重要手段。为拓展体育产业产业结构调整、全球价值链升级的战略国际视野和国际合作新思路,本文从地缘经济学的角度对体育产业进行分析,提出了基于“一带一路”战略的体育产业模式。文章认为,地缘经济学是一门由地缘政治学、经济地理学、区域经济学和国际贸易等学科组成的交叉学科。地缘经济学关注的是国家之间为争夺地理优势而进行的经济竞争与合作,关注的是地理因素对地缘经济行为的深刻影响。本文在对地工产业定义的基础上,提出了地工体育产业的概念,并从政治、经济和文化三个方面分析了中国体育产业升级为地工体育产业的优势和价值。在此基础上,从指导思想、理论基础、最终目标、重点产业、利益获取路径和基本依据等方面分析了地力体育产业模式。本文认为地缘经济战略与实践对体育产业的发展有着巨大的影响。最后,本文认为体育产业以其在政治、经济、文化等方面的优势,特别是在国民经济中的地位日益突出,已经具备了向地缘产业升级的条件。

To expand the strategic international vision and new thinking of international cooperation for the adjustment of the sports industry's industrial structure and the upgrade of the global value chain, this article analyzes the sports industry form the perspective of geo-economics and proposes the model of the geosports industry which based on the strategy of the Belt and Road. The article establishes that geoeconomics is an interdisciplinary science consisting of geopolitics, economic geography, regional economics, and international trade. Geoeconomics focuses on economic competition and cooperation between countries for geographic advantage and focuses on the profound influence of geographic factors on geoeconomic behavior. Based on the definition of geo-industry, this paper proposes the concept of the geo-sports industry, and analyzes the advantages and value of China's sports industry for upgrading into the geo-sports industry from political, economic and cultural aspects. Furthermore, this article analyzes the model of the geo-sports industry from aspects of the guiding ideology, the theoretical basis, the ultimate goal, key industries, the path for obtaining interests and the basic basis. This paper believes that the geo-economic strategy and practice has a huge impact on the development of the sports industry. STUDY OF THE DOMESTIC EXPERIENCE OF IMPLEMENTING THE IMPACT OF THE REGULATORY SYSTEM ON THE CLINICAL TRIALS MANAGEMENT 研究国内实施监管制度对临床试验管理的影响

The article deals with the general analysis of the domestic experience of implementing the impact of the regulatory system on the clinical examinations management. It has been determined that in all the developed countries the state continues playing the key role in regulating the sphere of scientific investigations and innovations, in particular, the pharmaceutical field. Despite the current normative and legal regulation, during inspections of the activities of enterprises conducting clinical examinations of medicines within the framework of state control, specialists of control and supervisory structures identify cases of non-compliance with mandatory requirements. It has been stated that nowadays conducting the clinical examinations is related to a number of risks: a significant pressure on the pharmaceutical companies in the aspect of quick development of new effective medicines with a low price; a huge number of standards and requirements that need to be met; increasing the complexity of clinical research (increase in the number of endpoints during the last 10 years, increase in the number of adaptive examinations), etc. It has been resumed that the development of additional tools to improve the quality of the informed consent procedure as the main stage of informing subjects about the benefits of participation, limitations on the time of the clinical examinations, risks that may arise from participation, etc., is currently relevant. Analysis of the influence of regulatory system of Ukraine on the problem of clinical examinations management gave an opportunity to assume that the list of potentially viable variants for solving the outlined issue through the implementation of state policy include: increasing the attractiveness of the clinical examinations market of Ukraine for domestic and foreign investors; creating the conditions for infrastructure formation and development in Ukraine, which is necessary for conducting modern biomedical studies; implementing the effective mechanisms of involving doctors to the clinical examinations, etc. It has been generalized that state regulation in the field of conducting clinical examinations is continuously modified and has a tendency to develop a stable legal base and comprehensive harmonization of the Ukrainian legislation with international requirements of basic principles regarding clinical examinations based on the achievements of modern science and new medical technologies.

УТОЧНЕННЯ СУТНОСТІ КАТЕГОРІЇ «ЯКІСТЬ»

At the current stage of the development of the national and world economy, the problem of the quality of products and services, as well as the functioning of enterprises in general, has become particularly relevant, which is caused by the action of the objective economic laws of the development of society. The effectiveness and efficiency of the functioning of business entities largely depend on the level of quality they achieve, which ensures their competitiveness in a highly dynamic business environment. All of the above attracted the attention of scientists and practitioners, which led to the appearance of a significant number of works on this problem. However, the results of the study of the scientific literature indicate the existence of differences in the views of scientists regarding the theoretical, methodological, methodical and practical aspects of the quality problem. This complicates the process of quality management, makes it impossible to form an effective approach to improving quality in existing business conditions. Therefore, further thorough research is necessary, first of all, of the essence of this category, which will make it possible to form a theoretical basis for this problem in the future. By conducting a theoretical analysis, systematization and generalization of existing scientific and regulatory provisions, the essence of the category "quality" was clarified. Philosophical, social, ecological, technical, economic and legal positions regarding the essence of the "quality" category, as well as provisions of international and domestic standards of the ISO series, were applied in the research process. It was established that quality is the result of compliance of the object's own characteristics with the requirements that constantly progress and shape these own characteristics. The reasons for changing the requirements for the object can be not only the influence of environmental factors on them, but also the influence of the object's own characteristics. This interpretation of the essence of the "quality" category is, in our opinion, more complete compared to those available in the scientific literature. It reflects two sides of quality: as a result of meeting requirements with the object's own characteristics and as a result of forming the object's own characteristics according to progressive requirements. In addition, the interpretation of quality in the proposed edition makes it possible to form an approach to ensuring and improving quality - as a continuous process, on the one hand, meeting requirements that are constantly changing (progressing) by the object's own characteristics, on the other hand, as improving its own characteristics of the object based on the discovery of new, more complex (progressive) requirements.

The article is devoted to the study of factors that form a favorable professional environment on the basis of Well-Being-Management, which is a social component of labor regulations in the field of higher education. The results of the survey are presented, which identified the problems of the well-being of scientific and pedagogical workers. The project of the roadmap organization in the conditions of instability and change of the global ecosystem, which allows to achieve the harmonization of social and labor relations, improving the social and psychological climate in the team,increases the level of satisfaction with labor life
