Information and communication technologies offer a great opportunity for the development of joint degrees between organizations. In these spaces of cooperative knowledge, each organization contributes with their partners providing learning resources that they offer to students and teachers. Each organization manages their resources and students. However, there is a problem. The Learning Management Systems (LMS) that gives support to the development of the joint degrees have not been conceived to allow multiple spaces of cooperation, which is generating technological isolation. One of the reasons is the lack of knowledge of the joint degrees framework in e-learning environments. The purpose of this document is, first to contribute to the solution of the problem, describing a conceptual model that allows understanding of these cooperative spaces. Second, being useful during the design and development of cooperative e-learning activities and finally to serve as a reference for the design of the new LMS and the adaptation of the present ones.

Model-Driven Web Engineering (MDWE) is a new paradigm which provides satisfactory results in software development. However, most experiments with MDWE towards the development of software from the requirements to the implementation stages. However, in practice, sometimes software development does not follow this classic path. In this paper, MDWE is presented as a suitable selection in software projects of technological evolution. The AQUA project is a very large and important project which is a fusion of three previous systems. Thus, this project starts with the original code of these three systems. The paper introduces the power of MDWE in this kind of systems.

In this work, the use of the Generalized Principal Components Analysis (G-PCA) to improve the segmentation of moving objects in image sequences is proposed. In order to obtain this improvement, the noise components in the image derivatives are reduced, and afterwards, a method based on linear algebra is used to make the segmentation. Furthermore this work presents diverse tests to compare the results reached with and without the noise reduction in the image derivatives, and using the nonlinear minimization of an error function. A remarkable improvement in the segmentation quality and the processing time can be observed in every experiment when using the proposed method.

After a continuously development in on-line availability, most of the countries are close to reach the highest point of public services maturity. The future of e-Gov should now go through accessibility questions and m-Gov, providing a new set of user-centred services, personalized and based on alerts that could be programmed taking into account knowledge based in the localization of the user. In this article we will analyze the stage of e-Gov in Europe based in a report of the European Commission, which allows, the realization of a comparative analysis of the evolution occurred between 2004 and 2006 in the 28 countries part of the study. Following, we analyze the case of Portugal, pointing out some of the reasons to the success of the measures applied. Finally we project the future of e-Gov in terms of accessibility questions, platform access independence and user-centred services.

The Universitat de València, one of the largest, oldest and most varied in Spain, concerned about the efficiency of the learning processes in the context of the convergence process towards the Higher Education European Space, has conducted educative innovation experiences in several degrees, diversifying learning activities. Interested in enhancing traditional classroom learning by use of ICT (with progressive blended learning introduction) has established a learning management system to enhance the learning and communication processes for the whole university. The overall goal was to build skills in ICT use in order to improve learning process quality and student participation. This paper describes the starting point, the selection and implementation of an Open Source Learning Management System for the whole university, and the achievements on ICT use and expansion. Evaluation results of 2-years current campuswide use of LMS "Aula Virtual", conclusions and future work are also included.

The appearance of new technological devices always brought new hopes for their use on education in order to promote innovation and more quality on the process of teaching and learning. The article tries to present the main characteristics and potential of m-learning and e-learning for their use in education. The Vehicular Ad-hoc NETworks (VANET) consist of a spontaneous association of a group of vehicles with wireless connection, they move and dynamically change their positions, exchanging data between each other. These networks were thinking as autonomous network segments with flat addressing schemes, however, its study has shown the benefits obtained by interconnecting them to fixed network segments and Internet. This article will revise by means of using a simulation tool, the global improvements in QoS network metrics, achieved through the use of a mutipath routing protocol. The model has a fixed network segment (Internet), two reactive gateways and two IPv6 VANET hierarchical network segements, whose nodes show a high degree of mobility, such as vehicles in an urban environment.

Mobile B2E-applications (business-to-employee) can add significant value to a company's business, when large workforce divisions are involved in the execution of certain business processes. From a technical point of view, the major issues are solved (e.g. solutions for connectivity, broadband mobile networks, synchronization mechanisms, secure protocols etc.). But from a business point of view there is a lack of methodology regarding the alignment of technical solutions to the business needs. As companies face a continuously faster change in business models, legal constraints and customer needs, highly flexible systems are needed to react to changing business processes. Furthemore, the introduction of new mobile systems is often a technology-driven process, pushing the alignment of software and systems to the highly specific, fast changing business needs into the background. This paper introduces a framework summarizing the findings from earlier research and case studies related to this topic. The framework consists of a general reference process for mobile work and of a model explaining influencing factors, optimization goals and their relationships for mobile processes. The framework can be applied for process modeling, simulation and optimization as well as for requirements analysis and return on investment calculations.
