Studying the structural condition of road pavement is essential for making effective decisions about the type of maintenance or rehabilitation that will be carried out on a pavement section. Reliable quantitative assessment of the volume of necessary repairs will ensure the performance characteristics and durability throughout the entire service life at minimal cost. This article presents detailed results from Falling Weight Deflectometer (FWD) and Ground Penetrating Radar (GPR) studies. In addition, an analysis of these results and recommendations for strengthening the road pavement for the Sh-176 “Sighnaghi-Saint Nino Monastery” road to develop rehabilitation and maintenance scenarios. FWD results combined with road pavement layer thickness and traffic load information to determine residual service life and necessary treatment type. Thus, using the nonlinear theory of layered halfspace elasticity, pavement structure analyzed in the same way as other civil engineering structures.

The Sarmatian deposits (Volhynian, Bessarabian and Khersonian regiosubstages) of Eastern Georgia were studied by pollen analysis. In the composition of flora 165 components were determined. Among them are 44 cryptogams, 33 gymnosperms, and 88 angiosperms. The palynological complexes were interpreted by landscapephytocoenological method and in the development of vegetation six stages were established, which reflect the changes in composition of vegetation. The I and II stages correspond to the lower part of Volhynian. The II stage was the initial moment of increasing of grass cover on territory of Eastern Georgia. The III stage, which embraced the most part of Bessarabian, was the climatic optimum, simultaneous in both regions of Georgia. The widening of open stands was reduced in the IV stage and stopped in the V stage (end of Bessarabian and beginning of Khersonian). On territory of Eastern Georgia, the upper part of Khersonian (VI stage) was the time of more broad distribution of open landscapes. As a result, during the Sarmatian stage, the climate in Eastern Georgia was unstable, and humidity levels dropped permanently. The sharper character this phenomenon received in the end of Khersonian stage, after which on territory of Eastern Georgia the open landscapes widely expanded.

By adding new functions to the “smart city” framework to solve new challenges, it allows the city management to react to the collected data and information to increase the efficiency and sustainability of services to the population. Creating a “smart city” is an emerging strategy to mitigate the problems arising from urban population growth and rapid urbanization. Accordingly, we should more actively analyze the concept of “smart cities” and the possibilities of using an intelligent decision support system. The issue is very relevant, based on the analysis of available information, there are several critical factors of “smart city” initiatives, namely: their goal is to focus on the gradual integration of several key areas, which are discussed in this article.

Today more than 70 Pre-farming cultural monuments are discovered on the territory of Transcaucasisa. On the territory of Eastern Georgia, The Pre-farming culture, known as The Shulaveri-Shomutepe culture is familiar, which is more developed and relatively better preserved than The Neolithic settlements of Western Georgia. The topography of Western Georgia with a range of peculiarities is radically different from the types of the Eastern Georgian Neolithic settlements. The Shulaveri-Shomutepe settlement, which is known as the Shulaveri culture, is discovered in Eastern Georgia. During the study of the monument the scientists discovered the homes built with muud-bricks. Their design is round or cone-shaped. The settlement types and dwelling environment proves the sign of long life of numerous populations. In Eastern Georgia only the Late Neolithic monuments are found. Because of the warm climate of Western Georgia, the Neolithic human must have lived in a wicker peasant typed house. This conditioned sign of structures is not evident in the West. Only the pits for posts and economical purposes are discovered. So, the remains found in the earth which were used for rebuilding the weaker peasant typed houses that were out of order, only helps the increase of cultural layers insignificantly. According to the topographical layout and scientific observation, consequential migration of the Neolithic settlements from the mountain to the plain is evident according to the epoch. This is the sign of the fast evolution of society. In terms of topography, Western Georgian Neolithic monuments greatly differ. Shulaveri-Shomutepe cultural settlements are presented on the man-made hills and are relatively more developed than the Eastern Georgian settlements. Only very thin layers are presented in Western Georgia. The main thing is that the monuments of all periods are confirmed in the West as well as in the East, which is very important. Today the peculiarities of Neolithic culture remain the subject of discussion and need the search of new resources. The discovery and study of new artifacts may cause the becoming out-of-date of the Neolithic Era and arising of new questions.

There are some modern problems in public relations that affect the political processes in the public administration of Georgia. The results of empirical research are discussed, the role of public relations in the state management process is analyzed on the example of Georgia; The main challenges that different political groups face in the process of implementing public relations are highlighted. The research was conducted through semistructured in-depth interviews with a targeted selection of politicians and PR professionals, both political actors and representatives of international and local organizations. The key issues of the interview included characterizing the role and importance of public relations in the state management process; the main features of the government's PR campaign; characterizing the public relations campaign of the opposition; Expectations of the population from the government, etc. Appropriate conclusions have been drawn and the relevant recommendations have been formulated in order to improve the political climate in Georgia.

The historical role of human resource management and its importance in effective organizational performance and continuous development is discussed. To understand the historical role of the human resource management, the article reviews the corresponding literature and analyzes management approach based on human capital theory in relation to effective performance of contemporary organizations. At an early stage of scientific research in economic development a human’s role was evaluated as a special resource (human resource) and as a subject of social development. At a later stage a human was considered as a subject of economic development. This gave origin to terms like an “individual” and a “person”. In this case a human is considered as a subject of social and labor relations. Currently, key elements of the social-economic reform, such as stabilization of social-economic and political environment, invention and establishment of new manufacturing and management technologies, rationalization of the finance and banking systems and improvement of social welfare and quality of lifestyle are still critical challenges facing our country. These challenges can only be addressed by implementation of consistent policy in social and labor relations. Establishment of social market economy in the country and its well-organized functioning is possible with integration into global production. This primarily refers to adaptation of domestic labor relations with the internationally recognized social and labor relation system. This goal can be achieved by continuous organizational development efforts. For this reason, it is essential for each organization to develop and periodically renew its human resource management strategy and action plan that will ensure alignment of its personnel conduct and behavior and entire progress with its organizational needs. For organizational development it is essential to develop and periodically renew employee performance evaluation, motivation, personnel development policy and procedures. Staff motivation policy shall define both monetary and non-monetary incentives and be targeted at maintaining best human capital crucial for the long-term success of any organization. Personnel development policy should reflect the correlation between the results of performance evaluation and personnel development plan. The policy should prescribe rules for developing an individual development plan and setting career development criteria. In addition, a personnel career development policy and procedures should prescribe organizational training needs identification methodology, priority trainings, training opportunities and respective actions. Knowledge gained at the trainings should be expanded throughout the organization. Concentrating on above processes will turn an organization into an attractive employer with desirable working environment and organizational culture.

The emotional well-being of a child with a learning disability can alter when there is no emotional support available. This can lead one to become depressed and/or consider suicide. In North America, adolescent suicide has become a major public health problem. Currently, suicide is the third primary cause of adolescent death in both Canada and the United States. Suicide rates in the United States increased 142% between 1960 and 1981 for both boys and girls in the 15 to 19-year old age group. There are a number of factors that put a person's life in jeopardy, such as life events, trauma, and learning disabilities. Adolescents with learning disabilities are uncertain about their future and their personal goals. Depression may manifest when opportunities seem limited while trying to reach their personal and educational goals. They are often haunted by the stigma of having a learning disability. Youths are inclined to develop emotional difficulties and are likely to inflict self-harm. Emotional disorders are common among people with learning disabilities than those who are non-learning disabled. Individuals with learning disabilities are more likely to develop self- harming disorders as a result to being labeled with a learning disability. The definition of self-harm is defined as a non-accidental injury, which produces bleeding of momentary or permanent tissue damage over a repeated amount of time. Self-harming is found to be a physical and emotional outlet to relieve the stressors of school and home life. Another part of self-harm is head banging, cutting, biting, scratching, and hair pulling.

One of the important parameters for wine certification is the quantitative determination of glucose and fructose, for which the highly efficient liquid chromatographic method is tested and is accurate. The quantitative determination of glucose and fructose in semi-sweet wines using high performance liquid chromatography is discussed in the article. A high-performance liquid chromatograph (HPLC) with a refractive index detector (RID) and a reversed-phase alkali amine chromatography column was used during the analysis. The method showed a high correlation coefficient during calibration (R2 = 0.99). With the given method, the concentration of glucose and fructose in semi-sweet wines of some denominations of Georgian production was measured. Quantification of these sugars is of particular importance in assessing the sweetness profile of wine and ensuring compliance with quality standards. For analysis, semi-sweet wines of Georgian production were used, in which the total amount of glucose and fructose is within the norm according to the Georgian Government Resolution #524.
