FORMAÇÃO DE JOVENS E ADULTOS TRABALHADORES NO BRASIL: MARCAS DA EXCLUSÃO NA SOCIEDADE CAPITALISTA 巴西青年和成年工人的形成:资本主义社会排斥的标志

In this article, we present aspects of the educational policies that constituted the training of workers with or without schooling in Brazil, seeking to highlight the marginal social place historically occupied by this type of education throughout the 20th century and which extend, with minor changes, in the 21st century. We also try to show the distance from these policies, from a proposal for training the working class, with a view to their emancipation.

The link between Youth and Adult Education and work requires a comprehensive approach in political and pedagogical terms. For 20 years, social policies in Argentina have been repeating a scheme based on the educational consideration of the Conditional Income Transfer Programs that have not managed to modify the occupational possibilities of the workers and in turn give them a place of dependency or subordination to the education regarding work. The concern from the educational field does not lie only in how educational devices are included in social programs, but in what is the approach that gives meaning to that inclusion.   Keywords: education – work – youth – adults - politics

Este artigo tem como objetivo analisar a categoria da empregabilidade inserida na Educacao de Jovens e Adultos de trabalhadores rurais no contexto da Educacao do Campo. Diante dos percalcos da conjuntura que se inaugura com o fim do PRONERA e a ofensiva do capital sobre o trabalho no complexo movimento de resistencia da educacao em tempos de uberizacao do trabalho, questionamos em que medida as propostas de educacao para este publico se configuram como algum tipo de avanco na luta pela terra pelo direito a educacao.Palavra-chave: Educacao de Jovens e Adultos; Trabalho; Educacao do Campo; Empregabilidade

The book on screen is the result of a postdoctoral internship carried out by Elza Margarida de Mendonca Peixoto at the School of Physical Education, Physiotherapy and Dance at UFRGS (2019-2020), under the supervision of professor Alberto Reinaldo Reppold Filho. This internship allowed the systematization of research that had been developed for some years, in particular that of his first post-doctorate in Philosophy of Education, held at the University of Lisbon (2014-2015), under the mentorship of the renowned Portuguese Marxist Jose Barata- Moura, and dedicated to the category of practice and criticism of the different idealistic conceptions of this category – the “idealisms of practice”. EMBRIÕES DO PODER POPULAR? UM ESTUDO COMPARADO DAS EXPERIÊNCIAS AGRÁRIAS DE TRABALHO E EDUCAÇÃO NO BRASIL E VENEZUELA 人民力量的胚胎?巴西和委内瑞拉农业工作和教育经验的比较研究

Esta pesquisa se insere no debate sobre o projeto destrutivo do capital e as alternativas de trabalho, educacao, cooperacao e auto-organizacao do campesinato latino-americano. A pesquisa se desenvolveu em dois paises: Brasil e Venezuela, em territorios rurais, onde foram acompanhadas duas experiencias agricolas nos Assentamentos Rurais da Reforma Agraria do Movimento dos Trabalhadores Rurais Sem Terra (MST), no Brasil e duas experiencias nas Comunas Socialistas (CS), ligadas ao Movimento Comunero na Republica Bolivariana na Venezuela. A pesquisa teve como objetivo principal analisar em que medida a luta politica travada pelos trabalhadores e trabalhadoras camponeses desenvolve consciencia de classe, auto-organizacao e experiencia na organizacao politica na perspectiva da emancipacao humana, autogestao e do poder popular. A partir deste objetivo, levantamos diversas indagacoes, tais como: de que forma tais experiencias tentam romper com a conhecida cisao entre concepcao e execucao do trabalho? Como a auto-organizacao dos trabalhadores e trabalhadoras se relaciona a um projeto alternativo ao capitalismo? As experiencias apontam para algo alem do conhecido desenvolvimentismo? Questionamos tambem quais sao os aspectos e elementos que evidenciam que as experiencias de producao ecologicas dos assentamentos do MST e das comunas agrarias bolivarianas, inseridas na proposta do Socialismo do seculo XXI, tem sido aquilo que se contrapoe: oposicao aos modelos produtivos do agronegocio e do rentismo? Mas o que ha em comum entre Brasil e Venezuela? Porque a escolha da Venezuela, se essa nao se trata de um pais tipicamente agrario? Quais paralelos comparativos seriam possiveis entre Assentamentos e Comunas? O criterio que nos levou a escolha dessas experiencias foram algumas razoes: a primeira da-se pela expressao do que a experiencia do MST e os Conselhos Comunais Venezuelanos vem representando nos ultimos anos e a segunda porque ambas as experiencias populares partem de concepcoes chave desta investigacao, quais sejam: a soberania alimentar, cooperacao, a autodeterminacao dos povos e o poder popular. A metodologia da pesquisa consistiu na perspectiva teorica do Materialismo Historico Dialetico (TRIVINOS, 1987; KOSIK, 2011), no campo da pesquisa qualitativa em educacao (LUDKE, 1986), delimitando-se um estudo comparado (FRANCO, 1992; 2002; 2009). Os procedimentos metodologicos envolveram revisao de literatura, analise documental, levantamento de dados primarios e secundarios, fase exploratoria e trabalho de campo. O trabalho de campo foi realizado nos assentamentos: Capela e Filhos de Sepe, na Regiao Metropolitana de Porto Alegre/RS e nas Comunas Socialistas: El Maizal e Che Guevara localizados nos municipios de Simon Planas e Caracciolo Parra Olmiedo. A pesquisa se desenvolveu em dois paises: Brasil e Venezuela, em territorios rurais, onde foram acompanhadas duas experiencias agricolas nos Assentamentos Rurais da Reforma Agraria do Movimento dos Trabalhadores Rurais Sem Terra (MST), no Brasil e duas experiencias nas Comunas Socialistas (CS), ligadas ao Movimento Comunero na Republica Bolivariana na Venezuela. \u0000A pesquisa teve como objetivo principal analisar em que medida a luta politica travada pelos trabalhadores e trabalhadoras camponeses desenvolve consciencia de classe, auto-organizacao e experiencia na organizacao politica na perspectiva da emancipacao humana, autogestao e do poder popular. A partir deste objetivo, levantamos diversas indagacoes, tais como: de que forma tais experiencias tentam romper com a conhecida cisao entre concepcao e execucao do trabalho? Como a auto-organizacao dos trabalhadores e trabalhadoras se relaciona a um projeto alternativo ao capitalismo? As experiencias apontam para algo alem do conhecido desenvolvimentismo? \u0000Questionamos tambem quais sao os aspectos e elementos que evidenciam que as experiencias de producao ecologicas dos assentamentos do MST e das comunas agrarias bolivarianas, inseridas na proposta do Socialismo do seculo XXI, tem sido aquilo que se contrapoe: oposicao aos modelos produtivos do agronegocio e do rentismo? Mas o que ha em comum entre Brasil e Venezuela? Porque a escolha da Venezuela, se essa nao se trata de um pais tipicamente agrario? Quais paralelos comparativos seriam possiveis entre Assentamentos e Comunas? \u0000O criterio que nos levou a escolha dessas experiencias foram algumas razoes: a primeira da-se pela expressao do que a experiencia do MST e os Conselhos Comunais Venezuelanos vem representando nos ultimos anos e a segunda porque ambas as experiencias populares partem de concepcoes chave desta investigacao, quais sejam: a soberania alimentar, cooperacao, a autodeterminacao dos povos e o poder popular. \u0000A metodologia da pesquisa consistiu na perspectiva teorica do Materialismo Historico Dialetico (TRIVINOS, 1987; KOSIK, 2011), no campo da pesquisa qualitativa em educacao (LUDKE, 1986), delimitando-se um estudo comparado (FRANCO, 1992; 2002; 2009). Os procedimentos metodologicos envolveram revisao de literatura, analise documental, levantamento de dados primarios e secundarios, fase exploratoria e trabalho de campo. The article aims to analyze how the relationship between working hours and schooling are configured in the trajectory of migrants enrolled in "Youth and Adult Education"  in the city of Florianopolis/SC. We start with the analysis of labor exploitation through a journey that implies the necessary work and surplus work to produce more value, which expresses the extension and intensification of work, leaving little time for dedication to studies.  The research reveals that early entry into the labor market and long hours of working are an impediment to completing schooling.  To stay in school, migrant workers must choose which aspect of their life could  be sacrificed, such as resting or leisure time.

A PRODUÇÃO ACADÊMICA DO GT 09 DA ANPED: DIÁLOGOS ONLINE SOBRE O CAMPO TRABALHO E EDUCAÇÃO ANPED 09工作组的学术成果:工作与教育领域的在线对话

The article presents a dialogue with the works approved at the Southeast Regional Meeting of ANPED in 2020 for GT 09 Work and Education. It is an analysis of 16 systematized works that debate theoretical, methodological and empirical aspects, both in qualitative and quantitative aspects of their objects of study. From this set of works sent via Anped's systems in the form of an expanded summary and presented online, that is, without the costs of the face-to-face presentation in GT09, there are five thematic axes, namely: Education, work and high school and technician; Education, work and capital; Education, work and teaching work; Education, work and public policies; Education, work and education in the countryside. Here, a tendency of researchers to use the Marxist perspective to analyze reality is evidenced, which signal the crossing of the sanitary and global crisis, as an effect of yet another of the cyclical crises of capital. Thus, we identified that the theoretical concerns that support the works depart directly from the new context of pandemic, social isolation, remote education, unanimously, bring the mark that constitutes the identity element of the WG, as it indicates the concern as the theoretical consolidation and updating of basic and emerging contents related to the area of ​​Work and Education.

The article presents a research that sought to verify whether the production of media on weblogs can encourage the reflective thinking of students in Youth and Adult Education based on dialogues in the Community of Investigation. With a qualitative approach, the study was conducted with 17 students from the IFG – Campus Aparecida de Goiânia. An increase in expressiveness was observed, associating curricular content with opinions and life stories of the research participants, which proved to be effective for reflective training in the perspective of emancipation. This article presents an analysis carried out on recent educational policies implemented in the state system of basic education in Sao Paulo, specifically those aimed at aligning Youth and Adult Education with the principles of the Secondary Education Reform. From a theoretical discussion supported by the conceptions of critical pedagogy, we analyzed the documents and official normative guidelines of Seduc-SP for the implementation of EJATEC in schools. We conclude that this is another attack on the right of the working class to education, insofar as it submits it even more to privatist interests, whose objectives go against what is expected of an emancipatory education.
本文对圣保罗国家基础教育系统最近实施的教育政策进行了分析,特别是那些旨在使青年和成人教育与中学教育改革的原则保持一致的政策。从批判性教育学概念支持的理论讨论出发,我们分析了在学校实施EJATEC的文件和官方规范指南。我们的结论是,这是对工人阶级受教育权利的又一次攻击,因为它将工人阶级的受教育权利更多地交给了私人化利益集团,而私人化利益集团的目标与人们对解放性教育的期望背道而驰。
