During a PPP (Public Private Partnership) project procurement, the private contractors priced the risk metrics and further negotiation has to be carried out until bother parties finally reach an agreement and sign the contract. The negotiations should consider whether the public sector should either accept the high risk cost, share the risks with the public sector, or retain the risk in the public sector. In the negotiation process, the decision of risk sharing is one of the most difficult task. When one party receives an offer (or counteroffer) from its opponent, he will analyses the offer, modifies its beliefs about the opponent and makes a counteroffer accordingly. The updated belief then becomes the agent's prior knowledge in the next updating process. An agent can finally get a relatively accurate belief about the opponent even if its initial domain knowledge is not so accurate. Both sides information is becoming clear once the negotiation goes further deeper. This paper adopted Bayesian updating techniques to provide a method for a new approach of risk allocation, which focusing how to distribute risk management responsibility between the public client and private contractor.

This is an application research paper on mobile communication service enterprise's fine investment management. In order to make investment decision more accurate, it is very important to consider not only from the financial aspect, but also from the internal business and service operation process of the enterprise. By deeply tracking mobile operation company's business and operation process, combining with the influence on investment, network capacity, the scale of communication operation usage, operation revenue and profit of each phase of the process, the paper epurates the critical service path and influencing factors for a fine investment decision. On this basis, the paper works out an operable three-layer investment management model from the three aspects of control, precaution and timely analysis. The model mentioned in the paper has been implemented by China Mobile Group and has achieved a very good result. And it has been brought into China Mobile Group's management information system construction.

This paper researches how to improve sales quality system(SQS) by adopting ‘Failure Mode and Effects Analysis’ and proposes these concrete techniques. Based on this, this paper then provides a typical example of SQS in LY company and states these countermeasures to improve SQS. The paper applied the front and back-stage approach into service BPR through a detailed case study in catering service. It justified the effectiveness of decoupling front and back-stage for service BPR in dealing with the feature of customer contact in service process. And it also identified the role of technology in both BPR project and decoupling approach. Finally the issues related to balance-striking among various operational objectives in decision of front and back stage were also discussed.

This article uses the data from the FDI in China's service industry to analyze the service industry using the foreign direct investment's technology spillover effect on China's service industry. The results show that the development of FDI in China's service industry exists the technology spillovers. And then this paper proposes some related policies and suggestion that China should open up the service industry and expand the FDI in the service industry.

The paper describes a new preference method and its use in E-workflow composition based on context-aware. The E-workflow composition is achieved by the evolution of the mobile agent based on the semantic negotiation. The mobile agent use projection-join closure to capture such message situations, the optimization of the E-workflow composition is translated into dynamic services selection with QoS global optimization. We propose a fuzzy preferences evolutionary algorithm to resolve it. The simulation results show that the approach can significantly improve the performance. It adapts well to the changes of uncertainty environments

This study is based on a case study on a recent knowledge and technology transfer in the IC firms and interesting insights gained. The transfer methodology and the performance were investigated. Based on an in depth evaluation of the project setup and a lessons learned workshop after the project, improvements to the project setup are proposed. The IC firm extends semiconductor manufacturing sites (wafer fabs) for rapidly growing IC market. One multi national companies built new fabs and have to transfer the manufacturing knowledge and technology to new sub-fabs. This study purpose is to propose an efficient methodology for multinational intra-firm knowledge and technology transfer (MIFKTT) in the IC firms.

In a decentralized supply chain, raw material supply uncertainty, phantom orders of downstream firm as well as huge investment sunk costs leads to supplier's production capacity manipulation behavior. A supply chain consisting of a supplier and a retailer who faces a newsvendor problem is considered. The impact of supplier's production capacity manipulation on retailer's purchase decision is discussed. The retailer can adopt a menu of two part tariff contract regarding the terms of trade and capacity. Both supplier and retailer have prior belief about counterpart decision behavior. Then, we construct menus of two part tariff contract offered by the retailer to the supplier who has production capacity manipulation and type dependent reservation profits. Our results show that when capacity difference between type H supplier and type L supplier is higher than a critical threshold, the retailer offers two kinds of optimal menus of two part tariff contract in view of reservation profits difference between the type H supplier and type L supplier, and that both supplier and retailer's prior belief about counterpart decision behavior affect optimal menus of two part tariff contract. Finally, a case study shows our conclusions.

This paper analyses the efficiency of the regional R&D service industry technological innovation activities process from elements input to science and technology (S&T) output and transformation with the data of R&D activity in Chinese provinces from 2000 to 2006 by means of C2R (CCR) model of Data Envelopment Analysis (DEA) technology. The results show that most of China's regional R&D service industry run short of efficiency in technological innovation activities, while there exist distinct differences among them.
