DETERMINANTS OF SUCCESSFUL IMPLEMENTATION OF INTEGRATED TAX PROJECTS OF KENYA REVENUE AUTHORITY, KENYA 肯尼亚税务局综合税收项目成功实施的决定因素,肯尼亚

Purpose: The current study sought to establish the determinants of successful implementation of integrated tax projects of Kenya Revenue Authority, Kenya.Methodology: A descriptive design was adopted. The target population was 353 project managers, assistant project managers and supervisors of the four integrated tax projects at Kenya Revenue Authority. A sample size of 187 was determined through Yamane formula and stratified. Data analysis was quantitatively analyzed using the statistical package for social scientists (SPSS V20) for both descriptive and inferential statistics.Results: The study findings showed that stakeholder participation, project control, project planning and resource management positively influence implementation of the integrated tax projects significantly.Recommendations: Based on the findings, the study recommends the need for KRA to improve project-planning practices, improve resource management practices. This can be done by having adequate financial resources for each project, availability of adequate material to support project activities, having sound technical expertise for every project having knowledgeable personnel who understands the technical requirements of the project and using relevant technology for each project. The study also recommends a need for KRA to improve its project control practices. This can be done by incorporating policy, procedures and standards of implementation, having quality assurance policies and standards, having quality auditing, and specifications, using control charts and analysis and applying budget and budgetary controls when managing projects. Lastly, the study recommends a need for KRA to improve its stakeholder participation practices. This can be realized through increasing the stakeholder’s participation in the design of the project plan, identification of the scope and benefits of the project, implementation of the project and project monitoring and evaluation.

INFLUENCE OF PROJECT STRENGTHENING ON PROJECT OUTCOMES IN UNITED NATIONS AGENCIES IN KENYA 加强项目对联合国驻肯尼亚机构项目成果的影响

Purpose: This study addressed how project strengthening influenced project outcomes in United Nations’ Agencies in Kenya. UN agencies have valid interests in using capacity building amid humanitarian action as a means to deliver project outcomes more efficiently. They also have a responsibility to ensure that local and national actors are ultimately better able to take charge of their own work. Difficulties arise because these short- and long-term goals generally require different strategies, partnerships and funding mechanisms. These differing and sometimes conflicting goals need to be managed better if the sector is to match its rhetoric with on-the-ground programming choices.Methodology: The study adopted a descriptive research design guided by cross sectional survey.  The study findings showed a great influence of project strengthening to the Project outcomes in UN agencies.Results: The results indicated a regression analysis value of t – Calculated which was greater than 2 (i.e. 6.855) and P Value is 0.018 at 95% level of significance that is less than 5%.  The null hypothesis was subsequently rejected and it was concluded that project strengthening had a significant positive influence on project outcomes in UN agencies in Kenya.Unique Contribution to policy, practice and theory: The study recommended that there is need to enhance project financing mechanisms for sustainability of project outcomes as it reduces budgetary constraints, reduces cost overruns, reduces interference with implementation of the project schedule, and reduces insufficient capital to run project activities. The internal controls such as record keeping and ensuring sufficient funds are offered for the sustainability of the project outcomes.

DETERMINANTS OF SUCCESSFUL IMPLEMENTATION OF NON- GOVERNMENTAL ORGANIZATIONS HEALTH PROJECTS IN KIBERA INFORMAL SETTLEMENT, KENYA 肯尼亚基贝拉非正式定居点成功实施非政府组织卫生项目的决定因素

Purpose: The current study sought to establish determinants of successful implementation of non-government organization health projects in Kibera informal settlement. The study sought to establish how community participation, resource mobilization, communication and project control determines successful implementation of health projects for NGOs operating in Kibera informal settlement.Methodology: The study adopted a descriptive survey design and 116 questionnaires were issued but only 92 questionnaires were received which represented a 79% response rate.Results: The results of the study revealed that resource mobilization, communication and project control positively and significantly determined successful implementation of health projects by Non-Governmental organizations in Kibera as shown by r=0.443, r=0.511 and r=0.798 respectively while community participation negatively determined the implementation success of the projects (r= -0.078).Recommendations: The study recommends that NGOs implementing health projects in Kibera should focus on mobilizing resources since the practice contributes to successful implementation of the projects. NGOs can achieve this by actively engaging sponsors, conducting harambees, networking and presenting grant proposals to prospective financiers to solicit resources for implementing the health projects. Additionally, the study recommends that NGOs implementing health projects in Kibera should focus on project communication since the practice contributes to successful implementation of the projects. NGOs can achieve this by establishing a concise project communication plan, and through continuous communication with project teams and stakeholders on matters concerning the progress of the project. The study further recommends that NGOs implementing health projects in Kibera should focus on project control since the practice contributes to successful implementation of the projects.NGOs can achieve this by using project management information systems in designing and controlling health projects, conducting a variance analysis on the progress of the project and by providing updates on the status of the project to the relevant stakeholders.

DETERMINANTS OF SUSTAINABILITY OF DONOR FUNDED COMMUNITY PROJECTS IN GARISSA COUNTY 加里萨县捐助方资助社区项目可持续性的决定因素

Purpose: This study sought to assess the determinants of sustainability of donor funded community projects in Garissa County. The study specifically focused on community participation, financial administration, training and leadership and management on sustainability of donor funded community projects in Garissa County. The variables were anchored by the freirean theory, results theory, competency theory and the systems theory.Methodology: The study adopted a descriptive research design and the population included donor funded project managers, donor agencies and project beneficiaries. Mugenda and Mugenda’s sample determination formula to acquire a sample size of 246 respondents. Further, the study employed stratified sampling so as to determine the exact number of respondents from the different categories. Primary data was collected through semi structured questionnaire while secondary data was collected through  desk search techniques from the internet from past scholarly articles. Quantitative data was analysed using a multivariate regression model while qualitative data was analysed using content analysis method.Results: Inferential results revealed a positive and significant relationship between community participation and sustainability of donor funded community projects and also positive and significant association between financial management and sustainability of donor funded community projects in Garissa County.Contribution: The study concluded that an improvement in various indicators of community participation such as donor funded community projects leaders’ vision, community empowerment and community decision-making, programme planning, monitoring and evaluation, leadership and management skills, establishment of linkages between project components, supervision and mobilization of local resources will result to positive and significant effect on sustainability of donor funded community projects in Garissa County. The study also concluded that improvement in some of the indicators that define financial management results to positive and significant effect on sustainability of donor funded community projects in Garissa County.

DETERMINANTS OF SUCCESSFUL PROJECT MANAGEMENT PRACTICES ON PERFORMANCE OF ROADS PROJECTS AT KENYA NATIONAL HIGHWAYS AUTHORITY 肯尼亚国家公路管理局道路项目绩效成功项目管理实践的决定因素

Purpose: The study aims at investigating the determinants of successful project management practices on performance of roads projects at Kenya National Highways Authority. This study was limited to four variables, which include project monitoring, management support, Project team, and Project funding.Methodology: The study employed a descriptive research design. The target population included the top project management team of KeNHA, Monitoring Officers of KeNHA, Project Engineers (PEs), financial officers and auditors, Consultants and Contractors in the entire structure of KeNHA totaling to 174. The study employed stratified random sampling technique to acquire a sample size of 87. The study collected both quantitative and qualitative data through the use of a organized survey of questionnaire. Data was presented in the form of frequency distribution tables, graphs and pie charts that facilitates description and explanation of the study findings. Results: The study findings revealed that project monitoring, management support, Project team competency and Project funding influence performance of roads projects at KeNHA. The results of findings indicates that a unit increase in project monitoring, management support  Project team competency and Project funding leads to 0.873, 0.581, 0.713 and 0.289 increase in performance of roads projects at KeNHA respectively. The study concluded that Project Funds greatly influence road Project Completion. Recommendations: The study recommends that management should provide the necessary provision to the practical and operating workers in the development of road project operations for real and practical success of objectives. Highly qualified and experienced management support with a relevant experience and technical skills should be hired to implement road projects. This will enable the Kenya government get value for their money, achieve on-time projects completion and save huge costs.

This study was limited to four variables, which include project monitoring, management support, Project team, and Project funding.Methodology: The study employed a descriptive research design. The target population included the top project management team of KeNHA, Monitoring Officers of KeNHA, Project Engineers (PEs), financial officers and auditors, Consultants and Contractors in the entire structure of KeNHA totaling to 174. The study employed stratified random sampling technique to acquire a sample size of 87. The study collected both quantitative and qualitative data through the use of a organized survey of questionnaire. Data was presented in the form of frequency distribution tables, graphs and pie charts that facilitates description and explanation of the study findings. Results: The study findings revealed that project monitoring, management support, Project team competency and Project funding influence performance of roads projects at KeNHA. The results of findings indicates that a unit increase in project monitoring, management support  Project team competency and Project funding leads to 0.873, 0.581, 0.713 and 0.289 increase in performance of roads projects at KeNHA respectively. The study concluded that Project Funds greatly influence road Project Completion. Recommendations: The study recommends that management should provide the necessary provision to the practical and operating workers in the development of road project operations for real and practical success of objectives. Highly qualified and experienced management support with a relevant experience and technical skills should be hired to implement road projects. Purpose: The current study sought to establish the entrepreneurial determinants affecting the growth of small and medium enterprises in the motor vehicle industry in Nairobi county, Kenya. The study specifically aimed at assessing how entrepreneurial innovativeness, Service Quality, Entrepreneurial Competency and business operational policies determines the growth of SMEs in motor vehicle industry in Nairobi County, Kenya. Methodology: The study was anchored on Schumpeter’s Innovation Theory, Commitment Trust Theory, Competency Theory and Policy Theory. A descriptive research design was adopted and the target population comprised of SMEs operating within Central Business District in Nairobi County. A total of 245SMEs were targeted and the unit of observation comprised of owners, managers and supervisors of the enterprises. A census approach was adopted where all the targeted enterprises were involved in the study. Questionnaires were used for collecting data both qualitative and quantitative data. The study conducted a pilot on 12 small enterprises in Kiambu County before collecting data for the main study to assess the reliability and validity of the questionnaires. Data was analyzed using both Microsoft excel and SPSS tools. Both descriptive and inferential statistics were used. The study findings were presented in form of tables and figures for easier interpretation. Findings: The study concludes that the entrepreneurial innovativeness level has a positive and significant influence on the growth of SMEs in motor vehicle industry in Nairobi County, Kenya. In addition, the study concludes that the service quality has a positive and significant influence on the growth of SMEs in motor vehicle industry in Nairobi County, Kenya. Further, the study concludes that the entrepreneurial competency has a positive and significant influence on the growth of SMEs in motor vehicle industry in Nairobi County, Kenya. The study also concludes that the business operational policies have a positive and significant influence on the growth of SMEs in motor vehicle industry in Nairobi County, Kenya. Unique Contribution to Theory, Practice and Policy: From the results, the study recommends that the management of SMEs in the motor vehicle industry should enhance their ability to introduce new product, new services and ability to capture market niche of products and services. In addition, that the management of SMEs in the motor vehicle industry should be more focused on ensuring quality services are provided to their customers.

COST RISK’S RELIABILITY AND VALIDITY OF RESIDENTIAL BUILDING PROJECT’S WHOLE LIFE CYCLE IN THE UNITED ARAB EMIRATES 阿联酋住宅建筑项目全生命周期成本风险的可靠性和有效性

Purpose – Project management cost and risk modelling is experiencing the challenge of identifying cost risks values to maintain accurate modelling, estimating, and assessment. Latest research focused on cost and risk modelling and estimation. The significance of cost risks numerical values come from its ability to be used in many different analysis and approaches. This article aims to identify residential building projects’ whole life cycle cost risks numerical values in UAE at the preconstruction stage and ensure its reliability and validity. Methodology – The approach of this research is pure quantitative. The methodology of this research is to collect data though conducting face-to-face interviews quantitatively (i.e., cost risks values). The survey is using PMBOK risk matrix (i.e., probability vs. impact). Finally, data correlation and regression modelling ware done to ensure the reliability and validity of each cost risk value. Findings – This paper was able to deliver reliable and valid residential project’s whole life cycle cost risks values (i.e., 117 cost risks) for direct use in future research or practical professional cost analysis. Unique contribution to theory, practice and policy – This article contribution to the project management body of knowledge is to collect all relevant cost risks (i.e., 117 cost risks) and obtain their values from UAE field experts for the first time. The provided values are for residential project in UAE only. The perspective of how to look to cost risks values in this article (i.e., contractors’ and clients’ views) should be considered at the time of using the data. The consultancy services organizations will have different cost risks because they do not deal with delivering the final product, but they provide supporting services (i.e., design and supervision) to facilitate delivering the project.

Purpose – Project management field is experiencing many challenges to maintain its performance within planned budget. Latest research focused on cost modelling and estimation. The significance of cost modelling comes from the forecasted information value. It is needed in the United Arab Emirates to satisfy the future vision and strategies. Methodology – This article aims to model project's whole life cycle costs of residential buildings in UAE at the preconstruction stage, choosing VENSIM system dynamics approach. The objective is to simulate dynamically cost over time for all outputs. The approach of this research is pure quantitative. It requires mapping diagrams and mathematical computation systems. DEMO simulation and real data verification modelling are used to ensure the outputs’ validity. The mean absolute deviation and mean square error are used for measuring the estimation accuracy. Findings – This research proved that VENSIM system dynamics approach can model and estimate residential building project’s cost and cash flow dynamically through time, with high accuracy, in the United Arab Emirates. Unique contribution to theory, practice and policy – This research provides the first cost estimation modelling for residential projects’ whole life cycle using VENSIM system dynamics approach. It is opening new research opportunities in cost modelling and estimating fields. The theoretical-implications, practical-implications, and limitations are presented in the conclusion for future research.

Purpose – Although projects’ experts always take into consideration the related cost-risks. They are experiencing the challenge of not being able to finish the project within the estimated budget. Latest cost-risks studies concentrated on modelling and estimating risks at the preconstruction stage. This article aims to approach Monte-Carlo simulation using stochastic mathematical modelling to measure cost-risks error (i.e., adjusting cost-risks). Methodology – The approach of this research is solely quantitative. It is using statistical modelling and simulations to ensure the accuracy and precision of the developed Monte-Carlo model. However, this study is utilizing Microsoft Office Excel Software Mersenne twister algorithm to generate random numbers to ensure most accurate Monte-Carlo approach. The mathematical equations system is built into Excel. Findings – The research outputs are considered significant in project management body of knowledge. This is because of the resulted evidence that is proving the applicability to measure cost risks error using Monte-Carlo simulation. This study presented cost risks and differentiated between contractors’ and clients’ views.    Unique contribution to theory, practice and policy – The originality of this article comes from providing the first Monte-Carlo approach for measuring projects’ cost-risks error from client’s perspective. The theoretical-implications, practical-implications, and limitations are presented in the conclusion for future research.
