The Chief of Naval Material established the Tactical Electromagnetic Systems Study (TESS) Action Council to evaluate a comprehensive report of electromagnetic systems problems within the Navy relating to the areas of Electromagnetic Compatibility (EMC), Electromagnetic Pulse (EM P), Electrom agnetic Vulnerability (EMV), Electronic Countermeasures (ECM) /Electronic Counter-Countermeasures (ECCM), Electromagnetic Power and, Electromagnetic Safety. The TESS Action Council will formulate a plan of action and milestones which will address ways to improve the design and procurement of Navy electromagnetic systems and equipments, and will develop a plan for reseach and development to meet future needs.

EMC, to those of us who are mystified by it, has always seemed to be a "Black Art." Transients appeared on communication data links and then mysteriously dis appeared when the engineer rerouted a wire or shielded a cable. The secrets of EMC were revealed to a select few who were called "EMC engineers" and worked in shielded rooms or anechoic chambers. Fortunately, although complex, EMC is not a mystery but a realistic science governed by physical laws which are mathemat ically definable and capable of being modeled.

The operation of .industrial, Scientific and medical (ISM) equipment in the USA is re gulated under Part 18 of FCC Rules. Adopted in 1947, these rules, except for a few minor revisions, have remained essentially unchanged. The time has arrived, because of changes in technology and because of recent changes in the rules dealing with equipment authoriza tions,, for the Commission to overhaul Part 18. The first step in this task to revise Part 18 was the release of a Notice of Inquiry, adop ted March 10, 1976. This paper will discuss some contemplated changes and several EMC con siderations in formulating new standards for ISM equipment.

The article describes the technique of interference measurements in a wiring systems of vehicles which is useful in assessing the conditions of the compatible operation of a car radio-receiver. Research shows that a cur rent probe is a particularly useful instru ment in the measurement of such interferen ces. Results of appropriate measurements are given, together with conclusions concerning an efficient and economical interference sup pression method for the satisfactory opera tion of a car radio-receiver. Also discussed are the reasons for the different efficiency of an individual suppressor at the same fre quency in various types of engine electrical installation.

When in September 1 9 7 5 the prototype 0^ of the PANAVIA "Tornado", (Multi Role Com bat Aircraft = MRCA), took off the runway for the maiden flight, this set the signal for starting to close the system loop between Aerodynamics Flight Control Avionics in the air. A/C was the first MRCA fully equipped with the especially de signed Avionics system, and had to demon strate the optimised co-operation and com patibility of all airborne systems.

A method is presented for determining the lost service area of a communications system due to interfering signals of a known origin. Simplification of propagation equations allows the area of protection to be approximated as a circle when a desired signal and an interfering signal are present. The service area geometry may either be circular or rectangular.
