Analisis Pemangku Kepentingan dalam Pengembangan Energi Terbarukan: Studi Kasus Pembangkit Listrik Tenaga Surya (PLTS) Desa Muara Enggelam 可再生能源发展利益相关者分析:东北河口发电厂案例研究

Desa Muara Enggelam berlokasi di Kabupaten Kutai Kartanegar, Provinsi Kalimantan Timur. Terbatasnya akses listrik menyulitkan masyarakat desa dalam menjalankan aktivitas perekonomiannya. Potensi sumber daya matahari yang melimpah mendorong Pemerintah Kabupaten Kutai Kartanegara melalui Dinas Energi dan Sumber Daya Mineral (ESDM) untuk berinovasi mengembangkan sumber Energi Terbarukan. Berkat upaya tersebut, Desa Enggelam dapat menikmati manfaat dari Pembangkit Listrik Tenaga Surya (PLTS) dengan biaya murah dan dikelola langsung oleh BUMDes “Bersinar Desaku”. Hingga saat ini, masyarakat dapat memaksimalkan aktivitasnya baik di sektor perikanan, pertanian, dan industri rumahan. Pengembangan PLTS Komunal yang berkelanjutan tidak serta merta dapat diwujudkan begitu saja dalam waktu singkat, terdapat sejumlah stakeholdes yang berperan penting dalam pengembangan PLTS Komunal Desa Muara Enggelam. Penelitian mengenai analisis peran stakeholders dalam pengelolaan PLTS Komunal yang berkelanjutan belum pernah dilakukan sebelumnya. Tujuan penelitian ini adalah untuk menganalisis: (1) Siapa saja stakeholders yang terlibat dalam pengembangan PLTS Komunal Desa Muara Enggelam; (2) Bagaimana peran strategis stakeholders tersebut, dan (3) Apa saja faktor – faktor pendukung dan penghambat pengelolaan PLTS Komunal Desa Muara Enggelam. Penelitian ini merupakan penelitian kualitatif deskriptif dengan melakukan wawancara mendalam secara daring, dokumentasi, dan studi literatur. Teknik analisis data menggunakan aplikasi ATLAS.ti dengan berpedoman pada teori mengenai peran stakeholders. Adapun hasil dari penelitian ini adalah terdapat 15 stakeholders yang terlibat secara langsung maupun tidak langsung, baik pemerintah pusat, pemerintah daerah, pemerintah desa, akademisi, BUMDes, swasta, dan kelompok masyarakat. Penelitian ini dapat menjadi masukan dan strategi bagi pemerintah daerah sebagai strategi pengembangan EBT yang berkelanjutan.

Spin Off atau Konversi Syariah?: Studi Kebijakan Kewajiban Spin Off Unit Usaha Syariah di Indonesia 旋转还是转换伊斯兰教法?:研究伊斯兰教法在印尼的旋转义务政策努力

ABSTRAK Penelitian ini bertujuan untuk menguji faktor penentu Keputusan memilih spin off atau konversi dari sisi nasabah bank. Penelitian ini kemudian mengaitkannya dengan pengambilan kebijakan yang tepat bagi pemegang saham Bank untuk spin of atau konversi. Keputusan nasabah yang diuji adalah pengaruh kompetensi karyawan, Promotion bank, Teknologi Bank terhadap Keputusan memilih layanan Bank Syariah dengan Religiusitas Nasabah sebagai variabel mediasi. Penelitian ini menggunakan analisis SEM PLS dengan mengambil kasus Bank SUMUT yang menghadapi pilihan untuk melakukan spin off atau konversi. Sampel penelitian sebanyak 83 orang nasabah diperoleh secara purposive dengan penyebaran angket ke seluruh kantor cabang bank SUMUT. Hasil penelitian menunjukkan bahwa variabel kompetensi, Teknologi dan religiusitas berpengaruh positif dan signifikan terhadap keputusan nasabah memilih spin off atau konversi. Akan tetapi Variable Religiusitas tidak mampu memperkuat pengaruh Kompetensi maupun Teknologi terhadap Keputusan memilih layanan syariah. Penelitian ini menyimpulkan bahwa apabila nasabah telah merasa nyaman dengan kompetensi karyawan dan kualitas teknologi bank, maka keputusan nasabah memilih layanan syariah menjadi rasional tanpa perlu mendapat penguatan dari religiusitas. Penelitian ini berimplikasi merekomendasikan agar pemegang saham Bank yang memiliki UUS mengambil kebijakan memilih untuk melakukan konversi daripada spin off. ABSTRAK& # x0D;& # x0D;本研究的目的是测试决策的决定因素,选择银行客户的转离或转换。然后,这项研究将其与采取正确的政策来改变银行股东的方向。测试客户的决定是员工能力、银行推广、银行技术对选择伊斯兰银行宗教服务作为中介变量的决定的影响。本研究使用SEM分析,将SUMUT银行的案例进行选择旋转或转换。通过将工资分散到苏穆特银行的所有分支机构,获得了多达83名客户的研究样本。研究结果表明,能力、技术和宗教多样性对客户选择平移或转换的决定产生积极而重要的影响。然而,宗教信仰的变革性并没有增强选择伊斯兰服务的能力和技术的影响。这项研究的结论是,如果客户对银行的员工能力和技术质量感到满意,那么选择伊斯兰服务的决定就会变得理性,而不需要宗教强化。这项研究牵涉到建议拥有UUS的银行股东选择进行转换而不是绕圈子。关键词:能力、转换、宗教、旋转、技术& # x0D;& # x0D;

Analisis Kompetensi Aparatur dalam Perencanaan dan Penganggaran yang Responsif Gender di Sumatera Utara 北苏门答腊性别反应策划和预算的人事能力分析

Gender mainstreaming in development is required with the issuance of various regulations. The implementation is carried out through Gender Responsive Planning and Budgeting (GRPB). This research aims to find out the competence of HR planners in implementing gender responsive planning and budgeting in North Sumatra regional development programs/activities. This research used qualitative, and the data used are primary data and secondary data. Primary data were collected through questionnaires and limited interviews with employees and head of department in the Regional Government Organization (RGO) of North Sumatra Province. Secondary data is obtained from relevant documents and references. The data were analyzed descriptively to obtain actual conditions/problems which were then used as the basis for the preparation of the GRPB Consulting Clinic design in order to increase the competence of human resource planners and improving the implementation of gender mainstreaming in the development of the North Sumatra region. From this case, it was found that the realization of GRPB in North Sumatra regional development programs/activities was still low and did not reach the target. This is due to the lack of commitment from the RGO leadership and the Regional GRPB Secretariat and the low competence (knowledge and skills/ability) of HR Planning in RGO regarding the GAP (Gender Analysis Pathway) and GBS (Gender Budget Statement) techniques as GRPB analysis tools. To advance the competence of the planning human resources, it is necessary to operate a GRPB Consulting Clinic which can be contacted every day, with the following tasks/activities: providing consultation on GRPB, namely knowledge and skills regarding Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS) techniques, as well as increasing the quantity and the quality of filling out GAP and GBS forms for development programs/activities. Kebijakan Hukum Terhadap Perlindungan Tenaga Kerja yang Mengalami Kecelakaan Kerja 因工作事故而受到保护的法律政策

Penelitian ini membahas tentang kebijakan hukum perlindungan terhadap tenaga kerja yang mengalami kecelakaan kerja untuk mengetahui perlindungan hukum dan factor yang mencegah kecelakaan kerja bagi tenaga kerja. Metode penelitian yang digunakan ialah penelitian hukum normatif (Normative Law Research). Sesuai dengan jenis dan sifat penelitiannya, sumber data yang digunakan adalah data sekunder yang terdiri dari bahan hukum primer berupa Undang-Undang No 13 tahun 2003 tentang Ketenagakerjaan yang diperbaharui pada Undang-Undang No 11 tahun 2020. Analisis bahan hukum dilakukan dengan menggunakan metode analisis isi (centent analysis method) yang dilakukan dengan mendeskripsikan materi peristiwa hukum atau produk hukum secara detail guna memudahkan interpretasi dalam pembahasan. Hasil penelitian yang diperoleh bagaimana perlindungan hukum bagi tenaga kerja yang mengalami kecelakaan kerja dan upaya perlindungan hukumnya yang terdapat pada Undang-Undang Keteagakerjaan. Perlunya kebijakan perlindungan tenaga kerja didasarkan pada kenyataan bahwa setiap pekerja menghadapi berbagai resiko, baik di dalam maupun di luar pekerjaan. Risiko-risiko tersebut berpotensi menurunkan tingkat kesejahteraan pekerja dan keluarganya. Kebijakan-kebijakan yang dijalankan oleh pemerintah sesuai dengan kebijakan ketenagakerjaan adalah untuk meningkatkan kesejahteraan para pekerja/buruh dengan berbagai upaya diantaranya perbaikan upah, jaminan sosial, perbaikan kondisi kerja, dalam hal ini untuk meningkatkan kedudukan harkat dan martabat tenaga kerja. Kecelakaan kerja termasuk resiko dari pekerjaan berbagai risiko yang harus dihadapi oleh tenaga kerja dalam melakukan pekerjaannya. Untuk menanggulangi hilangnya sebagian atau seluruh penghasilan yang diakibatkan oleh adanya risiko-risiko sosial seperti kematian atau cacat karena kecelakaan kerja baik fisik maupun mental, maka diperlukan adanya jaminan kecelakaan kerja.

Kajian Kesiapan Pemerintah Daerah Kabupaten Batang Dalam Menghadapi Proyek Strategis Nasional (PSN) Kawasan Industri Terpadu (KIT) Batang 巴塘地区地方政府面对巴塘综合工业区(KIT)国家战略项目(PSN)的准备情况研究

Pembangunan Kawasan Industri Terpadu Batang (KIT Batang) merupakan salah satu Proyek Strategis Nasional (PSN) yang ditetapkan dengan Peraturan Presiden. Proyek ini sejalan dengan tujuan penataan ruang Kabupaten Batang, yaitu terwujudnya ruang wilayah Kabupaten yang memiliki daya tarik bagi investasi pada sektor industri. Penelitian ini bertujuan untuk menganalisis kesiapan Pemerintah Daerah Kabupaten Batang dalam aspek kebijakan, kelembagaan, finansial, sarana dan prasarana dalam menghadapi PSN Kawasan Industri Terpadu Batang. Pengumpulan data dilakukan dengan metode studi literatur dan wawancara. Selanjutnya data dan informasi yang diperoleh dianalisis dengan metode deskriptif dan analisis skoring. Kriteria kesiapan daerah dinilai berdasarkan perhitungan skor dengan kategori tidak siap, cukup siap, siap, dan sangat siap. Hasil penelitian menunjukkan bahwa Pemerintah Daerah (Pemda) Kabupaten Batang termasuk dalam kategori sangat siap untuk menyambut PSN KIT Batang. Kebijakan pada level daerah menunjukkan respon yang baik dan cepat dari Pemda terhadap kebijakan nasional. Demikian pula dalam konteks penyiapan program-program rencana tata ruang di sekitar KIT Batang, pembangunan infrastruktur dan pengalokasian anggaran telah direncanakan dengan cepat dan terprogram, sehingga proses pembangunan KIT Batang saat ini berjalan dengan lancar. Selanjutnya Pemda Batang perlu memfasilitasi peningkatan kualifikasi pendidikan dan keterampilan masyarakat agar pada saatnya nanti memiliki kompetensi yang sesuai dengan kebutuhan tenaga kerja di sektor industri.

Analisis Kejadian Putus Pakai Kontrasepsi di Provinsi Sumatera Utara 分析北苏门答腊省避孕用品短缺事件

The Family Planning Program (KB) is one of the strategies carried out by the government to suppress the increase in the rate of population growth. The Family Planning Program (KB) will not run well if there is a family planning dropout. Women of childbearing age (WUS) who experience discontinuation of family planning will increase the risk of conception. This study uses secondary data from the 2017 IDHS for 945 women of childbearing age who have used modern family planning. This study uses secondary data from the 2017 IDHS for Women of Childbearing Age (WUS). This study uses cross-tabulation to determine the distribution of husbands' approval regarding family planning devices, wanting more children, side effects of family planning, the role of family planning service providers, and the incidence of dropping out of family planning use in North Sumatra Province. The results of this study indicate that there are 238 women of childbearing age (25.8%) who drop out of family planning use and 707 women of childbearing age (74.8%). The incidence of dropping out of family planning in North Sumatra Province mostly occurs to women of childbearing age who experience side effects of family planning as many as 238 women of childbearing age and women of childbearing age who still want more children many as 67 women of childbearing age. The BKKBN of North Sumatra Province must provide training to field worker family planning on side effects of family planning to improve the skills of PLKB in providing counselling about side effects of family planning in women of childbearing age. Fieldwork family planning North Sumatra Province must provide health counselling to women of childbearing age before deciding to use contraceptive methods to minimize the side effects of family planning in women of childbearing age.

This study explains the influence of Transformational Leadership, Organizational Commitment and Organizational Culture on Employee Performance. Quantitative research methods with cross-sectional techniques were used to reach 140 employees of PT Rumah Sakit Pelabuhan. The data analysis method uses the SEM method with the AMOS 21 program. This study provides findings indicating that Transformational Leadership, Organizational Commitment has an influence on Employee Performance. However, there is no effect of Organizational Commitment on Employee Performance. In addition, this research shows the importance of Organizational Culture in an organization to encourage employees to improve performance and achieve the targets desired by the company.

COMPLIANCE IN PAYING TAX PERSPECTIVE TAXPAYER ATTRIBUTES AND SANCTIONS 合规纳税透视纳税人属性与制裁

Awareness of paying taxes is the result of many factors, ranging from knowledge about taxes to the benefits of taxes received. Therefore, the government needs to make more efforts to win the hearts of the people so that awareness of paying taxes increases. Several things that need to be done are about how to motivate through friendly and pleasant tax services, to imposing sanctions on taxpayers who are clearly absent. The purpose of this research is to look at some of the internal and external factors that may influence the awareness of paying taxes. This study applies quantitative techniques with numerical data as a basis for drawing conclusions. The research data were processed using moderating-based regression statistical techniques. The research sample is 100 respondents, who are taxpayers in the South Jakarta area. The sampling technique was carried out by simple random sampling by distributing questionnaires. The results of the study state that awareness of paying taxes is a condition in which taxpayers are aware of their role in contributing to national development through taxes. Therefore, emotional factors such as providing motivation and tax services are one of the stimuli that strengthen awareness of paying taxes. This study aims to prove the effect of competence, team work, and placement on the performance of the Ministry of Defense Research and Development Agency personnel. This study uses a quantitative approach, survey methods and path analysis. The population is 72 employees. Using simple random sampling technique, 61 respondents were obtained. Data were analyzed using SPSS 25.00 software. The results of the study show that: Competence has a positive and significant direct effect on placement of 62.2%; The work team has a positive and significant direct effect on placement by 34%; Competence has a positive and significant direct effect on performance by 25.5%; The work team has a positive and significant direct effect on performance by 15.9%; Placement has a positive and significant direct effect on the performance of the Ministry of Defense Research and Development Agency personnel by 60.4%. The implication is that to improve the performance of the Ministry of Defense Research and Development Agency personnel, it is necessary to improve the quality of competence, the solidity of the work team, and the accuracy of the requirements for placement.Keywords: Competencies, Work Teams, Placements, Performance
摘要本研究旨在证明胜任力、团队合作与职位对国防部研究开发局人员绩效之影响。本研究采用定量方法、调查法和路径分析法。员工总数为72人。采用简单随机抽样法,共获得61名调查对象。数据分析采用SPSS 25.00软件。研究结果表明:胜任力对就业有显著正向直接影响的比例为62.2%;工作团队对安置率有正面显著的直接影响(34%);胜任力对绩效的直接正向显著影响为25.5%;工作团队对绩效的直接正向显著影响为15.9%;安置对国防部研究与发展机构人员的绩效有显著的正向直接影响,达到60.4%。言下之意是,要提高国防部研究开发机构人员的绩效,就必须提高能力素质、工作团队的稳固性和安置要求的准确性。关键词:胜任力,工作团队,安置,绩效

The organization is a place for several people or groups of people who carry out activities in achieving goals. In achieving its goals, the organization consists of organizations that have profit and non-profit goals. The development of both profit and non-profit organizations requires a leader with leadership skills. This study analyzes Servant Leadership in non-profit organizations. The method used is qualitative with a case study in a non-profit organization in the South Tangerang area. The study involved four informants with focus group discussions. Each informant gave a statement on the questions posed. The results of this focus group discussion obtained 5 categories of servant leadership in non-profit organizations. The five categories of servant leadership are (1) delegation, (2) integrity, (3) motivation, (4) human resource development, and (5) open communication.Keywords: Servant Leadership, Leadership, Non-Profit Organization
