portuguesO presente trabalho expoe uma discussao reflexiva sobre a trajetoria da Assistencia Social no que se refere as politicas de atendimento destinadas as criancas e aos adolescentes em situacao de violencia domestica no Brasil, a partir da promulgacao do Estatuto da Crianca e do Adolescente – ECA. Apresenta ainda um panorama historico das interpretacoes e atencoes construidas socialmente sobre a infância e adolescencia, bem como os avancos e desafios existentes no cenario atual. Tem por finalidade socializar contribuicoes analiticas acerca da tematica, principalmente no que diz respeito as estrategias de prevencao e enfrentamento as violacoes de direitos contra criancas e adolescentes. A metodologia utilizada compreende um estudo teorico-bibliografico e uma pesquisa documental de leis, portarias e normativas nacionais. As analises feitas apontam para a necessidade de permanentes esforcos em prol da defesa e garantia dos direitos preconizados por este marco regulatorio diante da ofensiva neoliberal. EnglishThis study exposes a reflective discussion about Social Assistance trajectory regarding policies aimed at children and adolescents victims of domestic violence in Brazil, from the promulgation of the Child and Adolescent Statute - ECA. It also presents a historical overview of the interpretations and attentions socially constructed on childhood and adolescence, as well as the advances and challenges in the current scenario. It aims to share analytical contributions on the theme, especially strategies for preventing and tackling rights violations. The methodology comprises a theoretical-bibliographic study and a research of laws, ordinances and national regulations. The analysis points to the need for permanent efforts to defend and guarantee the rights advocated by this regulatory framework in the face of neoliberal offensive.

This paper presents results from activities undertaken during the VII Paranaense Statute Seminar of Children and Adolescents: 30 years ECA: We breathe hope! Presenting ECA in schools in indigenous communities in the state of Parana was an opportunity to deepen the reflection on the subject and conduct a study on the challenges and prospects for applying ECA to indigenous children and adolescents. During the activity, of presenting ECA to the community, the emphasis was on the need to take a different look at the care of indigenous children and adolescents, showing that moments of dialogue are important to ensure fundamental rights and make citizenship effective. Among the results, we highlight the perception of the demand for municipal legislation to formalize the exclusive vacancy for indigenous representatives in the tutelary council, in addition to the recognition of the importance of taking the ECA debate to indigenous communities to promote the discussion of this public policy, and the verification of the relevance of studies and debates on the application of ECA to indigenous children and adolescents.

O Estatuto da Crianca e do Adolescente (ECA/1990) representa o progresso nas discussoes normativas, teoricas e sociais em relacao a infância e adolescencia no âmbito nacional e internacional. Apos tres decadas de sua promulgacao denotam-se avancos, permanencias e ainda possibilidades de (re)afirmacao do “antigo”, no atual contexto eivado de conservadorismo, impactando diretamente nas instituicoes e sujeitos que compoem o Sistema de Garantia de Direitos (SGD). Abordam-se elementos centrais do Sistema de Garantia de Direitos (SGD) e acoes voltadas a garantia dos direitos, decorridas tres decadas, registram-se avancos e permanencias que necessitam de superacao. Reflete-se ainda sobre questoes que apresentam a possibilidade da (re)afirmacao de principios e praticas anteriores a aprovacao do ECA. Os dados aqui apresentados derivam-se de fontes estatisticas de instituicoes publicas, trata-se de uma pesquisa de cunho documental. O presente texto consiste em uma sintese dos registros que compoem os projetos de pesquisa e de extensao em desenvolvimento desde o ano de 2015, vinculados ao Nucleo de Estudos da Crianca, Adolescente e Familia (NECAD).

This research seeks to compare the socio-political scenarios in which the university student movements of Brazil and Venezuela have developed. A historical summary of the political development of both countries during the twentieth and twenty-first centuries will be made, comparing their democratic and dictatorial cycles chronologically, then a brief summary of the most important moments and actions of the university student movements of both countries and their leaderships will be presented, to finally establish differences and similarities between the two movements. The category chosen for the study is part of the approach of Maria da Gloria Gohn for the study of social movements, a conceptual scheme that allows adequate delimitation and approximation to the movements of interest.

This article analyzes the aspects related to Access to Information under the bias of public policy (of State), considering the publication of Decree n.o 9,690, of January 23, 2019, which introduced changes in the regulation of the Access to Information Law, and the declaration of the confidentiality of the data that support the Social Security Reform proposal, converted into Constitutional Amendment n.o 103, of November 12, 2019 and the recent attempt to restrict Access to Information due to the Pandemic. This is a documentary and bibliographic research, with analysis qualitative, supported by data collected from the open public information systems of federal agencies and information vehicles. A brief analysis of the conjuncture related to the alleged intention to restrict Access to Information is made, which characterizes a serious affront to a basic constitutional guarantee, with scope for possible violations regarding human rights.

This article aims to make explicit the relationships between the advancement of neoliberalism and the institutionalization of the so called "safety nets" for the adolescents submitted to the instances of administration and control of juvenile crime in Brazil. It is a bibliographical and documentary research of exploratory-descriptive character, whose collection, systematization and data analysis followed the hermeneutic-dialectic method. The research results show that the currently accepted "network" social protection model for the administration of juvenile crime in Brazil has incorporated the specific type of state attention that is included in the Residual Matrix of Social Protection. The social results of the capitalist mode of production, the adherence of the Brazilian State to the principles of neoliberalism and neoconservatism, the juridical-administrative and social production of the "infractional act" as well as the differential classification of juvenile crime explain the economic character and the class nature present in the opposition between the private property and the unequal distribution of the socially produced material wealth.

This study presents an integrative literature review about deinstitucionalization of sheltered children and adolescents. To achieve this goal, we have mapped papers in the CAPES Portal, SciELO or Lilacs and published between 2003 and 2019 within the area of psychology. There were found 24 articles in accordance with the established criteria. The main topics covered in the articles were: family, adoption and deinstitutionalization after reaching full legal age. It was found that there was an expansion of the studies about the shelter and deinstitutionalization processes and that it is seen in ambiguous ways, sometimes being treated as a protective alternative, sometimes referred to as harmful to the sheltered person. It was possible to notice there is a lack of studies about deinstitutionalization after reaching full legal age. This is a serious gap, since a great amount of adolescent leave the institutions through this way.

The article presents a reflection on the right to social protection. The objective is to present aspects of social protection for children and adolescents based on legal advances and the National Social Assistance Policy. The arguments presented are based on bibliographic data and law No. 8742/93 updated by law No. 12435/2011 - Organic Law on Social Assistance and law No. 8,069, of July 13, 1990 - the Statute of Children and Adolescents. The text is organized in three parts, in the first the concept of citizenship and democracy is presented, followed by the debate on social protection, having as reference Esping-Andersen and Palier (2011), emphasizing the importance of the state function for guaranteeing rights. In the third part of the text, the social assistance policy and its historical and contemporary relationship with the guarantee of the rights of children and adolescents are analyzed. Finally, it points to the conjuncture of investment cuts in social policies and attack on social rights in a context of fiscal adjustments implemented since 2016.

EnglishChildren and adolescents’ citizen participation is a human right, made explicit in international and national norms. The participation in the political-institutional field, especially through the National Conferences on the Rights of Children and Adolescents (CNDCAs), took place inaccurately and gradually, but with relative advances throughout its editions. The results of the documentary research point to two participatory cycles of children and adolescents in the CNDCAs: the 1st cycle, in the period from 1995 to 2007, when seven editions of the CNDCAs were held; and the 2nd cycle, between 2009 and 2016, when three editions of the Conferences were held. The historical procedurality of this participation culminated with the inclusion of the axis "Protagonism and participation of children and adolescents" in the Decennial Plan for the Human Rights of Children and Adolescents. The data suggest that as of the 10th Conference we may have started the 3rd cycle of this participation. portuguesA participacao cidada de criancas e adolescentes e um direito humano, explicitado nas normativas internacionais e nacional. EnglishThe article discusses the peculiarities of the emergence of Social Work in Pernambuco in the 1940s. It presents historical notes addressing the aspects that define its embryonic character in those years, according to the variables related to training and professional body, institutionalization and occupational spaces. Founded in the marxian perspective of dialectical totality, the documentary study has as its data source the documents of the former School of Social Work of Pernambuco (1940-1970) and the monographs developed by the students of this institution between the years 1940-1960, besides the informed evidence in research and articles that dealt with this reality. It is concluded that the gestation of the profession in the 1940's state implied a peculiarity of Social Work more permeable (less refractory) to updating and / or innovative tendencies - whose spectrum includes, from the modernizing aspect, to the openly contending perspectives. portuguesO artigo trata das particularidades da emergencia do Servico Social em Pernambuco na decada de 1940. Apresenta notas historicas abordando os aspectos que definem seu carater embrionario nesses anos, segundo as variaveis relativas a formacao e corpo profissional, institucionalizacao e espacos ocupacionais. Fundado na perspectiva marxiana da totalidade dialetica, o estudo documental possui como fonte de dados os documentos da antiga Escola de Servico Social de Pernambuco (1940-1970) e as monografias desenvolvidas pelas alunas dessa instituicao entre os anos 1940-1960, alem das evidencias informadas em pesquisas e artigos que se debrucaram sobre essa realidade. Conclui-se que a gestacao da profissao no estado nos anos 1940 implicou uma particularidade do Servico Social mais permeavel (menos refrataria) a tendencias atualizadoras e/ou inovadoras, cujo espectro comporta, desde aquelas de cariz modernizador, ate as perspectivas abertamente contestadoras.
