At the present stage of development of society, tourism has occupied one of the leading places as a cultural and economic phenomenon. It is constantly changing and expanding the range of species and forms, offering new motives for travel. Currently, tourism is developing in a difficult epidemic situation, complicated by political cataclysms, which brings to the problem of finding new local resources to create a relevant proposal.The article is devoted to a comprehensive consideration of the problems and prospects of regional tou-rism development in Ukraine. The development of priority areas of tourism, in particular, such as domestic and foreign is possible through the use of domestic tourist and recreational opportunities of Ukrainian regional now.Comprehensive solution of regional tourism development in Ukraine requires further study and improvement of the management system, use of local resources and infrastructure development, training of qualified personnel, creation of a unique regional tourist offer and solving funding problems. Regional development of tourism is possible with the effective use of the internal potential of the region-managerial, resource, financial. The essence of activating managerial capacity is to shift the emphasis from direct public administration and regulation of regional development of tourism and recreation to: stimulation the formation of an effective autonomous regulatory mechanism in the regions; activation of the entrepreneurial element, the activities of individuals in ensuring such development; creation of the conditions for effective cooperation between public authorities, local governments and the private sector in the development of tourism through various mechanisms. Achieving the set goals lies in the way of involving public authorities, local governments, territorial communities and private initiative to active action. Therefore, local tourism organizations and tourist information centers are being setup at the department sand tourism departments of local state administrations, and the efforts of domestic and foreign (including international) public organizations are being actively involved. The experience of the National Tourist Organization of Ukraine (NTOU) is interesting in this topic. The article highlights the experience of public and regional tourism organizations, in particular the National Tourism Organization of Ukraine, considers the possibilities of creating regional tourism product on the examples of specific types of tourism and regional resources, draws conclusions on the prospects of tourism development in the regions and solving funding problems. In this article, the theoretical basis for the study of financial and investment support of small innovative entrepreneurship is developed, in particular, the methods of financing small entrepreneurship, which is focused on innovative development, are studied. The research is based on empirical and theoretical methods, namely description and observation, analysis and synthesis, abstraction, generalization, explanation, induction and deduction. It was emphasized that the issues of innovative development of small entrepreneurship, which are significantly aggravated in modern conditions, should be raised and resolved in the current state, since the Russian-Ukrainian war makes it impossible to predict the future state of the spheres of activity in detail, and also strengthens existing and creates new risks, turning away from of Ukrainian business entities, many stakeholders, first of all, investors. Since before the war, small business faced a number of problems, the main of which was the attraction of investment funds, in the current conditions, the problems are becoming more and more, as well as the expectations from this type of business in the post-war period. Therefore, an important step is to conduct an analysis of all possible channels for finding investors, as well as their involvement in Ukrainian innovative projects. In addition, an assessment of the financing needs of small businesses in modern conditions of development was carried out by the categories of analyzed enterprises – micro-enterprises (excluding FOP) and small enterprises. The main organizational structures of investment support for small businesses are analyzed, including business incubators, venture capital investment, business angels, business accelerators, and business incubators. The study emphasizes that in order to effectively restore the country's economy, it is necessary to immediately, already during the war, resolve the issue of financing small innovative enterprises forming the infrastructure to support small and medium-sized businesses, since small entrepreneurship itself is the backbone of the economy, the backbone of the socio-economic well-being of Ukraine.Keywords:small innovative business, funding sources, venture funding, startup, innovative ecosystem.

The article highlights the topic of migration processes in Ukraine and summarizes the preliminary results of sociological monitoring of forced migrants from Ukraine abroad, which were provoked by the full-scale invasion of Russia on the territory of Ukraine. Quantitative indicators of migrants, their sex-age structure, directions of migrants' follow-up, problems they face abroad are studied. The scientific novelty of the article consists in a comprehensive analysis of new sociological and demographic data regarding the scale of forced resettlement within Ukraine and abroad, and as a result − a negative impact on the gene pool of Ukraine.Population movements within Ukraine and abroad are unprecedented, the most massive in Europe since the Second World War. These processes require scientific understanding, and the assessment of their scope and consequences is becoming extremely relevant. The authors of this article used the methods of generalization, analysis and synthesis, abstraction, forecasting, objectivity, and the statistical method. The importance of the article lies in the possibility of using the author's reasoning and conclusions to assess trends and forecast the situation in demographic policy.The authors drew attention to the opportunities and assistance provided by the governments of countries receiving Ukrainian forced migrants in order to adapt them to new changes and living conditions, which in the future may cause Ukrainians to settle down and not return home. Taking into account the migration situation in Ukraine, there is a need not to prevent the emigration of Ukrainians, but to develop projects and plans for the re-emigration of Ukrainian citizens, since it is the development of such opportunities and prospects that can interest them to return.The relevance of the research requires a generalization of the modern forced migration crisis in the conditions of war. A correct assessment of the number, attitudes and experiences of forced external migrants requires the development of a comprehensive methodology that will take into account data from various sources and information support through surveys both in Ukraine and abroad.Keywords:forced migration, temporarily displaced persons, expectations and migration attitudes.

Digital transformation is the introduction of modern information technologies into the business processes of an enterprise.Digitization of business processes is relevant not only at the level of individual enterprises. Whole industries choose this path of development as the only way to meet the ever-changing environmental conditions. Thanks to this, the digital transformation of industry, retail trade, the public sector and other areas is already changing the life of every person and every company today.Digital transformation of business processes is aimed at companies making quick decisions, quickly adapting their work to today's requirements and meeting the needs of their customers. The process of digitization did not bypass the port activity. Digitization of business processes in this field is quite active and effective.The article analyzes the main theoretical aspects of the implementation of digitalization of business processes in port activities. The main modern trends of digital transformation, which are relevant for the port industry today, have been identified. The authors reflect the main prospective directions of the introduction of digital technologies in the activities of port enterprises.In the course of the research, the general transformational processes taking place in port activity due to the introduction of digital innovations were analyzed.An analysis of the main effective IT-solutions used in the field of port cargo handling accounting was carried out. The authors also determined how digital technologies affect the safety of transportation and the optimization of the work of the personnel of port enterprises. As a result of the study, it was established that the implementation of digitalization of business processes significantly affects the overall efficiency of the sea ports. It was determined that the use of modern digital technologies makes it possible to improve the quality of ship service, increases the throughput capacity of the sea ports, and also increases the level of security during cargo transportation.Keywords: digital technologies, digital transformation, business models, digitization of business processes.

Strategic management is a necessary condition for building a set of competitive advantages in modern economic conditions of regional economic systems. The aim of the article is to define and analyze quantitative indicators of regional economic development as a mirror of strategic management. In the article the characteristics of the main quantitative indicators that characterize the results of strategic management of the economy of the Transcarpathian region are presented.Quantitative factors include those that characterize the size of certain components of economic development. The latter provide a potential assessment through quantitative parameters. Such factors include the number of business entities and gross regional product. Structural shifts in economic phenomena allow us to assess the priorities of strategic management.In the article the dynamics of the gross regional product, the dynamics of the population of economic entities, the structure of enterprises by their size are analyzed. The results of the study indicate an insufficient level of strategic management, as evidenced by the decline of key economic indicators in the region. First, the region lacks a clearly defined strategy for regional business development, but in fact does not achieve leadership positions in competition with other competing regions. Secondly, there is no support for medium-sized businesses that grow from small, and this is an enterprise about regional support for small businesses. Third, there is also a trend of reducing the number of large enterprises, which is a negative marker of the state of strategic management of regional development.It is recommended to form monitoring hubs to intensify strategic management in the region, which will include both representatives of the administration and the business world; soon to the adopted strategy of regional development and obstacles to its practical implementation; pay attention to the competence of managers in the field of strategic management, development in the pro-cess of strategic management of mechanisms that use the nano-level.Keywords: strategic management, economic development, quantitative indicators of deve-lopment, regional economy, competitiveness.

The activities of maritime tourism companies are characterized by a significant number of various economic risks. The article attempts to determine the exposure of maritime tourism companies to risk based on the disclosures in their financial statements.The originality of the study is the identification of economic risks for maritime tourism companies, which is based on a probability approach in recognizing events.The article discusses the theoretical foundations for studying the risks of travel companies, highlights methods for further research, analyzes the state of scientific proposals in identifying economic risks and the prospects for using modeling, substantiates aspects of managing economic risks based on the use of financial reporting when building models, and suggests ways to use to develop management strategies dealing with economic risks.The interpretation of the risk of a maritime tourism company is proposed as the unpredic-tability of a negative impact on the results of decision-making and on the general conditions that they may encounter in the daily business process, due to limited unknown events.It has been determined that maritime tourism companies disclose risk factors using unstructured data, and this makes it difficult to determine the types of risk using traditional econometric methods. The Latent Dirichlet Allocation (Sent-LDA) thematic model, which is an extension of the original Latent Dirichlet Allocation (LDA) model, was used to identify exposures disclosed in the financial statements of maritime tourism companies. To identify the parameters of the LDA model for financial documents, Gibbs sampling was used, that is, an algorithm to create a sample of the joint distribution of a set of random variables. The study proved the universality and representativeness of economic risks; Maritime tourism companies have been proven to have business expansion risk, partnership risk, demand risk, seasonal risk, food risk and quarantine risk. At the same time, endogenous and exogenous components are considered: according to the first, each enterprise has its own unique business characteristics, and the identification of economic risks is realistic on the basis of financial statements; according to the second, studies of economic risks are aimed at increasing the competitiveness of enterprises in the service sector market.The results of the study can be used by stakeholders to develop appropriate and timely economic risk management strategies.Keywords: economic risks, risk management, financial reporting, model LDA &Sent-LDA, maritime travel companies.

The article attempts to determine the exposure of maritime tourism companies to risk based on the disclosures in their financial statements.The originality of the study is the identification of economic risks for maritime tourism companies, which is based on a probability approach in recognizing events.The article discusses the theoretical foundations for studying the risks of travel companies, highlights methods for further research, analyzes the state of scientific proposals in identifying economic risks and the prospects for using modeling, substantiates aspects of managing economic risks based on the use of financial reporting when building models, and suggests ways to use to develop management strategies dealing with economic risks.The interpretation of the risk of a maritime tourism company is proposed as the unpredic-tability of a negative impact on the results of decision-making and on the general conditions that they may encounter in the daily business process, due to limited unknown events.It has been determined that maritime tourism companies disclose risk factors using unstructured data, and this makes it difficult to determine the types of risk using traditional econometric methods. The Latent Dirichlet Allocation (Sent-LDA) thematic model, which is an extension of the original Latent Dirichlet Allocation (LDA) model, was used to identify exposures disclosed in the financial statements of maritime tourism companies. To identify the parameters of the LDA model for financial documents, Gibbs sampling was used, that is, an algorithm to create a sample of the joint distribution of a set of random variables. The study proved the universality and representativeness of economic risks; Maritime tourism companies have been proven to have business expansion risk, partnership risk, demand risk, seasonal risk, food risk and quarantine risk. Moreover, it is important to focus on the certain segment of dry bulk freight market moreaccuratelytoobtainthemathematicalmodelreflectingsegmentspecific.The study is aimed to develop the methodological basic for applying the correlation andregressionanalysistothefreightratesontheexampleofBalticPanamaxIndex.Various linear regression model structures for freight rates have been proposed,withappropriate detailing of the underlying market determinants. It has been determined that eachfreightmarketsegment is characterized a certain specificityofdemand,as wellas competitionwith other segments, these should be taken into account when building regression models. Theideas suggested have been applied to Panamax segment. The Panamax bulk carriers serve mostlythe grain, coal and ore; thus, these three types of goods are included in the model as demanddeterminants. The correlation and regression analysis were used to establish and mathematicallydraw the dependence of freight indexes on the set of the major freight market determinants ontheexampleoftheBalticPanamaxIndex.The output shows the obtained regression model can be used to predict the Baltic PanamaxIndex. Based on the forecasting of considered factors -seaborn grain trade, seaborn ore trade,seaborn coal trade, Panamax bulk carriers’ sector of merchant fleet, Panamax bulk carriersshipbuilding,Panamaxbulkcarriersscrapping,thevaluesoftheBalticPanamaxIndexforfollowingtimepointscanbeestimated.Two approaches were considered –the regression analysis for original data and forlogarithmically transformed data. The formation of an efficient mechanism for the functioning and development of contemporary business based on innovation is an actual problem.Rather a low level of the scientific knowledge, slow growth of innovative productionvolumes are major challenges in Ukraine.The list of the key challenges to ensure a sufficient level of innovative business develop-ment is identified in the article.Ensuring the sustainable development of the economic system at any level, and espe-cially the recovery of the state-level economic system in crisis situation, requires the formation of an efficient mechanism of functioning and development based on innovative principles. This is relevant for transport companies. Such a mechanism should meet the conditions of maximum stability and adaptability in relation to the influence of external factors. This level is mostly determined by the level of labor resources development. Accordingly, attention to the develop-ment of various areas of self-management of the relevant groups of labor resources should be increased.Two main directions of self-management development (personal self-management and team self-management) are relevant in the specified conditions. In the organizational sphere, the ability of team members to self-manage is crucial for the efficient functioning of the business structure.A number of tasks for the implementation of self-management technologies in the organi-zation are described in the article. The negative consequences of implementing self-management principles, particularly in large companies, are researched in the article.The development of innovative business in crisis conditions depends on the demand for innovation, the availability of competitive scientific and technical potential of the national eco-nomic system, the activities of venture capital companies and investors who finance risky inno-vative activities. Startups are the one of the promising directions for the development of innova-tive business. The issues of ensuring efficient management are extremely relevant for this form of organization of innovative business development. Efficient management is based on the prin-ciples of personal and team self-management. Management of the organization based on the principles of self-management is effective for implementation in startups and any contemporary business.

The main subject of the study is theoretical justification of the impact of the for-mation of a transport and logistics river cluster on the internal water industry of Ukraine. Becauseof a lot of problems on the inland waterways of Ukraine (insufficient funding, shallowing of rivers, unsatisfactory state of hydrotechnical structures and capital assets, imperfect legislation in the industry, overpriced prices, etc.), it is impossible to include domestic river transport into the sys-tem of multimodal transportation, as well as make it the main economy and trade of Ukraine. Therefore, it is necessary to search for innovative directions for the development of river trans-port. That is why the purpose of the article is the development of theoretical and practical aspects of the development of the river sector of Ukraine based on the formation and effective functioning of cluster structures. Many materials and experiences of foreign clusters were studied to show all aspects of working in clusters cooperation. The main advantages and features of the transport and logistics river cluster were considered in the article. There are also identified the main tasks of river clus-ter. Four types of projects, which can improve the position of the industry and the cluster, were presented, such as infrastructure project, innovative project, educational project and the project «Green logistic». A structural model of the formation of a transport and logistics river cluster, which includes enterprises of various specializations (logistic, educational, financial companies, etc.), was proposed.The formation of transport and logistics river clusters is an urgent problem and requires a deeper study. In the future, it is necessary to consider in more detail the methodological founda-tions of the formation and evaluation of the effectiveness of the creation of transport and logistics river clusters.In the article we used different methods: analysis, synthesis, systematic approach, analytical, visualization. The article analyzes the problems of the tourism industry in modern conditions. Apart from the COVID-19 pandemic, climate change has recently become an obstacle to tourism development. The potential negative impact of the tourism industry on the planet's climate negatively affects the decision to travel. The travel and aviation industry is faced with changing the perception of customers that the industry has a negative impact on the climate. In modern conditions, against the background of massively unified technologies in the field of tourism, happens a counter-standardization of services, transit tourism can be such an individual product. It is determined that from all the variety of types of transit tourism for Ukraine can be promising the following areas: cultural and event tourism, for the development of this area it is necessary to form a calendar of attractive activities; such a component of tourism as national cuisine is interesting as well, transit tourist actively uses the services of restaurants, bars, cafes due to necessity. These needs can be used for offering short guided trips related to national cuisine; border tourism, the so-called small border traffic within a few tens of kilometers, or several settlements can be included in border tourism. the practice of modern tourist movement shows that cross-border tourism gives rapid economic results; cultural programs as part of business tourism. Against the background of quarantine restrictions in the world, Ukrainians started to travel inside the country more than before, long journeys in Ukraine can be a reason for the development of transit tourism.The article reveals the prerequisites for the development of transit tourism, namely, the mandatory availability of appropriate infrastructure: a developed road network that would connect tourist facilities, information base.To promote the development of transit tourism next measures can be proposed: the creation or active promotion of already established cultural and tourist areas with regional centers; deve-lopment of the roadside network of tourist infrastructure; creation of tourist centers in the area ofone-hour transport accessibility along the main transport corridors; strengthen the information base; create a system of attractive and user-friendly roadside signs that can attract travelers and make them adjust the path and see the point of interest.Keywords: cultural and social needs, border tourism, cultural and event tourism, infrastructure, cultural potential of the regions
