This paper aims to investigate the impact of last mile supply chain practices on urban sustainability. An extensive review of literature has been conducted, on last mile logistics best practices, the impact of e-commerce on last miledeliveries, and the dynamics between the public authorities and private businesses, as well as the role of the final customers, the city dwel-lers. Local authorities being aware of the environmental impact of last mile deliveriesissue regulations and take initiatives towards improving the quality of life for their residents. On the other hand, businesses aim at reducing supply chain costs, improve efficiency and offer quality services to their customers. The review of practices lead into the development of a conceptual framework depicting a holistic perspective of last mile deliveries management, highlighting the dynamics between policy makers (public authorities) and the private sector. Limited development opportunities for almost every company requires an appropriate methodology for assessing the use of production potential of the enterprise.The organization of the production capacity assessment procedure should be considered as a system. On the one hand, it must be comprehensive to ensure the completeness of the information field for all types of resources and the purpose of their use, on the other hand, in order to save costs, it is advisable to combine this system with the control system of the enterprise. When studying the problems of determining the effectiveness of resource potential, it is necessary to consider approaches to its evaluation. Comprehensive assessment of the production potential of the enterprise is a necessary stage of strategic and crisis analysis and management. A large number of approaches to assessing the production potential of the enterprise does not always correspond to economic conditions, not all should be used to assess the production potential of the port enterprise. Assessment of each component of production capacity allows not only to determine the overall level of capacity, but also to assess the efficiency of resource use depending on the value of individual indicators. Other approaches are more likely to determine the overall level of capacity, without focusing on assessing the completeness of its use. The clarification of criteria for assessing production potential is required. The change in indicators that can be useful for assessing the level of potential depends on the specialization. For example, for the port industry, indicators include the use of fixed assets. Every year there is an intensive increase in tonnage and operational speed of vessels in the competition to improve the quality of transport and logistics services. Ship management needs to work in difficult, sometimes extreme conditions. It is necessary to comply with the commercial conditions of charters and not to violate the terms of delivery, to ensure the proper quality of cargo on board the vessel, as well as to comply with the conditions of safety of navigation in difficult weather conditions. All this affects the quality of cargo transportation.Purpose. The purpose of this article is to systematize various aspects of the commercial operation of a vessel, identify possible commercial risks of sea transportation, as well as factors influencing them.Methods. To solve the problem, the following methods were used: the method of theoretical generalization, the method of analysis and synthesis, the method of systematization, the method of deduction.Results. It has been determined that the anticipation of commercial risks of sea transportation will allow to develop mechanisms for their timely overcoming and reduce the commercial costs of all interested parties in the carriage of goods by sea. The main reasons for thegeneral accident of the container ship Ever Given in the Suez Canal are considered and analyzed and the consequences that it caused for the stakeholders of transportation and international maritime shipping in general are identified.Originality. Potential commercial risks of sea transportation have been identified using the example of the accident with the container ship «Ever Given». It is proposed to develop alternative options for a prompt solution to such problems in the future.Output. The blockage of the Suez Canal by the container ship Ever Given will have long-term repercussions, but such incidents could be deliberately provoked, affecting global and local trade in a targeted manner. Integration strategies in the system of servicing sea freight traffic predetermine the differentiation of the rates of development of individual regional segments of the global maritime trade market. In this respect, the nature of the development of merchant shipping in the Black Sea basin is ambiguous. It is distinguished by a number of features that predetermine the direction of development and the nature of competition in the formation of priority routes for servicing the fluid flows of the world division of labor. The region implements two conditions for the growth of freight traffic: expanding participation in foreign trade of the national economy and realizing the benefits of transit potential. This, to a decisive extent, predetermines the nature of the attitude of individual countries to the optimization of the technical and economic level of the fleet and ports. This, in turn, leads to the emergence of innovative advantages of individual national maritime transport complexes. Thus, the priorities and parameters of stability of some subsystems change in comparison with others. Therefore, it is important to identify new patterns in the positioning of competing maritime transport companies.The peculiarity of development and directions of integration processes are taken into account, which determine the priority directions of the necessary formation of the potential of the fleet's carrying capacity. At the same time, the processes of implementation of the Laws on Concession in Commercial Ports and disclosure of the use of the transport potential of the Dnieper according to EU standards were taken into account.Optimization of directions and options for the development of units of the maritime transport industry should reflect the possibility of varying the resources of the organization and the technology of processing traffic flows. High quality education is one of the main aspects that enables graduates to be competitive in the labor market. Competitiveness consists not only of professional knowledge and skills, but also of different qualities, such as resistance to stress, initiative, sociability, application of knowledge in practice and skills for self-organization, just to name a few. Contributing to the development of these qualities creates new difficulties for higher educational institutions (HEI), since in order to do this effectively, it is necessary to use a modern material and technical base and involve first-class specialists with practical experience. The problems of higher education faced by Ukrainian HEI today do not allow students to fulfill their potential in their own universities. Moreover, the qualifications of students after graduation are often not good enough to meet the needs of employers. One of the ways to make the education system more effective for both students and higher institutions is a dual education system. This reserch aims to describe the model of dual education as a tool to solve the main problems faced by Ukrainian universities. The article reveals the differences between the traditional model of education and dual one: acquisition of technical skills, development of critical thinking, learning through experience, and reflection on work practice, solving problems in the work environment, and is thus centered around real-life projects. Also the study shows the approaches to the organization of this type of education, which are inherent in different countries,as well as the advantages that allow dual education to increase the competitiveness of universities in the country and, as a result, their graduates. Based on the experience of Germany, a world leader in the organization of this model of education through the analysis of its basic elements, an algorithm of implementation of concept of a dual education in Ukrainian HEI was developed. Proposed main steps that universities should take to implement dual education (such as creation of a dual education department at universities; forecast of sectoral and regional needs; search for enterprises that are interested in the dual form of education; selection of students for vacant places for dual education; signing a tripartite agreement; curriculum development to combine practical and theoretical knowledge; issuance of an order on the organization of dual education and referral of students to the enterprise during dates; regular monitoring of student work at the enterprise; control of learning outcomes) will allow them to improve the quality of skills of graduates, as well as create more effective relationships with local enterprises and the state.Keywords: dual education, university competitiveness, traditional education, world experience of dual education.

The article is devoted to the topical problems of researching the essence of personnel motivation and incentives at modern enterprises. The aim of the study is to study and analyze the characteristics of staff motivation, the relationship between staff motivation and improving the efficiency of the enterprise. In the current conditions in Ukraine at the current stage of its development, the problem of motivating and stimulating employees is becoming important. And therefore, solving the problems facing society is possible only if an appropriate motivational basis is created, which will be able to induce and stimulate the personnel of enterprises to highly effective activities. Motivation as a process of influencing a person takes an important place in the system of enterprise management, personnel management and labor management. It is important not only the selection, training and organization of personnel, but also the formation of a new consciousness and mentality, methods of motivating and stimulating the individual, contributing to the significant performance of employees. The use of an effective motivation system at each enterprise testifies to the close, attentive and careful attitude of the top management to their own employees, concern for their material and social situation. The image of the enterprise depends on this, which is determined, first of all, by the proper attitude towards all members of the labor collective. The success of the enterprise is guaranteed if its employees are interested in increasing labor productivity and in the full realization of their creative potential. The article defines the essence of motivation as a complex of incentive factors, factors influencing the employee in a specific situation at the enterprise. The role of needs, interests, values and motives in the formation of conditions for effective work, which necessarily includes the quality of work, is substantiated. The approaches to the concept of «motivation» are determined by various authors and scientists. The modern tools of labor motivation and their influence on the performance of employees at the enterprise are considered. Modern trends in the development of grain exports from Ukraine are analyzed in the article. This can be explained by several factors. Firstly, our country has excellent geographicconditions for growing cereals. Secondly, the volume of production goes beyond the scope of only the domestic market of the country. Thirdly, from the point of view of the logistic structure, the Black Sea ports are well suited for shipping grain to China, Egypt, Thailand, Israel, and the United Arab Emirates.The main goal of the work is to analyze and identify problematic aspects of the competitive environment for the logistics of exportgrain cargo from Ukraine.An analytical review of the competitive environment for the logistics of exporting grain cargo from Ukraine has been carried out. The competitive environment of grain export logistics is the result and conditions of interaction of a large number of entities (grain traders, transport companies, ports, port terminals), which determines the appropriate level of economic rivalry and the ability of individual economic agents to influence the overall market situation. It is important that the competitive environment is formed not only and not so much by the actual subjects of grain delivery and transshipment of grain cargoes, the interaction of which causes rivalry, but, first of all, by the relations between them.Ukraine confidently holds key positions in the world grain market. The Ukrainian grain market is export-oriented, which ensures the receipt of foreign exchange earnings into the state treasury. Most of the grain cargo is exported through port terminals, which requires the coordination and efficiency of grain traders, linear elevators, transport and terminals.However, the logistics schemes for the delivery of grain in our country require partial modification. Improving the competitive environment and solving the problems of supplying grain for export, through the seaports of Ukraine, should be seek in improving the logistics infrastructure, by using inland water transport with road transshipment of goods. The use of this direction will allow supersize vessels to enter the Ukrainian seaports, and will increase the competitiveness of grain exports from Ukraine. This article examines the history and international experience of creating and functioning of transport and logistics infrastructure facilities − transport and logistics centers in Europe, the USA, and Asian countries, and identifies specific features and directions of further development.The concept of «transport and logistics center» is characterized, which takes into account the peculiarities of its structure, management, and functioning formed by the European Association of Transport and Logistics Centers.For the first time the ideology of creating a large logistics complex dates back to 1960, when in France (near Paris) at the initiative of the state in cooperation with local authorities andprivate companies were established two specialized logistics centers«Garonor» and «Sogaris». In accordance with the objectives of the functioning of transport and logistics centers, the main components of the class of transport and logistics centers are determined by their presence or absence.This article presents the classification of transport and logistics centers for the following features: integration of main modes of transport; capacity of vantage processing, space, occupied territory and the complexity of the transport and logistics services provided by the cluster; scale and administrative level of the area, which is served by the nature of specialization of terminals in the transport and logistics center and the degree of integration with enterprises and industries, trade, etc.Regardless of the diversity of types of transport and logistics centers, shows the main ge-neral features of all transport and logistics centers, as a complex system, which includes several subsystems, integrated links, due to which it is able to perform logistical functions. Since existing scientific research is not enough to improve the state of methodological support of the process of creating transport-logistic infrastructure relevance of conducting research into the creation of the methodological basis of support of the processes of creation and functio-ning of transport-logistic centers.Keywords: transport and logistics center, transport potential, transport and logistics infra-structure.

In the article, the nature and entity of inspection activities on marine transport are reviewed. Inspection organizations are divided by ownership. Different types of inspection bodies are looked into and specific scope of the inspection services they provide are elaborated. Consumers of inspection services, are identified, such as manufacturers, buyers, traders, shipow-ners, banks, etc. The reasons of a high rise in growth and spread of the inspection business are emphasized due to the increasing of competition and complete lack of trust in the maritime sector between all organizations and regulators inside the industry. The necessity of involving an independent inspection organization into the transport process is investigated. The main prerequisites, factors and regulatory frameworks for the implementation of inspection activities and their extensive system of specializations are reviewed. Independent inspection services for qualitative and / or quantitative examinations of specific items, objects or occurrences, which facilitate the work and reduce risks of principals, are studied. The features of inspection services provided are distinguished between inspectors of P&I Clubs, which represent associations that provide marine protection and indemnity liability cover for shipowners, loss adjusters, who serve as claims specialists and are appointed by insurance companies, and also independent cargo surveyors, who act as the third party and provide services for independent and impartial quantitative and qualitative inspection of various goods in accordance with modern international requirements. The relationship between independent surveying companies and the rest of the participants in the process of purchase and sale of goods was determined. Some of the most important usual assignments and activities of independent inspectorat the transport services market are described and schematized. The place and role of independent inspection companies in the scheme of formatting, concluding and effecting of a foreign trade agreement are highlighted.Keywords: inspection organizations, survey, surveying operations, P&I clubs, loss adjusters.

At present, it is very actual the development and analysis of optimization models which are accounting simultaneously influence of marketing activity of companies and the logistics conception. In the article, on the basis of classical model of multi-nomenclature products optimal planning by an enterprise side by side the optimal planning of finished product transportation to consumers the economic-mathematical model has been developed and analyzed taking into account the marketing activity of enterprise. It is supposed that demand for finished products is a some increasing function of advertising costs. The concrete form of such dependence may be found in result of corresponding market’s analyses for previous period. In more simple case it may be the linear dependence. It is supposed also that expected demand without cost for advertising is known in result of market analyses. This optimization model allows us to findouttheoptimal joint production and transportationplansandoptimal advertising costs maximizing the total profit of enterprise. The experimental calculations show that interaction of marketing and logistics conceptions allows not only to increase the effectiveness of supply chain functioning as a whole but its every link, as well. The approach proposed may be applied for investigation of more general optimization models takingintoaccount the marketdemand fluctuation over the given planning horizon. The results obtained in the article show that above optimization model of integrated supply chain and its possible generalizations has thedefined perspective of further development in the framework of integral paradigm of logistics.Keywords: supply chain, optimization of the production and transportation plans, demand, marketing activity.
