MODEL OF THE HUMAN ELEMENT INDIVIDUAL FACTORS MANAGEMENT FOR ENSURING SAFETY IN THE PROJECT-ORIENTED SHIPPING 以项目为导向的航运安全人为因素的个体因素管理模型

Безпека є основною вимогою до сучасного судноплавства. Ризики чи загрози безпеці формуються під впливом цілої сукупності факторів різної природи, до яких належить і людський елемент. Крім того, саме «людський елемент» є досить «керованим» фактором ризику, на відміну, наприклад, погодно-кліматичних умов. Отже безпека судноплавства починається саме з людського елемента. Проєктний підхід передбачає все розмаїття ризиків розглядати інтегрально, що формує цілісний погляд на можливі негативні ситуації в процесі виконання рейсу, що є ще одним фактором в обґрунтуванні доцільності викорис-тання проєктно-орієнтованого управління в судноплавстві. У даному дослідженні запропоновано безпеку проєкту в контексті впливу людського елемента розгля-дати у вигляді марківського процесу прийняття рішень – оскільки у кожному стані команда проєкту та керівники робіт роблять певні дії, що впливають на мож-ливість переходу в той чи інший стан.Ідентифіковано множину станів безпеки у даному контексті, пропонується підхід до аналізу безпеки протягом життєвого циклу проєкту. Пропонований підхід об'єднує всі складові системи «людський елемент – безпека проєкту» з урахуванням технічних та зовнішніх факторів на стан людського елемента. Запропонована концептуальна модель та всі її еле-менти є універсальними та можуть бути використані для проєктів різної природи. RESOURCE-ORIENTED APPROACH TO THE FORMULATION OF COMPANY STRATEGY 以资源为导向的方法来制定公司战略

A feature of the modern period is the change in the conditions of economic activity, the turbulence of the environment, the rapid variability of economic conditions in the production of goods and services. These changes affect the financial and economic situation of companies, and, as a result, force them to use theoretical and practical experience of project management. The conditions and principles of orga-nizations’ functioning depend on the company's strategy. Also, strategy determines the results of companies’ activities and its competitiveness on the market. Low level of project management methodology implementation in companies’ development leads to irrational using of resources and reducing its efficiency. Currently, Ukrainian companies are forced to make certain adjustments to their development strategies, operating under the pressure of constantly changing external conditions. The success of each enterprise is determined by how adequately, quickly and effectively it is able to adapt to changing conditions and to a turbulent environment.As world experience shows, in a period of crisis the only way to normalization is the creation of project-managed organizations, because in the conditions of competition and a dynamic environment, the enterprises’ management must focus attention not only on current problems. Every company has to develop a strategic line of behavior. As practice shows, it is impossible without project management methodology application.Especially today, in Ukraine, when we have a very hard market situation, strategic line of behavior should be based on a resource-oriented approach and project manage-ment methodology. This kind of approach plays a huge role in the structure of market relations and in the mechanism of its regulation. And such a strategy that is based on principles of project management is an integral part of the organization's activity, which aim is to achieve profit with optimal use of available resources. So, in this hard for Ukraine time, in these conditions, the managers of organiza-tions need serious methodical assistance in making managerial decisions and, above all, in choosing the strategic directions of the organization's activities, taking into account all the features of the economic, administrative, and regulatory environment in which the organization operates.Keywords:project management, strategy, resources, competitiveness, strategic directions, efficiency, resource-oriented approach.
现代时期的一个特征是经济活动条件的变化,环境的动荡,商品和服务生产中经济条件的快速变化。这些变化影响了公司的财务和经济状况,因此,迫使他们使用项目管理的理论和实践经验。组织运作的条件和原则取决于公司的战略。此外,战略决定了企业活动的结果和企业在市场上的竞争力。在企业发展过程中,项目管理方法论的实施水平不高,导致资源的不合理利用,降低了企业的效率。目前,乌克兰公司在不断变化的外部条件的压力下经营,被迫对其发展战略作出某些调整。每个企业的成功取决于它是否能够充分、快速和有效地适应不断变化的条件和动荡的环境。世界经验表明,在危机时期,实现正常化的唯一途径是创建项目管理的组织,因为在竞争和动态环境的条件下,企业的管理必须不仅关注当前的问题。每个公司都必须制定一套战略行为准则。实践表明,没有项目管理方法的应用是不可能的。特别是今天,在乌克兰,当我们面临非常艰难的市场形势时,战略行为线应该基于资源导向的方法和项目管理方法。这种方法在市场关系的结构和调节机制方面发挥着巨大的作用。这种基于项目管理原则的战略是组织活动的一个组成部分,其目的是通过对现有资源的最佳利用来实现利润。因此,在乌克兰目前的艰难时期,在这些条件下,各组织的管理人员在作出管理决策,尤其是在考虑到该组织运作的经济、行政和监管环境的所有特点的情况下,选择该组织活动的战略方向时,需要认真有条理的协助。关键词:项目管理,战略,资源,竞争力,战略方向,效率,资源导向。

STRATEGIC OBSTRUCTIONS IN THE MANAGEMENT OF THE DEVELOPMENT OF INNOVATIVE ENTREPRENEURSHIP IN THE TRANSCARPATHIAN REGION 跨喀尔巴阡地区创新创业发展管理中的战略障碍

AbstractThe article presents the obstacles to the development of innovative entre-preneurship as a strategic factor in the development of the regional economy of the Transcarpathian region. Obstructions, as well as positive factors, are the object of strategic management of the development of the region and the building of strategic competitiveness, which should be systematized in the following directions. The first ‒ the analysis of quantitative indicators that provide extensive characteristics of innovative activity in the region – indicates a reduction in the number of innovatively active enterprises. The reason for the reduction is the state and regional management ignoring the vital needs of entrepreneurs for institutional and financial support, which ensures the transformation of innovative activity into a strategic competitive advantage. In addition, there is a decrease in the rate of growth of the volumes of innovative products sold. This trend was influenced by the decrease in the number of innovatively active enterprises in the region, that is, the first reason. In addition, as a factor inhibiting the production of innovative products, it is possible to note the underdevelopment of solvent demand for innovative products.The next direction of the analysis of obstacles − the study of the investment climate and investment attractiveness of innovative business in the region − reveals low investment activity and reduction of costs in the field of innovative activity. The reasons for low investment activity are outlined as follows: the high cost of loans in Ukraine, which significantly complicates the financial activity of businesses and worsens the final financial results; lack of mechanisms for attracting public funds (crowdfunding and other methods); general investment climate in Ukraine and its regions. It is appropriate to consider that the investment climate is a more important component of strategic management in the region and the state.The third direction of the study of obstacles is the identification of the development of scientific activity and, accordingly, its impact on innovation activity. Within the framework of the analysis, a reduction in the number of people employed in the field of scientific and research work was determined, which is attributed to the lack of real state support for scientific activity.Among the ways of improving innovative entrepreneurship, it is recommended to highlight the development and implementation of the state strategy of innovative activity, which will provide financial and investment support for innovative business; impro-vement of strategic management of innovation activity in the region, formation of a regional innovation system; support of scientific activity in the region, etc.Keywords: innovative entrepreneurship, strategic development, region, strategic management, strategic competitiveness, development factors.

START-UP PROJECTS IN THE SYSTEM OF DEVELOPMENT OF THE UKRAINIAN TRANSPORT INFRASTRUCTURE 乌克兰运输基础设施发展系统的启动项目

The implementation of innovative projects, in particular startup projects, plays an important role in the development of the economy of a modern state. Transport and its infrastructure are a strategic area of a country's economy. Innovative development is relevant for the transport infrastructure of Ukraine. The purpose of the article is to investigate the potential for the development of startup projects in the functioning of the transport infrastructure and to assess the potential of public-private partnerships for ensuring the innovative development of Ukraine's transport sector.The study is based on the use of general scientific and special scientific methods of scientific knowledge. The method of system analysis was used to study the preconditions for the innovative development of the Ukrainian transport infrastructure. The system-structural method was used to study basic measures to develop startup projects.The state of development of Ukraine's innovative sector has been analyzed. The weaknesses and strengths, prerequisites for the restoration and strengthening of Ukraine's innovation potential are systematized. Weak state institutions, an unfavorable environment for innovative business conduct, an unfriendly financial system are threats to the development of the country's innovation potential and its transport infrastructure.The implementation of startup projects is a prerequisite for the successful functioning and progress of the economy on innovative principles. Factors that restrain the development of the national startup industry have been systematized. Slow development of the innovation ecosystem, a decrease in budgetary support for education and science, migration processes caused by war can destroy the advantages of the country in the innovation sector.The principles of public-private partnerships in the implementation of innovative projects, in particular startups, are defined in the article. The limitations and conditions for the innovative development of Ukraine's transport infrastructure are justified. The transport infrastructure has suffered significant damage during the war, and its resto ration should take place using innovative technologies. The absence of effective programs for using the mechanism of public-private partnerships in conditions of limited financial resources is an obstacle to the implementation of innovative projects.Conditions and peculiarities of forming startup platforms in the transportation sector are considered. The implementation of innovative projects aimed at improving the energy efficiency of seaports in accordance with the concept of the «blue economy» is investigated. Increasing the stability of the transportation system is a relevant task of the modern era. Improving the tools of public-private partnership in the field of innovative development of transportation infrastructure is a prerequisite for reviving the country's economic system. The limitations and conditions for the innovative development of Ukraine's transport infrastructure are justified. The transport infrastructure has suffered significant damage during the war, and its resto ration should take place using innovative technologies. The absence of effective programs for using the mechanism of public-private partnerships in conditions of limited financial resources is an obstacle to the implementation of innovative projects.Conditions and peculiarities of forming startup platforms in the transportation sector are considered. The implementation of innovative projects aimed at improving the energy efficiency of seaports in accordance with the concept of the «blue economy» is investigated. INVESTMENT CLIMATE AS A CONDITION FOR STRATEGIC COMPETITIVENESS 投资环境是战略竞争力的条件

Abstract.The purpose of the article is to conduct an assessment of investment activity in Zakarpattia region on the basis of statistical information - an indicator of the policy of the regional authorities in the field of investment climate formation as a condition of high competitiveness.The study showed that recently there has been a sharp drop in investment activity in Zakarpattia. In 2020, the trend, which was aimed at growth, sharply went down. This indicates the deterioration of the investment climate in the region and, accordingly, the drop in the level of competitiveness of the region.The conducted analysis proves that insufficiently active investment policy in the region is due to the following reasons.First of all, in Zakarpattia, any investment, especially in the innovation field, should have a high financial return. Due to the lack of data on investments in the innovation sphere, the amount of investments in the region as a whole was chosen for analysis. As a result, an examination of the level of profitability of regional business was carried out using the indicator of the share of enterprises that received losses for the year. The share of enterprises in the region that ended the year unprofitable in 2020 is more than 25%, that is, every fourth enterprise operates without a profit. Due to the fact that the product of innovative activity, as a rule, has a high profitability, it is possible to conclude that investments in innovative activity are not decisive in the total amount of investments.Secondly, investments in innovative activity are highly risky, so the appropriate financial results should cover the degree of uncertainty and the possibility of financial fiasco.In addition, the reason for the investment climate that does not meet modern requirements is the inadequate financial condition of regional enterprises. The study showed that the region has low liquidity and solvency of enterprises. The amount of liabilities is much higher than equity, which indicates the extremely poor solvency of Transcarpathian enterprises.Low financial stability of a business is a marker of a possible pre-bankruptcy state. If the financial stability of the business is in question, the infusion of any investment is also a high-risk action, the implementation of which requires a change in management, policy, strategy, etc., which, in turn, determines the need for time and additional financial investments.Keywords:region, competitiveness, investment climate, solvency, profitability.

Abstract. In the conditions of intensification of globalization and integration processes, the majority of economic agents are active participants in foreign economic activity. Export-oriented activity is a component of foreign economic activity.The purpose of the article is to study the development potential of logistics support in the system of managing export activities of business structures, in particular grain traders, in the conditions of the threats of the global environment and the challenges of today.The study is based on the use of general scientific and special scientific methods of scientific knowledge. The method of system analysis was used to study the preconditions for the development of theUkrainian export-oriented business structures. The system-structural method was used to study basic measures to develop startup projects.Export-oriented Ukrainian business structures have to develop a system of managing their activities. This allows them to maintain the level of competitiveness in difficult conditions, including war and global insignificance. The prerequisites of increasing global uncertainty for export-oriented business structures, changes in exchange rates, political instability, changes in tariffs and other fees, changes in the market conjuncture are indicated in the article. The results of Ukraine's export activity have been analyzed. Economic, political-legal, social-cultural, technical, natural-climatic factors influence on export activity of a business structure. Peculiarities and problems of the functioning of export-oriented enterprises of wholesale trade in agricultural raw materials, in particular grain traders, are highlighted. It is substantiated that the logistics potential is a prerequisite for securing the competitiveness of export-oriented business structures in conditions of global uncertainty. The development of the logistics potential of grain exporters has a positive effect on the latest financial performance and growth results. The expediency of expanding the scope of using the concept of training in logistical support of the export activity of Ukrainian business structures is substantiated. The conditions and features of the activation of digitalization opportunities and the use of social networks by export-oriented enterprises of wholesale trade in agricultural raw materials, in particular grain traders, have been investigated. The development of tools for adapting the export potential of wholesalers of agricultural raw materials to the factors of changes in the global environment, which is a prerequisite for their safe functioning, will be the subject of further research. COMPETENCIES AS A BASIS FOR THE COMPETITIVENESS OF INSPECTION ENTERPRISES OF MARINE TRANSPORT 胜任力是海洋运输检验企业竞争力的基础

In the article, the nature and entity of inspection activities on marine transport were reviewed.The foundations and methods of forming the competitiveness of independent inspection organisations were analysed. The cognitive forming of competitive advantages is highlighted as the main form within inspection services competitive market. Independent inspections (or analyses) as services were distinguished as an inspection companies product. The inspection services market of Ukraine was analysed. The primary reasons for the new companies providing surveying services emergence were identified.Factors that force inspection companies to expand the scope of their activities were defined. The categories ofthe KVED (economic activity classifier), under which independent inspection companies in Ukraine are registered, were inspected and priority categories were determined.The concepts of "competence" and "competencies" of surveying companies were defined and the correspondence between two terms was revealed. The reasons for the formation of high competition among inspection companies and the motives for scope ofinspection services expanding were described. The principles of the formation of certain competitive advantages of independent inspection organizations were studied and the criteria of competencies of inspection bodies were highlighted. Indicators of the company's ability to perform professional activities in order to ensure the quality of performance of production tasks and productivity, which ensure the effective and competitive activity of independent inspection enterprises, were proposed. The pyramid of competitiveness formation in the inspection services market was formed and the potential factors of attractiveness that set priority, i.e. the primacy of the company in the inspection services market, were considered.The main factors of competitiveness formation were chosen as followsbased on the basic competencies as follows: competence, quality management system (QMS), compliance with the standards of industry and authority within industry.Keywords: inspection services, inspection operations, inspection organizations, competitiveness, competence, competencies

PROSPECTS FOR THE REVIVAL OF MARINE COASTAL TRANSPORTATION 海洋沿海运输复兴的前景

Urban transport infrastructure considers the specifics of geographical location, climatic zones, specifics of industrial development, attraction to the areas of concentration and distribution of freight and passenger flows. The National transport strategy of Ukraine for the period up to year 2030 highlights the need to expand the availability of transport services by implementing regional mobility projects based on the use of advanced technologies. Urban traffic includes various kinds of transport, which provides passenger and cargo transportation in cities, settlements and suburban areas. Urban transport is categorized to passenger, commercial and special-purpose vehicles. Passenger transport is a public transport, which includes street and off-street types. In this research, the focus is concentrated on a systemic image of the location and potential use of coastal marine passenger transport as a variant of off-street public transport types. On the basis of statistical data, the assessment of the main factors that characterize the needs for mass passenger transportation is given. It is shown that: according to the population density indicator Odessa takes the first place among the largest cities of Ukraine; with a relatively stable number of population there is an intensive increase in its mobility. As for the factor of the industry affiliation, the Odessa Commercial Sea Port has been the city-forming enterprise since its foundation up to the present time, and sea transport plays a decisive role in the life of the entire City. The general structure of the urban passenger transport in its composition of street and off-street types of public and private use at the present time is detailed. It is defined that the existing problems in the transport situation, as well as the fully open market of coastal maritime connections create conditions for the initiation and implementation of appropriate projects. Such projects targeting is aimed at: reducing the traffic intensity on the main routes of traditional street types of urban transport; ensuring fast and comfortable passenger transportation; improving the environmental situation by taking part of the traffic flow outside of city, limits and cleaner gasoline engines atmosphere emissions, as well as with the maintaining and enhancing the tourist component.Keywords: urban transport, off-street transport, maritime coastal connections, project management.

On the basis of statistical data, the assessment of the main factors that characterize the needs for mass passenger transportation is given. It is shown that: according to the population density indicator Odessa takes the first place among the largest cities of Ukraine; with a relatively stable number of population there is an intensive increase in its mobility. As for the factor of the industry affiliation, the Odessa Commercial Sea Port has been the city-forming enterprise since its foundation up to the present time, and sea transport plays a decisive role in the life of the entire City. The general structure of the urban passenger transport in its composition of street and off-street types of public and private use at the present time is detailed. It is defined that the existing problems in the transport situation, as well as the fully open market of coastal maritime connections create conditions for the initiation and implementation of appropriate projects. The foreign experience of state support for innovative activities of enterprises at both the macro and micro levels is discussed in the article.An important condition for the dynamic development of the country at the macro level is the accelerated introduction of modern innovative technologies in the economic, social and other spheres with the wide use of the achievements of science and technology.All rapidly developing spheres of public and state life of the country require close support of the reforms on the basis of modern innovative ideas, developments and technologies that ensure a quick and high-quality breakthrough of the country in this area of activity.State regulation of the economy and innovation processes on the macro level,according to scientists, is one of the main conditions for transferring the functioning of the economy to market relations. The main function of the state in the conditions of market relations is the protection of individual freedom, property and entrepreneurship. The government is obliged to work with the market in one harness.To overcome the crisis on the macro level, it is necessary to develop a strategy for maintaining and developing the scientific, technical and innovative potential of the country in the following areas: restructuring the scientific and technical potential in various sectors of the economy, taking into account the concentration of material, financial and intellectual resources; creation of a science and innovation property fund; development of a system for the use of leasing as an effective market mechanism for subjects of innovative activity; improving the mechanisms of the system for attracting bank loans to expand innovation and create conditions for the development of the capital market; creation in financial and industrial groups along with the system of consolidation of financial and production potentials of special innovation centers coordinating and implementing innovative projects; formation of an institute of developers of innovative projects from among scientific and technical workers, scientists and specialists; formation on the basis of funds supporting innovative activity, associations of funds with developed financial capital to help innovative projects; formation of a system for the targeted use of depreciation fund funds to finance activities related to R&D, experimental and other types of work, development of innovations, patenting of new solutions; improvements in tax legislation, which will increase innovation activity.In recent years, in the economically developed countries of the world, there has been a trend towards the widespread use of indirect stimulation methods on a par with direct ones. BALANCED DEVELOPMENT OF COMMERCIAL LITIGATION UNDER CONDITIONS OF SYMMETRY OF RESPONSE TO CHANGES 应对变化对称条件下的商事诉讼均衡发展

The balance of economic indicators of the maritime transport industry in different regions of the world can be achieved with the full and most rational use of the country's resources. Nowadays, one can observe an asymmetric reaction of one transport segment of the country to a change in the performance of another segment or the corresponding activity of a competitor's country. Having an absolute advantage in the maritime resource but not having a sufficiently developed fleet and not operating with a sufficient number of ships the country misses the opportunity to receive an enormous monetary share, which in turn will be attributed to those who use all their potential and operate ships along those routes that could be involved by the opposite party. Despite the improvement of the technical and economic characteristics of the vessels of the merchant fleet, the problems of maintaining a balanced position persist and sometimes increase. Therefore, along with the general patterns of positioning in the maritime trade market, shipping companies develop and implement priority approaches based on the criteria of sustainability of cargo flow services. It is the nature of the formation of foreign economic relations that determines the peculiarities of the development of maritime transport. They, in turn, reflect the reaction of shipowner structures, the change in the structure of cargo flows, and the nature of the reaction of leading operators. Balance in the maritime transport industry system should be formed based on the optimal ratio of shipping capacity and volume of cargo flows. But for individual operators, the process is complicated by the need to take into account the nature of competing subsystems. Therefore, it is important to develop an appropriate principle of managing the investment process based on accounting for possible symmetry in relation to expected changes. That is, the most important principle of sustainability management is considered a possible reaction to a set of external changes in the maritime trade market. Balance should be considered from two sides, firstly, as the ultimate goal of economic relations, and, secondly, as a strategy for the development and selection of managerial decisions. At the same time, such a state of multilateralism in solving this problem on the part of other participants of the maritime trade market is characterized by certain time frames. It is their optimization that should be considered optimal management.Keywords: balance, merchant shipping, symmetry, efficiency, production potential.
