ENTREPRENEURSHIP COMPETENCES FOR ICT STUDENTS: LATVIAN AND KAZAKH CASE STUDIES 信息和通信技术学生的创业能力:拉脱维亚和哈萨克斯坦的案例研究

There is an evidence that students, especially non-business students, lack of entrepreneurial skills. The importance of entrepreneurship education has been frequently debated in the academic environment. However, the question is about competences that should be developed and their relevance to the market demand. The current research was conducted within the framework of the international project “Accelerating ICT students’ start-up development competence via interdisciplinary modular courses in the HEI curricula” supported by the Erasmus+ programme “Capacity Building for Higher Education”. The goal of the research is to evaluate the perceived importance of entrepreneurship competences for the future career of students of ICT-related study programmes in Latvia and Kazakhstan. 119 students and 31 staff members participated in the survey. List of competences offered for evaluation was created based on the EU Entrepreneurship Competence Framework, as well as on the learning outcomes defined in the Master’s study programmes in Entrepreneurship at Cambridge University and Amsterdam Business School. Data was processed by means of frequency analysis and ranking. The difference between respondent groups was tested by Mann-Whitney U test. The internal consistency of the scale was analysed by calculating Cronbach alpha. The most important entrepreneurship competences on the viewpoint of ICT students are “Seeing opportunities”, “Real life problem solving based thinking” and “Research skills”. Staff members have the priority to “Generation of creative ideas”, “Self-awareness and self-efficacy”, “Motivation and perseverance”, and “Thinking based on real-life problems solving based thinking problems".

HOW LOCAL SME BUSINESS CAN DEFEAT BIG MULTINATIONAL COMPANIES NOWADAYS? 本地中小企业如何击败大型跨国公司?

There is perception within business community of multinational companies (MNC) that Small-Middle Size enterprises (SME) have limited potential to compete with them. The purpose of the study was to explore successful SMEs competitive advantages vs. their MNCs rivals on local markets. Technology SMEs with bigger to MNCs market shares and above average maturity level were selected for this study. Three production industry sectors were chosen: household chemistry, electrical/electronic assembly, and chemical products. Methodology was an assessment of SMEs and MNCs competitive advantages enablers by their soft and hard nature, performed by individual interviews and questionnaires. It was found that in order to successfully compete with MNCs, SMEs can use the right set of dominantly soft elements of organizational structure: selected ranger of operational strategies, skills and values such as deep relationships with customers, flexible agile response to their needs, niche bespoke products based on strong technology expertise, lean organizational structure and entrepreneurial behaviors. Some examples are given.

SOCIAL INNOVATION AS AN INCENTIVE FOR THE DIGITAL TRANSFORMATION OF AGRI-FOOD COMPANIES IN CEE 社会创新对中东欧农业食品企业数字化转型的激励作用

The managers/owners of the agri-food producing companies located in remote rural areas, with limited knowledge and resources for new technologies cannot benefit from the increased performance and competitiveness that the Agriculture 4.0. offers. Meanwhile, those managers/owners often keep very close relationship with their employees and need social incentives to digitally transform. The interrelationship between social innovation and digitalisation is still under researched. The aim of this paper is to assess if technology-based social innovation could enhance the transition towards Agriculture 4.0. of agri-food manufacturing SMEs in Central and Eastern Europe. The methods include factor analysis with data from a recent survey on digitalisation collected among 169 owners/from six countries (Bulgaria, Serbia, Poland, Hungary, Slovakia and the Czech Republic), comprising three sectors – Food Manufacturing Sector (transforming foodstuff into ingredients), Product Manufacturing (preservation of products or their transformation, agri-food companies are also included) and other industries (without food). Then cluster analysis is performed to analyse the sociodemographic characteristics of those sectors. The results demonstrate that agri-food companies in Eastern Europe are more sensitive to social innovation as a factor for their digital transformation.

SWOT ANALYSIS OF DIGITAL TRANSFORMATION IN ELECTRONIC ADMINISTRATIVE SERVICES AT THE MUNICIPAL LEVEL 市级电子政务服务数字化转型的Swot分析

The aim of the article is to outline strategic perspectives for electronic administrative services in the context of intensive processes of digital transformation in society. Administrative service in the public sector is investigated, and in particular the focus is on attitudes towards trans-formation from conventional to electronic administrative service. Based on a thematic analysis, the environment for the development of electronic administrative services at the municipal level has been mapped. The results of a study of the level of provision of electronic services by all 265 municipalities in Bulgaria are presented, opportunities and challenges to the process are identified, and public attitudes regarding the prospects for electronic administrative services in the country are examined.

THE ENVIRONMENTAL MANAGEMENT ACTIVITIES AND SUSTAINABLE COMPETITIVE ADVANTAGE ON THE MARKET 使环境管理活动具有持续的市场竞争优势

Currently, an ever-increasing number of organizations are recognizing the importance of environmental protection. One of the progressive decisions for the company’s management is the implementation of an environmental management system. Through environmental management implementation, companies can find solutions to manage individual business activities which do not cause environmental degradation. The environmental management system will ensure optimal management of the company’s activities so that environmental risks are minimized. Considering the above-mentioned, the main objective of the presented article is to evaluate the environmental management system and call attention to the benefits and risks that affect the company’s competitiveness. The world is changing, and organizations in general can assume a key role in fulfilling the 2030 Agenda, because only by correctly setting up the individual processes can organizations positively influence the reduction of their costs, the creation of profit and competitiveness in today’s turbulent market. The implementation of environmental management systems is also supported by the selected organization. The organization’s integrated management system mitigates the impact on environmental pollution and increases its competitiveness, which also adjusts the results of the questionnaire survey conducted with the organization’s managers. In addition, the implementation of environmental management systems allows the organization to analyze not only the impact on the environment or its competitiveness but also the future direction of the organization.

MANAGING ORGANIZATIONAL CONFLICT IN THE PROCESS OF INCREASING EFFECTIVE PERFORMANCE 在提高有效绩效的过程中管理组织冲突

The purpose of the research is to determine the impact of organizational conflicts and the stressful environment created on the basis of it the productivity of employees. Based on the goal, 3 tasks were set: determining the level of employee satisfaction and engagement; revealing the frequency of conflict situations in the work environment; determination of mechanisms for overcoming conflict situations. In order to present this, appropriate applied methods are used: 520 employees of enterprises operating in Georgia were interviewed; the gathered information was grouped and processed in the statistical program. The main result is that the stressful environment created on the basis of conflicts at work has a rather negative impact on the work capacity of the staff.

Most global talent surveys mutually emphasize the labour market’s general and painful talent shortage. No country or industry is protected against talent migration and drought. Although some countries or regions have understood the vast role of talent attraction and retention in the region’s success, most governments need to pay more attention to this issue. Employees and HRs feel alone in this continuous war for valuable employees. The labour market parties increasingly see the trend where only mutual efforts in attracting talent can lead to success in this global competition. The talent management functions have exceeded the companies’ borders lines, and regional/sectoral collaboration is the only possibility to attract and keep talent in the region and its industries. This article aims to conceptualize the strategic activities and principles of the HR networks in supporting the member companies’ talent attraction and retention ability based on the Estonian experience. Together with the HR networks and with the help of the theory and other cases, the authors bring out the main principles and actions on how the HR networks can support organizations in the continuous fight for talent. The originality of the article is that talent management from the point of view of the network and networking opens a new perspective for talent attraction and development – for different levels of crossborder organizational collaboration and research opportunities.

The purpose of this paper is to investigate how maritime business companies can develop the resilience and achieve business excellence in a highly volatile, uncertain, complex, and ambiguous (VUCA) environment. Within the literature about business resilience for achieving business excellence in maritime industry there is a lack of understanding of the impact of today’s high VUCA environment. A contemporary business concept, business excellence in VUCA (BEVUCA), will be analysed by considering the overall VUCA influence on the business resilience as well as Agile leadership methodology influences business excellence. The research consists of theoretical model creation that helps to identify general maritime business resilience factors and critical success factors to enhance the resilience and to manage business excellence under a high VUCA business environment in maritime business. The results of this theoretical approach will be applied in the empirical research on maritime business resilience.

There is a growing interest in understanding the context of the correct implementation of management styles or behaviors from management toward their employees. Due to the current fast-changing political, economic and social environment, which has an immense influence on employee goals, values and satisfaction levels, companies have to focus on understanding and determining employee satisfaction in order to improve productivity, which will support their strategic and economic goal achievements. The objective of this study was to investigate the most relevant and appropriate Key Performance Indicators (KPIs) to assess the correlation between employee motivation and employee satisfaction based on the examples of large German companies. The result of the study showed that if there is a high degree of employee satisfaction and commitment to their job, it has a high influence on the success and profitability of the company. At the end of the study, the researcher developed a set of recommendations considered necessary to achieve a better level of employee satisfaction and company performance.

The purpose of this study is to propose a model for assessing the current state of innovation development of industrial enterprises in Bulgaria by evaluating the status of key indicators. The main task to achieve the so defined objective is to define indicators that serve to build the assessment model. The methods used to achieve the goal and accomplish the tasks are factor analysis, methods of comparison, analysis and synthesis. As a result, a model was developed to assess the level of innovation development of industrial enterprises, which can serve for future assessments, comparisons and revealing opportunities for enhancing innovation development.
本研究的目的是通过评估关键指标的现状,提出一个评估保加利亚工业企业创新发展现状的模型。实现上述目标的主要任务是定义用于构建评估模型的指标。实现目标和完成任务所采用的方法有因素分析法、比较法、分析法和综合法。基于此,本文构建了工业企业创新发展水平评价模型,为今后评价、比较和揭示促进工业企业创新发展的机遇提供了理论依据。
