This research aims as follows. (1) Describe the elements of the novel which include the plot, character and characterization, and background in the novel Tempurung by Oka Rusmini. (2) Describe gender injustice found in the novel Tempurung by Oka Rusmini. (3) Describe the response of figures who experienced gender injustice in the novel Tempurung by Oka Rusmini. This type of research is qualitative research. The results obtained in this study are as follows. (1) The flow in the Tempurung novel uses the regression path. The main character in Novel Tempurung is Dayu and the additional character is Mrs. Barla. Both have diverse characters. Background of most places on the island of Bali. The time frame described after the terrorist attacks of 11 September 2001 and after the Bali Bombing I incident on 12 October 2002. While the social background illustrates the condition of the Balinese people with their customs. (2) Gender injustice towards women in Tempurung novels is marginalization, subordination, stereotyping, violence and workload. (3) The response of leaders who experience gender inequality, namely, choosing to remain silent, resist, and continue to struggle until finally becoming independent women.

The research entitled “Semantic Variety of Meanings on The Title of The Film of Doom on Indosiar in 2018” aims to find out the semantic meanings contained in the title of the film doom on Indosiar. This study uses the method of listening and tapping which makes direct observations. This type of research is qualitative research whose data is analyzed based on a collection of the word. The results of the study showed that from 15 data of the doom movie title obtained from 4 synonym meanings, 2 acronym meanings, 2 meaning of dented shapes, 4 repeated word meanings, 3 figurative meanings and driving factors for the various writing languages.

The problems that occur in Batujajar Timur Village are the mismatch of village fund allocations received according to the realization, the delay in disbursing village fund allocations, the uneven physical development in Batujajar Timur Village. The management of village fund allocations cannot be said to be effective, if it is reviewed correctly, quickly, economically, and safely. This study uses a descriptive research method with a qualitative approach. The data obtained through the results of library research, field studies through in-depth interviews and observations, and documentation. The results showed that the management of Village Fund Allocation in Physical Development in Batujajar Timur Village, Batujajar Subdistrict, West Bandung Regency, cannot be said to be effective, due to the lack of community participation in musrenbangdes, the village fund allocation received is not by government regulations which in theory were obtained in January. and it was reported in December, the facilities for infrastructure funds were not yet supported, the allocation of village funds obtained did not match the realization. The problem of this research is explore licensing dan non-licecensing policy services in Bekasi Regency. That must be carried out properly to the community. but in practice, the implementation of licensing in Bekasi Regency is still not going well, this condition actually keeps the concept of licensing away from the ideal concept, standard rules regarding the institution and authority of the Investment Agency and One Stop Integrated Service which are not yet clear have triggered various problems in the permit processing process. existing businesses in Bekasi Regency. The researcher conducted an in-depth analysis using a qualitative descriptive analysis method where the results of this study concluded that efforts to improve and improve licensing and non-licensing services in Bekasi Regency were divided based on several series of priority choices. Determination of priority options based on parameters of depth of resolution efforts, length of time for problem handling and readiness of human resources executing policies, programs and government activities in Bekasi Regency. Errors in the interpretation of national regulations related to licensing and non-licensing policies will result in the unclear function of permits. The same function is regulated in different regulations so that it is over regulated. It is necessary to improve the licensing and non-licensing policies, where based on the results of this study there are still many permits that were born because of the discretion of the regional government, or were born in the daily practice of governing. This research reviews about how Sri Hartini – Sri Mulyani couple optimize their political capital in the winning of Klaten General Election in 2015. The triumph of Sri Hartini– Sri Mulyani has a huge political capital influence. There are some important fundamental considerations, such as: First, Sri Hartini – Sri Mulyani is a figure who is known in Klaten folk because both of them are the wife of the former Regent of Klaten. Second, Sri Hartini – Sri Mulyani is carried by the winning party of general election that is PDIP and supported by some qualify parties for general election as Nasdem, PPP, Hanura and PKS. Third, Sri Hartini – Sri Mulyani has a high financial which is strength enough. The theory which is used in this research is theory of the political Capital of Pierre Bordieu. This research uses descriptive research methods with qualitative approaching. As for the result of this research is Sri Hartini – Sri Mulyani is a couple with the highest capital accumulation than other spouses. From the four political capitals that consist of economic capital, social capital, cultural capital and symbolic capital Sri Hartini – Sri Mulyani couple has a very strong social capital than other candidate, especially in terms of the network that supports both, network of non formal and formal. PDIP as the party which brings SriHartini – Sri Mulyani is the party with the highest base mass in Klaten. in other hand, the popularity of Sri Hartini – Sri Mulyani as the wife of a former Regent of Klaten and as political figure of women who be able to take the sympathy of the citizens to choose Sri Hartini – Sri Mulyani as head of their region. The solidarity of political parties and civic organizations that support the role of klaten local elites are able to muster the mass votes to win the couple Sri Hartini – Sri Mulyani in Klaten Election 2015. Kesenian Wayang Golek merupakan kesenian yang berasal dari Provinsi Jawa Barat. Akibat perkembangan jaman, kesenian Wayang Golek mengalami penurunan pada paguyubannya, khususnya yang berada di daerah Kabupaten Bandung Barat. Untuk itu perlu ada upaya pelestarian yang dilakukan oleh Pemerintah Kabupaten Bandung Barat. Wayang Golek sendiri sudah diakusi oleh UNESCO sebagai Masterpiece of the Oral and Intangible Heritage of Humanity. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, dengan informan 2 orang, yaitu : (1) Kepala Seksi Bina Seni Dinas Kebudayaan dan Pariwisata Kabupaten Bandung Barat,(2) dan Seniman Wayang Golek. Teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi lapangan. Hasil penelitian menunjukan bahwa pelestarian kesenian Wayang Golek yang dilakukan Dinas Kebudayaan dan Pariwisata Kabupaten Bandung Barat dapat dikatakan belum optimal. Hal tersebut dikarenakan (1) belum adanya regulasi yang secara khusus mengatur tentang upaya pelestarian kesenian Wayang Golek (2) pemberdayaan yang dilakukan belum mampu meningkatkan partisipasi masyarakat dalam pelestarian kesenian Wayang Golek (3) belum optimal dalam menyediakan fasilitas berupa sarana dan prasarana penunjang dalam upaya pelestarian kesenian Wayang Golek. The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. The purpose of this research is to know and describe the efforts of Kesbangpol Cianjur Regency in Minimizing Conflict during the Preparation Period for the Presidential Election and Vice President in 2019. The method in this study uses qualitative research, in qualitative research using qualitative methods namely observation, interviews and document review. Based on the results of the research, it can be concluded that in minimizing conflict during the preparation for the 2019 Presidential Election and Vice President, it tends to be good. Kesbangpol Cianjur Regency's efforts to minimize conflicts during the preparation for the 2019 Presidential and Vice Presidential Election were in the form of effective communication between all elements and the community. Supporting factors for human resources, budget, SOP and technical guidelines, and optimization of social media. Meanwhile, the inhibiting factors are human resources, budget, facilities and infrastructure, weather, and the low literacy culture in the community so that they are easily provoked by hoax information. Sistem politik Indonesia sudah dinamis dan mampu mengikuti perkembangan zaman. Hal tersebut terbukti dengan program e-government, yaitu penggunaan teknologi informasi dan komunikasi dalam penyelenggaraan pemerintahan untuk meningkatkan kinerja dan hubungan antar pemerintah dengan pihak-pihak lain. Salah satu jenis e-government adalah Government To Citizen (G2C), yaitu penyampaian informasi dan layanan publik secara searah dari pemerintah ke masyarakat. Bagian dari Government To Citizen adalah website resmi pemerintah sebagai media penyampaian informasi pemerintah kepada masyarakat yang mulai diterapkan di setiap daerah Indonesia salah satunya Kota Bandung yaitu website resmi Kota Bandung. Namun, pada kenyataannya penyampaian informasi melalui website belum efektif. Hal tersebut diketahui dari penelitian yang ditulis dalam sebuah makalah ilmiah berjudul “Efeketivitas E-Government melalui Banserv Pada Kota Bandung”. Rumusan masalah pada penelitian ini, yaitu bagaimana cara untuk meningkatkan efektivitas website resmi Kota Bandung dalam mengoptimalkan program e-government?. Penelitian ini dilakukan dengan penyebaran angket kepada masyarakat Kota Bandung. Pada hasil penelitian yang telah dilakukan, ditemukan masalah, yaitu sebagian masyarakat tidak mengetahui website resmi Kota Bandung, bahkan masyarakat yang mengetahui tidak suka mengaksesnya, padahal website resmi Pemerintah Kota Bandung dapat memudahkan masyarakat untuk mendapatkan informasi lebih banyak. Hal tersebut menunjukan bahwa program e-government Kota Bandung pada salah satu media internet, yaitu website masih belum efektif, maka informasi tidak tersampaikan kepada masyarakat. Maka, diperlukan sebuah solusi untuk menyelesaikan permasalahan tersebut, yaitu melaui BanServ. BanServ (Bandung Service), adalah sebuah layanan notifikasi kepada masyarakat melaui handphone, yaitu adanya notifikasi berupa pesan singkat. Metode BanServ ini dapat menjadi salah satu alternatif solusi yang membantu pemerintah dalam penyampaian informasi.

Pemberdayaan adalah salah satu konsep didalam meningkatkan kualitas, baik kualitas sumberdaya manusia atau kualitas perekonomian. Masyarakat nelayan sebagai masyarakat yang memanfaatkan potensi laut dan pesisir laut sebagai pendapatan perekonomian tidak dapat disandingkan dengan masyarakat ekonomi disektor lain, seperti sector pertanian, sector perindustrian dll. Upaya pemberdayaan sangat diperlukan didalam mendongkrak persoalan- persoalan yang ada di masyarakat pesisir (Nelayan) sebagai upaya meningkatkan kehidupan mereka dan dapat disandingkan dengan sector perekonomian lain. Desa Blanakan Subang sebagai salah satu wilayah pesisir laut, memiliki potensi yang sangat baik dalam meningkatkan potensi kelautan yang ada. Dimana wilayah ini memiliki sarana dan prasarana yang baik dibandingkan dengan wilayah pesisir lain. Namun persoalan-persoalan yang menghambat proses pemberdayaan pasti selalu ada. Dalam penelitian ini, peneliti mencoba mencari ada atau tidaknya konsep pemberdayaan yang dilakukan diwilayah yang berkaitan dengan masyarakat pesisir (Nelayan), dan permasalahan apa saja yang menjadi penghambat dan pendukung didalam mensukseskan proses pemberdayaan masyarakat nelayan. Proses pemberdayaan masyarakat nelayan di Desa Blanakan Kabupaten Subang belum berjalan dengan baik, proses pemberdayaan yang dilakukan di desa ini banyak dilakukan oleh koperasi. Permasalahan yang timbul adalah ketika koperasi melakukan pemberdayaan masyarakat nelayan hanya dilakukan kepada mereka-mereka yang memiliki perahu dan tidak sampai kepada masyarakat nelayan buruh. Pemerintah desa melalui LPMDes (Lembaga Pemberdayaan Desa) tidak melakukan pemberdayaan kepada masyarakat nelayan karena menganggap proses pemberdayaan sudah dilakukan oleh koperasi. Permasalahan yang ada didalam proses pemberdayaan di Desa Blanakan Subang ini hanya kurangnya koordinasi yang dilakukan antara pemerintah desa melalui LPMDes dengan pihak Koperasi, karena persoalan ini yang menghambat proses pemberdayaan di wilayah ini tidak ada, kecuali persoalan koordinasi. Dimana peneliti berpendapat dengan adanya proses koordinasi yang mereka lakukan akan mempermudah didalam mendisain dan melakukan proses pemberdayaan, sehingga tidak ada lagi tumpang tindih kewenangan.
