The article analyzes the revenues and expenditures of the state budget by regions of the country, since the distribution of income relations is the basis of the financial system. At present, the country has created a legal framework for certain articles that regulates the preparation, execution and budgeting, determining their own sources of income, ensuring cost management and ensuring the rights of participants. At the same time, the decisions of government agencies should increase the economic potential of the community. The article reveals questions about the financial autonomy of local authorities by fully strengthening the financial base, changing the revenue side of the budget, transferring several expenditure and control functions, determined by the basic principles, goals and objectives of development, as well as the main goals.

In this article, the author substantiates the relevance of successful adaptation of university students to possible effective learning, not the ability to adapt and accept new conditions and requirements of the social environment and deprives the formation of professional competencies. It is important to take into account the regional characteristics of students, personality traits. The leading types of adaptations, forms and methods of managing the adaptation process are presented, which allow speeding up the process of students' inclusion in the university space. This is the introduction of the student to the new conditions of the university environment, to new types of activity. It is based on the contradictions between the requirements, the conditions of the new environment and the readiness of the individual for them on the basis of previous experience.

Culture and folklore are the lifeblood of a nation. Oral storytelling plays an important role in the formation of Kyrgyz culture and identity, which is based on the old nomadic Turkic civilization, closely associated with the traditional way of life. Legends in oral literature differ from other genres in their types of distribution and reproduction, the audience of the narrator and the richness of content. Legends are oral literary treasures that have emerged in the direction of interpreting human social events, natural events and forms. Scientists have conducted various studies of Kyrgyz legends, which have a very rich and deep tradition. Books, collections and dissertations in the aforementioned field of study were reviewed and analyzed in our study.

The article analyzes the investment resources of the PRC in the Kyrgyz Republic. The analysis of investment flows from the PRC in the context of the implementation of economic reforms in the Kyrgyz Republic is closely linked to attracting foreign investment, which is especially important in the context of an acute financial deficit in the country's economy, modernization of the country's production and increased competition between enterprises. Foreign investment provides an increase in domestic investment activity. The article deals with the emerging economic relations between Kyrgyzstan and China, which require careful and comprehensive analysis, including an explanation of the characteristics of China's investment funds, the study of geopolitical aspects, as well as a quantitative assessment of the connection between the countries.

In Kyrgyz poetry, poems devoted to immortal themes are created in a philosophical atmosphere and contribute to the treasury of poetry. Death and life, love and hate, hope and fear, and so on. In the poetry of poets who are trying to understand the essence of phenomena and explain them more broadly, in a more general way, the content of philosophical thought seems clear and makes readers think. Therefore, philosophical motives about a person should be considered within the framework of the general work of the poet, based on his artistic thinking. The fact is that Kyrgyz poetry has developed its own traditions of philosophical consideration of human nature, and the next generation of poets, not only in national literature, but also in world poetry, sought to convey the spark of human nature in philosophical images.

In this article, the authors focus their attention on the construction of plot and composition of stories created by Kyrgyz authors during the years of independence of the Kyrgyz Republic. In particular, the plot, composition, portrait sketches are considered, which interact closely through such artistic functions as psychological study of the character’s soul and disclosure of his character. The examples of short stories by Kyrgyz writers show the importance of composition for understanding the meaning of a work, as the composition affects the readers’ perception of the story. The authors have attempted to identify the specific features of the story genre, the poetics and function of artistic details within the framework of this article. New artistic and imaginative ways, techniques and means used by contemporary writers. The authors have systematized the rich literary-theoretical material which is devoted to the study of the problem mentioned in the article.

In this article, we examined the complexity of the document flow at the borders of Kyrgyzstan, which significantly affects the export-import electronic operations in the Kyrgyz digitalization Republic. The article is devoted to the essential characteristics of a political dialogue and its role in social communication and the development of a democratic society. Author researches the problem of political dialogue and notes that the dialogue as the most effective form of cooperation between the State and society contributes to the solution of national problems and contradictions, reaching agreement and understanding. The author analyzes the characteristics of the political dialogue today, highlights the factors which hamper political dialogue, make it ineffective, and reveals the causes of destructive dialogue. And all these areas "permeates" intellectual-information component - cultural sphere dialogue. The author focuses on the development of a culture of dialogue, as a fundamental principle of cooperation between the state and society.

The article deals with the phenomenon of «unreliable» narrator, the description of which is one of the current problems of modern literary studies. In the literary text the presence of the «unreliable» narrator is realized through a complex of textual signals, such as first-person narration, contradictions in the narration and description of the same event, an abundance of detailed descriptions, linguistic «sophistication», direct appeal to the reader, self-personal recognition of «imperfections» and failures of memory et cetera. In the example of V. Nabokov's novel «Lolita» shows how the figure of the protagonist, Humbert Humbert, realizes the phenomenon of the «unreliable» narrator, and how recognizing him as such – taking into account the signals hidden in the text – is a determining factor for understanding the true intent of the whole novel.
