Purpose: The aim of this research is to identify problems and evaluate the effectiveness of institutions in irrigation management in the Bena region, as well as understand the impact on farmers. This research also aims to provide comprehensive information about institutional governance and behavior of the government, private sector and community in irrigation management, as well as identifying strategies to increase the effectiveness of water management in the future. Theoretical Framework: The theoretical framework for this research includes the following concepts: clean water crisis, the link between water availability and food security, governance paradigms, the concept of sustainable development, the role of irrigation management institutions, institutional challenges, conflict and inefficiency in the allocation of water resources, and principles -environmental principles. This theoretical framework helps analyze water management problems in the Bena irrigation area and develop recommendations to improve the effectiveness of water management in the future. Design/Methodology/Approach: The research was carried out using the descriptive analysis method, namely, by displaying or explaining clearly and in detail the conditions and realities in the region's irrigation management institutions. Results: The results of the research show that there is no synergy between primary, secondary, and tertiary channels, increasing irrigation water conflicts, implementation of planting procedures without paying attention to water management conditions, construction results are not followed by asset management due to lack of budget allocation, and the empowerment, strengthening and participation of institutional water user farmer associations (P3A) has not been optimal so that the capacity of local governments, especially districts, in managing Bena water resources and irrigation is not optimal. Therefore, it is recommended that in the institutional context of irrigation management, each party involved must complement each other's work culture framework so that no one party dominates the running of the water governance. It is strong enough to replace the hierarchy. Research, practical and social implications: The implications of this research include: providing an analytical model of water governance, identification of water governance challenges, recommendations for the adoption of customary water management practices, emphasis on stakeholder involvement in policy making, cultural adaptation and integration, and increased communication and collaboration. It provides a platform for researchers and policymakers to improve the effectiveness of water governance, while strengthening community engagement and paying attention to local cultural values. Originality/Value: The originality of this research lies in the application of a new water governance analysis model, identification of specific challenges in water governance, recommendations for adopting ind

Objective: The objective of this study is to assess the efficacy of personalized differentiated learning in enhancing the employability of students enrolled in the animation study program at vocational schools. Currently, the transmission of subject matter and animation program training in vocational schools is conducted in a traditional and uniform manner. All students in a class receive the same instruction without considering their individual learning styles, talents, and interests. However, animation companies require specific skills from their employees, leading to a disconnect between the skills possessed by vocational school graduates and the demands of the job market. The vocational school curriculum focuses on the application of theoretical knowledge to practical animation production, which necessitates access to computer facilities. To address these challenges, differentiated learning using a personalized approach is proposed as a solution to enhance the employability of vocational school students in the animation field. Method: To gather accurate and valid data for this study, the exposefacto quantitative method was utilized. This method ensured that the questions used and the descriptions of the material being taught were aligned with the objectives and content of the lesson (Patria et al., 2023). The research took place at SMKN 12 Surabaya, specifically targeting students enrolled in the animation study program. A sample size of 30 students from this program was included in the study. The main objective of the research was to evaluate how differentiated learning, implemented with a personalized approach, could enhance the employability of vocational high school students in the animation study program. In this particular research design, a non-experimental approach is employed to examine the causal relationship between two variables, one being the dependent variable and the other being the independent variable. To collect data, a survey method is utilized, involving the administration of specific questions. The researcher employs an analytical technique known as structural equation models (SEM) to assess the impact of the relationship between these variables. The participants in this study consist of students enrolled in the animation study program at SMKN 12 Surabaya. They are divided into two groups: a control class that follows a traditional teaching method and an experimental class that adopts a personalized approach to differentiated learning. The data is derived from the completion of questionnaires distributed among the students in both classes. Results: The percentage of students that are employable increased by 10.3% following the differentiation of learning methods with a personalized approach. When compared to the control class that only received the application of different learning that was not personalized, it increased by an average of 0.3%. It is possible to deduce that the utilization of personalized approaches in

Background: Drug or narcotic abuse is not only perpetrated by ordinary people but is often experienced by police officers. The law enforcement process applied to the public is generally different from the victims of abuse among police officers. People are more often rehabilitated, but police officers tend to resign disrespectfully. The law used is the same as the Law Number 35, 2009 on Narcotic. The non-treatment of the principle of equality before the law attracts a comprehensive study. Objective: The study aims to study and analyze justice for the victims of drug abuse police. Theoretical framework: To further consolidate the position and the implementation of Polri's duties as an integral part of the reform, the Police has been unified in Act No. 2 of 2002 on the Police of the Republic of Indonesia which sets out the functions, purposes, roles, arrangements, positions, membership, and formation of the profession. Particularly related to the training of the profession is regulated in Articles 31 to 36 which state that the official of the National Police of the Republic of Indonesia in carrying out their duties and authority must have the ability of the professional through the training profession. The foreign regulation relating to the Disrespectful Cessation of Drug Abuse is inconsistent with the Narcotics Act because it does not treat the general public equally with the police. It is advised to the police chief that the police officers who have committed drug abuse be rehabilitated so that they can return to being good human beings and free from drug use. Method: This research uses a method of normative jurisprudence with the primary legal sources of the Narcotic Drugs Act and Police Regulation Number 7 of 2022. Secondary legal materials are obtained through books, journals, and research results.

Objetive: The objective of the research was to establish the relationship between Inquiry Based Learning (hereafter IBL) and collaborative work in university students. Method: The research methodology corresponds to a quantitative experimental approach, with a cross-sectional design. The population consisted of 279 students of the Science, Technology and Environment Studies Program (STE) of the Faculty of Educational Sciences (FCEDUC) of the National University of the Altiplano (UNA) Puno, whose sample consisted of 162 students selected by means of a probabilistic sampling, to which the questionnaire was applied, which allowed determining the relationship between the study variables. Results: The results showed that there is a relationship according to Spearman's coefficient rho = 0.521** which is a positive correlation. Conclusions: Concluding that if students work in teams with the IBL strategy, they could better develop their competencies and capabilities. Originality/value: The implementation of this strategy is crucial to enhance meaningful learning in students in relation to the focus on Inquiry-Based Learning and collaborative work.
