The article examined the reasons for the decline in the apparel market, the issue of poor development of trade in Mongolian brand woolen knitwear and its place in fashionable retail. The study made the case for the development of formats that sell such clothing and identified tactual formats for which it is necessary to make changes. It also assessed the competitive position using the coordinate system of M. Porter's typical strategies, as well as the values of the target consumers. We found that brand clothes made from Mongolian woolen knitwear lack clear positioning. We demonstrated the possibilities to change the location and format of trade, and the necessity to employ various models of trade in Mongolian branded knitwear.

A modern enterprise management system cannot do without resource management. At the same time, the implementation of digital transformation is impossible without providing necessary digital resources. The analysis of modern economic scientific literature shows that there is no unified approach to the management of digital resources from the point of view of the digital economy, the need for the formation of digital management. We used methods of comparison, induction, and deduction, modeling and conceptualization. The study identified the differences in the methodological approach of various authors to cognitive management and concluded that the concept of knowledge management, transformed literally in one decade, has reached a new level of conceptualization. Without having reached its full potential, cognitive management is being transformed into digital management, using the best practices as a basis. The comparative characteristics of cognitive and digital management allow us to talk about the development of a conceptual platform based on the resource approach. The study identified the components of the conceptual model of digital management: methodological base, factors, subjects, objects, subject and methodological tools. We recommend to use digital resources as a subject of digital management, which broadens the field for future research and improvement of the conceptual platform.

The study of individual differences in risk readiness and propensity to novelty of small regional business entrepreneurs in various socio-economic situations (before and during the pandemic) is relevant. The purpose of the article is to investigate the leading distinguishing features of small business entrepreneurs: risk-taking and novelty-seeking in the context of the socio-economic crisis caused by the coronavirus pandemic. Methods. The authors analyzed relevant individual differences of small business entrepreneurs in various socio-economic situations, namely before and after the pandemic on the basis of the innovative approach and the person-activity concept of risk using the standardized methods “Risk Readiness” (A.M. Schubert) and “Tendency to Novelty” (G.A. Zuckerman), the sociological approach and the Student's parametric criterion. Results. The article presents the results of an empirical study. The sample consisted of 79 small business entrepreneurs from the city of Irkutsk and the Irkutsk region. It was found out that before the pandemic, the degree of risk remained in the range of average values (from 3.19 to 3.65), and during the pandemic, a greater number of interviewed entrepreneurs assessed the risks within the extreme values (from 1 to 7). Throughout the study, entrepreneurs showed a tendency to novelty, intolerance to boredom, monotony and lack of variety. The value of the results. In different socio-economic conditions (before and during the pandemic), most regional entrepreneurs are risk-tolerant. they seek for new experience, they feel the need to weaken the psychological barriers that limit releasing their hidden feelings and needs.

Currently, robotics, along with other end-to-end technologies, is one of the key drivers of the digital economy. Robots are already successfully used in industry, agriculture, construction, aviation, and many other sectors of economic activity. Robots, due to their inherent properties, can not only store, process, and transmit information, but also perform certain mechanical actions, in accordance with the algorithms of their computer programs. The models of criminal law regulation that have been developed and are applied to the operators of computer equipment can not be fully adapted to the regulation of robots and are not fully relevant for the purposes of protecting public relations that develop in connection with their functioning. Robots, depending on their tactical and technical characteristics, can be a source of various threats, some of which create a danger of harming interests protected by criminal law and, under unfavorable circumstances, can realize this danger. Therefore, activities related to the development, operation and repair of robots must be consistent with the criminal law norms of a prohibitive nature. To ensure the safe and uninterrupted creation, operation, repair or other interaction with robots and autonomous robots, as well as to prevent harm in the course of the functioning of such robots, it is possible to propose to the legislator to supplement the Criminal Code of the Russian Federation with a separate norm on liability for violation of the rules of creation, operation, repair or other interaction with such robots.

The article examined the ratio of temporal perspective and the components of the sense of coherence that is of particular interest from a position of describing the quality of life experience. In the study we used the time perspective scale developed by F. Zimbardo. The main purpose of this article is to study how such components of coherence as meaningfulness, comprehensibility and manageability of life are reflected on the person’s perception of the spatiotemporal quality of life. The study established significant (positive and negative) correlations between the components of the sense of coherence and time perspective. The study found that the meaningfulness of life as an emotional component is not an indicator of a person's purposefulness or positive emotions in relation to the past and present. But comprehension largely affects the importance of what is happening in the present and in the past. Controllability is rather an indicator of the unity of the life temporary line. The overall level of coherence reflects the level of coherence of the past, present, and future. The subjects who have a more positive attitude to their own past and present, which is under their control, showed a predominance of the level of comprehension and a decrease in the level of meaningfulness. At the same time, an increase in the level of meaningfulness entails a decrease in the focus on the future. But the level of controllability of life depends only on the level of fatalism of the present.

The relevance of the study is based on the importance of improving the management system for the effective development of the food industry in the Baikal region and agricultural production and the inability of the region to realize its potential in this area. The main research hypothesis of this study is that the development and implementation of a food industry cluster on the territory of the Baikal region, the stability and predictability of the external macroenvironment will have a positive effect on the food industry and will create preconditions for its future development. The purpose of the research is to study, identify, analyze and evaluate the characteristics and main aspects of the food industry in the Baikal region, on the basis of which it will be possible to identify advantageous management methods for the possibility of improving activities in this industry, allowing us to develop its potential. A SWOT analysis of the food industry in the Baikal region is presented, it is substantiated that the formation of integration and intersectoral relationships between food industry enterprises within the cluster will solve many problems.

The article examined the model of the relationship between the motivational component of the individual which is reflected in the three-level system of the individual and the organizational culture of the company. The presented model includes the stages of initial analysis and comparison, as well as statistical identification of the relationship. Motivation involves understanding the needs as well as interests, feelings, and personal qualities. The interest of employees in the organization is expressed in their identification with the company; therefore, the cornerstone is common values and goals of the employee and organization. The hypotheses that organizational culture is the foundation of the motivation system can also be confirmed by the presence of correlations between the typology of organizational culture and the identified motivators. In the future, the identified positive correlations can be the foundation of a program for improving motivation and culture systems.

In the modern world, numerous accounting systems operate in different countries. Accounting performs one of the most important functions — the management of the organization and is the basis of information support in general, as well as a means of communication at the international level. At the same time, there are many differences in the accounting systems of different countries, in the principles of their functioning and in regulatory control. The accounting systems of Russia and China are determined by the historical features of their development, are based on national traditions, and depend on the state of the economy. There is one feature in common between the Russian Federation and China, namely state regulation. China began to introduce market mechanisms into the economy earlier than Russia, and, accordingly, to develop accounting for the new accounting objects that appeared. Accounting in China is also determined by the ratio of public and private ownership organizations. The main share is comprised of private enterprises, including those with a large share of foreign capital, which leads to the tendency to apply IFRS. An important feature of accounting in the PRC is the ability to develop rules for accounting for individual transactions at the regional level and inform the Ministry of Finance of the PRC about this. Accounts in the Russian Federation are kept according to the same rules. Chinese private enterprises are free to choose the currency and the language of accounting, unlike Russian ones. Accounting is influenced by the specifics of taxation. The Trans-Baikal Territory borders with China, which leads to mutual investments. Knowledge of the specifics of regulatory control, similarities and differences in the principles of building accounting systems will contribute to the development of joint projects.

Changes happening in the internal and external business environment in the 21st century intensify the need for improving approaches to the evaluation of effectiveness of economic entities on different levels of economic analysis: micro, meso and macro. Although there is a significant theoretical background, the most common category for an assessment of the condition of an economic entity in the economic theory is «competitiveness», which was proposed by Adam Smith. Starting from the second half of the 20th century, specialists have been using this term for characterizing efficiency of individuals, cities, industries, regions and countries. Today, academics have developed unique ideas about the content of this category: methods of assessment of the reached level; factors which influence the category on different levels of economic analysis. However, the paradox is that the theoretical foundation cannot solve practical problems and answer relevant questions. In the article, the authors try to show that making the term «competitiveness» unified is unreasonable, it is based on factual material and opinions of national and foreign researchers. The authors formulate a hypothesis about the necessity of terminological disintegration while making multiple factor analysis: identifying independent groups of phenomena all of which are responsible for a specific condition type of a subject / object.

Balashova","doi":"10.17150/2411-6262.2021.12(2).9","DOIUrl":"https://doi.org/10.17150/2411-6262.2021.12(2).9","url":null,"abstract":"Changes happening in the internal and external business environment in the 21st century intensify the need for improving approaches to the evaluation of effectiveness of economic entities on different levels of economic analysis: micro, meso and macro. Although there is a significant theoretical background, the most common category for an assessment of the condition of an economic entity in the economic theory is «competitiveness», which was proposed by Adam Smith. Starting from the second half of the 20th century, specialists have been using this term for characterizing efficiency of individuals, cities, industries, regions and countries. Today, academics have developed unique ideas about the content of this category: methods of assessment of the reached level; factors which influence the category on different levels of economic analysis. However, the paradox is that the theoretical foundation cannot solve practical problems and answer relevant questions. In the article, the authors try to show that making the term «competitiveness» unified is unreasonable, it is based on factual material and opinions of national and foreign researchers. Currently, the development of financial technologies, digital transformation and digital inequality in the Russian Federation are among the most important issues that require solution and assessment of their impact on the development and competitiveness of financial organizations, the development of the regional economy and the national economy as a whole. Analysis of scientific approaches, practical and analytical materials, with all their diversity, confirm the insufficiency and need for further research of the development of financial technologies, including the development and use of financial platforms. The article discusses various approaches to understanding what is called a financial or banking marketplace. The author provides his definition of this concept. The study examined the existing and possible issues associated with the implementation of the «Marketplace» project initiated by the Bank of Russia, that would help overcome the digital inequality and develop a competitive environment in the financial sector.
