The article examined the characteristics of the market activity of the innovative travel company International Tourism Investment Association (ITIA), which operates in the markets of outbound, inbound and domestic tourism of the People's Republic of China, as well as in related markets: transport and investment services, hospitality services and project activities. The purpose of the research was to study the factors of the main activity, namely tourism. The research collected and analyzed information about the factors of external and internal environment of the company's market activity. The results of the PEST analysis showed that the macro-environment is quite favorable to the development of tourism business in China. However, this situation also creates negative effects for ITIA, including increased competition, high consumer demands for the quality services, and environmental issues in a number of regions. The results of the SNW analysis showed the overall success of the company among its competitors in the tourist market. At the same time, the research identified the need to strengthen some positions. In this regard, we suggested ways to improve the company's activities in the travel services market.

The problem of offshoring economy is relevant not only for Russia. It is rather difficult to calculate the amounts leaking to offshores. The figures in the press is a very rough estimate. The analysis carried out in this article allows us to draw conclusions about the reasons for the use of offshore jurisdictions and the negative consequences for the economies of the countries facing this problem. The advantage for businessmen in using offshore is the convenience of conducting international transactions, the ability to reduce customs duties, in the case of importing goods or exporting them at low prices through an offshore. Services can also be used as a subject of a contract, but it is difficult to control whether they were actually provided. At the same time, the creation of a company abroad has a positive effect on the reputation of Russian businessmen. The article analyzes Russia's participation in the global investment process, the geographical features of the inflow and outflow of foreign direct investment, summarizes Russian and foreign experience in struggling against capital flight, suggests options for reducing the use of offshore companies in the economy.

The situation when, in the context of unsystematic risks caused by the influence of unpredictable factors, there is a need to implement reasonable methods of regulating the state of the health sector, manifested itself in practice during the period of threat to public health. In this regard, the theoretical substantiation of the ways of implementing the functions of healthcare management based on the assessment of the state and stages of development is an urgent area of research. Based on the study of threats to the economic security of the socio-economic system from healthcare in the regions of the Russian Federation, the article examines the main provisions of the theory of life cycles and evaluates the legitimacy of the formulated hypothesis about its applicability to the healthcare financing model. In the article, taking into account the substantiation of the legitimacy of the author's hypothesis about the dependence of the economic security of the socio-economic system on the healthcare financing mechanism, the requirements for the methodological approach to the model for assessing the economic security of the region are proposed. It is shown that on the basis of the implementation of the main provisions of the life cycle theory, subject to their meaningful development, it is possible to form such a model of the evolutionary transformation of the healthcare financing mechanism, which ensures a stable state of the socio-economic system of the region. Requirements for the healthcare financing model, which ensure the necessary state of economic security of the regional socio-economic system, are formulated.

In the context of economic downturn, increasing competition and uncertainties in the global market, in connection with the transition to a new technological paradigm, Russia should move from an ultra-liberal model of economic management to a planned market model focused on the results of economic growth and modernization of production. This requires increasing state control in the reproduction processes in the timber industry (LPC) (taking into account the principles of the «green economy»), which requires deep theoretical understanding, including management transformation at the federal and regional levels. In this article, we employed general scientific methods to show the urgent need for transforming the management of the Baikal region LPC, restructuring the system of institutions, in order to ensure the formation and implementation of large-scale modernization projects in this area on a scientific basis, achieve stable economic growth, and increase the competitiveness of the Russian LPC on the global market. We proposed that the foundation of this system should be a federal subject of management - the Ministry of Forestry of the Russian Federation, which performs the functions of planning, organizing, and motivating the transition of LPC enterprises to a new technological paradigm.

The transition to process management considers business processes as special resources of the organization that are continuously adapting to constant changes. The specific feature of business process management is that the scope of its application can vary from a single process to an initiative that covers the whole organization. It can also range from a small project that simply documents and controls the processes of an organization to a full-scale implementation of automated systems that support technologies of business process management. During the implementation of the project, depending on its scale, some issues related to the identification of the required activities, technologies and the composition of the project team in terms of their roles and competencies appear. The information base for the study was comprised of the works of Russian and foreign scientists published in the form of monographs and scientific articles. The research method is logical system analysis of factors, technologies and technological applications. The article provides a classification of process management methodologies; identifies the factors that determine the complexity of the transition to process management. It also provides some recommendations on the type of work, the technologies used and the required competencies for the implementation of the project with regard to its complexity.

The article considers and analyzes some gaps in the legislative interpretation of Article 291.1 of the Criminal Code of the Russian Federation. It examines the objective aspect of the crime, and also presents the problems of prosecuting for mediation in bribery according to the specifics of the qualification of this socially dangerous act. The author substantiates the grounds and limits of criminal liability for mediation in bribery, taking into account the act of committing various forms of this crime. On the basis of a comprehensive analysis of criminal legislation and scientific works of not only Russian scientists, but also foreign experts in the field of criminal law, the main prospects for the development and solution of the above mentioned problematic issues related to gaps in the legislative interpretation of Article 291.1 of the Criminal Code of the Russian Federation are proposed. Special attention is also paid to certain issues of qualification of the investigated act, which directly depend on the amount of the bribe. As a result of the study, it is recommended to introduce some changes and additions to Parts 1 and 5 of Article 291.1 of the Criminal Code of the Russian Federation.

The article provides analysis of cybercrimes and their impact on banking system of Russia. From an economic point of view, cybercrime is a special type of human activity aimed at finding blank spots in the rules and traditions of economic behavior, in the methods of economic activity, in the methods of controlling economic activity, as well as in criminal law, in the practice of law enforcement agencies and organs of justice. The research stated that electronic financial fraud has characteristics that differentiate it from other types of crime. One of the most relevant issues is the fact that this type of crime is committed in the credit and financial sphere, which causes significant damage to the economy. The article concluded that the use of computer technology with modern versions of software is inherent in committing fraud in the financial sector and requires appropriate solutions.

In the context of the digitalization of the financial sector, which is an integral feature of the development of the modern world economy, mobile payment technologies are becoming an urgent direction for the development of payment systems. Due to the fact that digital interaction between economic entities is actively developing, convenient instant non-cash payments are essential for consumers of financial services. The research analyzed the dynamics of the current state of the world and Russian market of mobile payments, including payments by QR-code, and the prospects for their development. The concept of mobile payment is given and the classification features of the global mobile payment market are highlighted. The article reflects the current trends in the global mobile payments market. We examined widely used mobile wallet applications that are available worldwide due to rapidly growing demand. For the Russian payment system, the study of foreign experience in the application of financial technologies in the field of mobile payments seems to be necessary due to the possibility of adapting and introducing advanced developments into the internal financial market.

The strategic development of retail is taking place in a fiercely competitive environment. In the context of the coronavirus pandemic and the weakening of the ruble, the development of the strategy has become particularly important for retailers. The apparel market has a number of specific features that significantly affect the formation of the development strategy. One of the most important directions in achieving competitive stability is to optimize logistics costs through the development of the distribution network. The article presents the results of a study of the competitive position of the apparel brand "MOHITO". The study proved the logistics strategy of the retailer in Siberia and the Far East as well-founded. This strategy is based on the organization of a distribution centre in Irkutsk which leads to reorganization of the supply chain of the LPP holding including the retailer "MOHITO". We also provided supporting rationale of the capacity of the potential market of the retailer in Siberia and the Far East in the case of the opening of a reference distribution centre in Irkutsk.

The article examines the issues of evaluating the effectiveness of investment projects implemented in the social sphere, specifically, approaches to decision-making on the inclusion of such projects in the state targeted investment programs on the basis of their social significance. We explored methodological aspects of evaluating investments directed to the implementation of state targeted programs that are designed to develop social and cultural sphere. The importance of the development of the public sector of the economy and the need for effective use of budget investment resources for this purpose are confirmed. The article provides a justification for the expediency of directing public investment in the form of capital investments in municipal property. The research studied the methods for evaluating the effectiveness of investment used in the framework of the state target program. The article provided an example of calculating the integral indicator of social efficiency of an investment project related to education and culture.
