The fundamental principles of the Russian and international anti-extremism legislation are considered in the article which includes historical aspect. Legal gaps become apparent, and the lines of approach current problem are given. The problems of realization of citizens’ constitutional rights to freedom of expression and artistic freedom in practice are also considered in the article. Right to freedom of expression and artistic freedom is regulated by considerable amount of international legal generality documents, for example, the European Convention for the Protection of Human Rights and Fundamental Freedoms 1950, the International Covenant on Civil and Political Rights 1966. The national anti-extremism legislation and praxis of recognition extremist materials are analyzed the weaknesses of different extremist materials recognition procedure become apparent, and solutions of the existing problems on the example of the Russian Federation current legislation analysis and judicial practice are given. The current legislation gaps in the area of extremist materials recognition are formulated in article. The value for society of extremist materials placement in the Federal list (further by the text – FLEM) which conducts the Ministry of Justice of the Russian Federation, adjudicated as extremist is determined. The articles deals with the theoretical aspects of the problem of intertexuality. The special attention is given to the formation of the term in the works of M.M. Bachtin and J. Kristeva and to its definition in the modern literary studies. Intertextuality is seen as a central feature of postmodern poetics, the basis of postmodern writing. In postmodern philosophy the interaction of texts appears as a universal principle of the existence of culture. The introduction of information and communication technologies is one of the main problems in the organization of school education of students with disabilities. Means of Informatization can play a significant role in creating a barrier-free educational environment. Information computer technologies pursuing special educational and rehabilitation purposes are a special set of activities that optimally ensure the implementation and assimilation of state educational programs and standards. Information and communication technologies are creating a system of measures aimed at eliminating or compensating, as much as possible, the limitations of life. The use of Internet resources in distance learning of such students contributes to their familiarization with the world information and educational field, and the possibility of obtaining knowledge that meets the individual needs of the individual. The article presents the data from studies conducted by employees of the laboratory of psychological, economic and cross-cultural research of the Institute of Social Sciences of Irkutsk State University. The article examines the social well-being of students from two viewpoints: economic and socio-cultural, which is most prominently highlighted. The article provides the authored definition of the concept “socio-cultural well-being”. It was revealed that under the conditions of socioeconomic reforms, foreign policy instability and socio-cultural transformations, the need to study social and cultural well-being have increased significantly. The attention is focused on the value orientations of modern students and their status characteristics. Based on the research, an innovative method is proposed for the solution of the problems of a comfortable social and cultural environment. The method consists in the organization of club activities in a territorially separate creative space, which will allow solving the problem of achieving the well-being of modern students. The authors used data from several studies on these projects of scientific foundations in the Russian cities of Abakan, Vladivostok, Irkutsk, Kemerovo, Kyzyl, Tomsk, Ulan-Ude, Chita, Yakutsk. This article is devoted to identifying the criteria of synonymity of lexical items. The existence of different definitions of synonymy, the selection criteria of items in the synonymic row indicate the insufficient study and incoherence of this phenomenon in linguistics. The study of the semantics of lexical items allows explaining the most accurately and authentically the integration and differentiation of lexical items close in meaning. The description of the meaning structure (sememe) is possible through the description of its seme composition. The methods of seme semasiology (lexicographic, psycholinguistic, contextual) allow revealing various components in the sememe structure. The integration of the results obtained by different methods allows describing synonymic relations the most objectively as well as revealing intra-linguistic similarities and differences. Adequate and correct presentation of figurative information contributes to the correct perception of such aspects as the intention of an author, his experience, semantic shades and connotations used by him. The means of linguistic expression go beyond a certain linguistic norm, drawing attention to an object or phenomenon, aimed at throwing a reader into the necessity of a deep understanding of a text and the formation of his opinion. The functions of stylistic figures and tropes are to transfer not only a language and plot information, but also the reproduction of the emotional, aesthetic and intellectual experience of an author. Being an alternative to a neutral way of presentation, the means of expression of lexical and syntactic level have an emotional and aesthetic impact and cause readers a stream of feelings, thoughts and associations. The research material was presented by the examples of sentences of the novels of Tajik writer A. Samadov “Моҳи хомпаз”, “Асп мерафт” in which the author refers to the metaphor as a lexical-stylistic device, and by Russian translation texts “New Moon” and “The horse left”, performed by Alika Jamal and Komilamo Kamalova. The difference between situations and events is explained, thus events are considered as part of the situation. The event structure of the situation is proposed, which includes the composition of its participants (actants) and their role in the interaction that binds them in a given situation, as well as the circonstants. —The research discusses a special status of the “Guest” as a variety of the Other, based on the cultural-specific features of the personal representations of the “I am the Other” interaction. More than 100 proverbs are used about the guest and hospitality of various culture peoples, and qualitative methodology (content analysis and context analysis) is applied to determine the content and meaning of the Host-Guest representation. The results of content analysis allow decoding the content of social practice of hospitality, and context analysis provides the identification of its semantic vectors (emotional, reference, supportive, symmetry, subjectivity, sacrifice, etc.). The highlighted contexts reflect and broadcast culturally significant connotations of hospitality due to the social notions of hospitality that exist in culture and provide various ways to categories a guest. A socio-psychological analysis of social practice of hospitality is proposed, discussing the different perspectives of the vision: the host, guest, host in-group and guest in-group. The applied aspect of the study lies in the fact that its results can be used as a kind of semantic matrix in the development of programs of education and training in interpersonal interaction and intercultural communication of representatives of various ethnic groups.

The purpose of the work is to study the main directions of the difference between the new approach in the development of information infrastructure from the traditional approach, as well as the feasibility of creating a single front-end information platform that would combine mobile banking technology, personal finance management and control combined with supervisory functions to ensure the monetization of information infrastructure products of the credit and financial sector. The research suggests the substantiation of the following assumption: the formation of a global financial ecosystem based on the big data bank is impossible today without the creation of joint projects and partnerships in the conditions of constant interaction and fruitful cooperation on the exchange of customer experience and technological solutions.
