The paper considers the issues of economic, social, political, cultural and environmental guarantees of the rights and freedoms of man and citizen in the Republic of Tajikistan, their place in the system of constitutional guarantees and the national legal system, as well as in the constitutional right of the republic. It provides the analysis of the current legislation and legal practice in the republic. The importance of the considered problem is caused by the fact that the entrenchment and protection of the rights and personal freedoms stipulated in the Constitution of the Republic of Tajikistan represent its critical function thus affecting every man and citizen in Tajikistan. Without knowking his rights, freedoms and duties, neither person can feel a full member of a civil and democratic society, and hence is unable to follow the rules of this society. The studied problem presents the general review of the constitutional regulation of economic, social, political, cultural and environmental guarantees of the rights and freedoms of man and citizen in modern domestic to legal science and the prospects of their further development. The study is based on the analysis of specific provisions of the existing Constitution of the Republic of Tajikistan and the national legislation. Economic, social, political, cultural and environmental guarantees of the rights and freedoms of man and citizen are essential for human life. The constitution of the Republic of Tajikistan gives new interpretations of many rights and freedoms reflecting the reforms undertaken in the country, mainly economic ones. The anthropogenic impact of mining industry on the environment and population is considered. Considerable attention is paid to the environmental safety of human life in terms of the toxicity of mineral raw materials mined in the areas of the “ChinaMongolia-Russia” economic corridors. The objects of study are municipal districts and aimaks, through which the Trans-Siberian Railway, the Ulan-Ude-Ulan-Bator railways to the border with China and Karymskoe-Zabaikalsk pass. The study was conducted in accordance with the model presented in the previous article in this publication. A feature of our approach to solving the tasks is the use of the cartographic method as a tool and the result of the study. According to the developed system of indicators, an assessment of the technogenic load on a person is given, an integral map of the anthropogenic impact of mining production on the environment and population is compiled. —The necessity of assessing the competitiveness of the restaurant services regional market in the context of intercultural interaction is substantiated. It provides a possibility of identifying the market as strategically attractive. The Orel region is chosen as the object of study. The intensity of the industry’s competitive forces is determined using the M. Porter model. The maximum level of threat is marked by the “substitute goods”. The threat from new players, the threat of losing current customers, the threat from suppliers and the threat of intra-industry competition are on average. In general, the situation in the regional market under study is marked as relatively favorable. The results can be used to develop strategies for the development of enterprises and build long-term plans for the future.

The article presents the results of research of schoolchildren moral education state. It is noted that significant part of the respondents is characterized by an insufficient level of moral values formation. The authors propose to familiarize high school students with the principles of moral education. With skillful implementation in practice, this task can be solved consciously and creatively basing on the most effective means and methods of influence. — The article considers new requirements for the organization of self-study considering specific features of Millennial students, i.e. students of the 21 st century. Despite similarities revealed by the youth worldwide in connection with IT, Russian students have some specific features. Moreover, Federal State Educational Standards of the 3 rd Generation increased the number of hours in all subjects allocated for self-study which shows the importance of self-study for future specialists. Data obtained after the comparative analyses of preferences demonstrated by humanitarian and technical students of two Tyumen Universities allowed offering the most efficient forms of organizing independent work of Russian University students.

The article explores the phenomenon of virtualization as a special form of socialization. The authors believe that virtual communications contribute to the formation of a new social phenomenon the “intergenerational ring of socialization”, a phenomenon that is based on the bi-directional nature of communication that interacts with all actors involved in the communication process. According to the authors, virtualization erodes the traditional principles of social contacts, can cause reformatting of traditional values and their evaluation. The principles of intergenerational contacts change, and, therefore, the probability of differentiation in sociocultural norms under the influence of virtual socialization changes too. The work explores modern views on socialization in the context of virtualization. Changing the usual mechanisms of socialization in a world where new communication technologies are gaining importance is an important topic of multidisciplinary research. Under the impact of virtual technologies, not only does the process of socialization change, but the basic principles and the specifics of this process are changing too. The students of Kulob State University (Kulob) and Kurgan-Tyube State University (Kurgan-Tyube), Khujand University named after B. Gafurov (Khujand), University of Central Asia (Khorog) participated in the association experiment. This survey is part of the study conducted by scientists of the Department of Theoretical and Applied Linguistics of the Russian-Tajik Slavonic University. The respondents were suggested to think on the reaction word friend (who? what?). They also had to write set expressions related to a stimulus word friend. The received reaction words were analyzed and divided into groups, each of which defined a stimulus word friend: a person (whom one may call a friend), type of a friend, quality of a friend, value of a friend, elements of friendship, result of friendship, enemy, money, time, etc. The novelty of this work is that for the first time the results of the association experiment with reactions to a stimulus word a friend in the youth environment of Tajikistan were analyzed. In order to implement the breakthrough scientific, technological and socio-economic development of the Russian Federation, President V. Putin in May 2018 issued a decree “On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. According to this decree, by the end of the next presidential term of V. Putin, Russia should enter the TOP-5 of the largest economies in the world and the country's GDP growth should exceed the global level [1]. In pursuance of the decree of the head of state, the government has developed 12 national projects, the implementation of which, in the opinion of Prime Minister D. Medvedev, makes it possible to accomplish the daunting tasks of breakthrough development, a sort of economic leap or economic miracle. For example, the national project "Digital Economy of the Russian Federation", written in the document, "increases the competitiveness of the country, the quality of life of citizens, ensures economic growth and national sovereignty" [2].
