The dynamic development of modern society is associated with the intensification of integration processes, which, in turn, actualize the study of problems of intercultural dialogue. The author of the article attempts to analyse the problem of intercultural dialogue in postmodern conditions. The relevance of the study is determined by the necessity to eliminate the encountered obstacles of the effective intercultural interaction. The researcher identifies the factors contributing to the optimization of intercultural dialogue, including the adoption of common cultural prerequisites, the specific position of the participants in the dialogical relations, and openness. The scientist scrutinizes the possibilities how to realize these conditions in the postmodern time. Postmodernism is considered as the current state of culture where a certain type of personality is formed. Based on an analysis, the author concludes that the negative aspects of postmodernism create the personality that is unable to conduct a constructive dialogue. Social well-being as a multifactorial phenomenon in the process of social development plays a different role in the systems of traditions and innovations. The purpose of the article is to study characteristics and interrelationship of traditional and innovative values in the context of the Easterlin paradox. Under the traditional economy based on the agrarian structure and natural economy, traditions determine limits of the use of natural resources and needs of the society and the individual. The era of post-reform modernization and market relations changes the social structure of society and increases needs. The analysis of results of the sociological research using formalized interviews shows that events and phenomena of the external environment are refracted in respondents' minds resulting in a conglomerate of traditional innovative values. Thus, the Easterlin paradox is both evidential and unproven.

Precedent names greatly contribute to the national cultural canon. The names of famous persons, as well as names of animals and ethnonyms are signs which symbolize national cultural values and concepts. Precedent names may be borrowed by other cultures. These processes involve changes in the name’s connotations as well as in its extra-linguistic references. This can be illustrated by the epigrams about famous persons where borrowed images undergo the national cultural adaptation. The content of units of the national cultural canon in the language consciousness of native speakers is discovered through surveys and associative experiments which help find out the list of basic precedent names, texts and stereotypes. Diachronic studies show essential changes in the national cultural canon. In the near future famous scientists, athletes, musicians, and actors will dominate in the Russian national cultural canon alongside with political leaders and patriotic wars heroes. A precedent name becomes symbolised and is associated with a certain quality (or qualities). The person’s name is employed to measure the values of the national cultural canon. In this aspect, it acquires an idiomatic character. One of the ways to create idioms that are impossible to literally translate into other languages is metonymy, and particularly synecdoche. The nationally identified metonymy may be defined as ‘frame metonymy’. However, national identity does not always mean the opposition of “native” and “foreign”. The concept of “oila – family” is one of the most communicatively relevant concepts of the Tajik conceptual sphere. The concept of “family” is one of the most communicatively relevant concepts of the Tajik conceptual sphere. The concept of “family” has a broad and diverse cognitive content in the Tajik linguistic consciousness. In the Tajik language, the concept of “family” is a composite mental entity, representing an integral set of a number of more concrete concepts: husband, wife, mother, father, children, relatives, etc., which form its content in their unity. Despite the fact that only the nominative layer of the concept is revealed through the interpretation of words, yet each definition is based on a common denotata, represented by the lexemes “group”, “unity”. Such definition of “family” implies association based on any common signs. The definition of “family” through a “group of relatives” involves association based on kinship – a relationship between people based on the origin of one person from another or different people from a common ancestor, as well as on marital family relationships. In the Tajik cultural and linguistic tradition, there are very close expressions of family perception and relations between family members, but there is no such distinct differentiation based on the kinship on the paternal and maternal lines. The paper presents the analysis of such concepts “right” and “legitimate interest” in relation to a child born using assisted reproductive technologies. The term “interests of a child” is quite often used in the family law of the Republic of Tajikistan. Nevertheless, the content of the given category still remains unsolved. The legislator does not establish compliance criteria of the interests of parents with the interests of children and does not define the term “interests of children”. Based on the analysis of various doctrinal approaches, the author comes to a conclusion that the interest can be both subjective and objective category. One of functions of assisted reproductive technologies is granting the last opportunity for married couples to have their own genetic child. A child born with the use of assisted reproductive technologies shall have the same rights for healthy family education as a child conceived in a natural way. At the moment, there are significant changes in the state policy in the field of education, which is caused by a change in the orientations of social development and is expressed in outward changes in the priorities of education, the emergence of modern, innovative educational institutions. In the Russian Federation, historically, various forms of teacher retraining have developed, which have evolved along with changes in the education system. The article analyzes the forms and methods of training pedagogical staff by the example of a single subject of the Russian Federation the Republic of Tatarstan. This period was marked by the reform of the national education system in 1958-1964. The purpose of the article is to show how the socioeconomic processes taking place in the society caused changes in the system of professional development and retraining of teachers in a separate region of Russia the Republic of Tatarstan.
