In the basis of the current policy opportunities and advanced technical conditions of the current national poverty alleviation strategy and clean low-carbon energy development strategy, our research team will carry out research on photovoltaic poverty alleviation construction. Our group selects the typical poverty-stricken county—Yangyuan County of Hebei Province as the research object. Through field investigations and in-depth interviews, it studies the influencing factors, current situation and usage mode of PV poverty alleviation construction, and finds the difficulties and blind spots in the implementation of the policy. Conducting logical analysis and summarizing exchanges, trying to launch a new model for sustainable photovoltaic poverty alleviation construction in Yangyuan County, Hebei Province—direct government renting operation, direct lease operation, and enterprise leasing operations. The combination of villagers, enterprises and the government will complete the construction of precise poverty alleviation. Keywords—photovoltaic poverty alleviation; government direct rent operation; company direct rent operation; corporate leasing operations; factor analysis

The advance of three-industry integration in Chinese rural areas requires the government, enterprises and farmers to join hand in extending the industrial chain. The soft governance executed by the local government will promote the practice. China has a tradition of soft governance of different characteristics based on different regions. Under the impact of marketization, we need to carry out new soft governance and debug benign subject relationship regionally to facilitate the integration of the three industries. This paper examines in detail the experiences of Xinxing County in Guangdong Province in applying Zen culture, one of the soft governances means, to carry out governance on the government, enterprises and other principal subjects, in order to improve the necessity awareness and provide directional exploration for promoting the integration of the three industries from this perspective. World experience shows that advanced countries, such as Japan, South Korea, Singapore and others, have achieved a high level of economic development and well-being of the people on the basis of turning science into a direct productive force. According to experts, the economic growth in these countries was ensured by the total capital by 17%, the development of natural resources by 19%, and the contribution of the human factor almost two times more than these two factors combined, more precisely, by 64%. An important role in the process of preparing highly qualified personnel for the economy is played by the higher education system. In a number of post-Soviet states, including Russia, universities and institutes of the Academy of Sciences play a significant role in shaping the knowledge economy. However, in recent years, due to low quality of graduates of higher education, a situation has arisen in Russia where, with an excess of graduates, the need for the sectors that make up the knowledgebased economy is not satisfied. The authors attempt not only to show the leading role of higher education in the development of the knowledge economy, but also to analyze what problems prevent Russia today from reaching the front lines in the world. Keywords—knowledge economy; higher education; public policy

At present, there are some problems in the teaching of ASP.NET, such as neglecting the main body of teaching and students’ being afraid of learning. So it is necessary to redesign teaching, transform the original teaching model to “studentoriented”, readjust teaching content, adopt the teaching model integrating MOOC and case study, improve evaluation models centered with ability assessment, and focus on training students’ positiveness and practical ability of programming, which can help make students more enthusiastic about learning and increase their pass rates. “Development is the top priority, the talent is the first resource and innovation is the primary driving force”. This important assertion is delivered by president Xi. This paper uses methods of questionnaire survey, field investment and literature reference to investigate students in a university of Shanghai. The students, chosen from freshman to senior year of three colleges, were asked to rate their level of interest in entrepreneurial intentions. Based on the analysis, teaching programs and teaching methods of entrepreneurship education can be improved according to the characteristics of major and grade in university.
