‘I volunteer at home too!’ Gendering affective citizenship “我也在家里做志愿者!”“情感公民的性别化

This article argues for gendering affective citizenship and humanitarianism. Both of these ‘regimes of care’ are understood to work through benevolent affect, to mobilize citizens in the wake of the retrenchment of the welfare state. Ethnography with Italian-origin women volunteers at a Milanese association shows that the affect and motivations of affective citizens can starkly deviate from benevolence and ‘do-gooderism’. Analyses of post-Fordist affective citizenship focus on the shift from waged labour and state-mediated forms of social security to precarious labour and privatized responsibilities for welfare, implicitly centring the (male) breadwinner as the subject of these transformations. By contrast, this article seeks to call attention to the continuities in unwaged care. In so doing, it shows how the Fordist legacy of gendered citizenship ‘haunts’ its post-Fordist affective and humanitarian reconfigurations and highlights the contradictions and contestations that mark ongoing transformations of social citizenship in Europe.

This article examines the ways in which ‘Chinese walls’ – that is, information barriers within financial institutions – are constituted and subverted by acts of trespass within large investment banking firms in New York. While Chinese walls positively serve to prevent corruption and fraud, they simultaneously attract legal, semi-legal and illegal forms of trespassing. My analysis shows that some trespassing is based on non-verbalized and embodied exchanges of information that are not in and of themselves illegal. Referred to as playing ‘the game’, the result of these forms of trespass is that the Chinese wall becomes an ‘effect’ or fiction. At other times, trespassing can cause inconvenient suspicion, encouraging those who operate amid these walls to participate strategically in various aspects of wilful blindness. Together, these examples reveal the conceptual and material relationships between ‘seeing’ and ‘knowing’, thereby highlighting the complexity of information flows in financial institutions and demonstrating how the critical regulation of financial capitalism is sometimes weakened.

Anthropologists have posited that citizenship takes on multiple meanings and forms based on citizens’ everyday engagements with state and non-state actors. This article examines forms of citizenship that materialize vis-à-vis the state. In particular, it deals with new imaginaries of citizenship that emerge through interactions between state actors and poor women in counterinsurgency settings. Drawing on ethnographic fieldwork conducted in the erstwhile Maoist zones of eastern India, I show that, despite knowing the violent face of the state, poor women nevertheless rely on the developmental face of the state to hope for social transformation and imagine better lives and livelihoods. I argue that in doing so they engender an idea of hopeful citizenship.

Dynamics of wilful blindness: An introduction 故意失明的动力学:导论

What are the politics of ignorance in an age of misinformation? How can the concept of ‘wilful blindness’ help us to understand the logics involved? We start the introduction to this special issue by arguing that the intrinsic instability of wilful blindness draws valuable attention to the graded nature of intentionality and perception, and the tensions between them. These features are an essential part of the workings of ignorance, as we illustrate with reference to the shifting intentions of drug couriers, the fleeting moments in which the humanity of victims is recognised in the midst of violent acts, and the affects that channel economic behaviour, such as in the subprime mortgage crisis. When approaching perception and intentionality as complexly entangled in institutionalised fields of power, ‘wilful blindness’ emerges as a powerful and critical diagnostic of the epistemic instabilities of our time.

Objectivity is widely recognized as a fundamental value in the sciences. Yet objectivity may be deployed as a filter or screen that discourages scientists from reflecting on the political consequences of their work. This article examines the relationship between scientific commitment to objectivity and recent critiques of the influence of corporations on research. It does so by analysing legal documents and examples of ‘life writing’, including a prominent environmental sociologist’s candid reflections on his decision to consult for Exxon after 1989 Valdez oil spill in Alaska. The article considers how objectivity may facilitate participation in research intended to promote doubt and uncertainty about the harm caused by corporations. It asks whether such decisions are better understood as unavoidable blind spots or examples of wilful blindness.

Invisible children? Non-recognition, humanitarian blindness and other forms of ignorance in Sabah, Malaysia 看不见的孩子?马来西亚沙巴的不承认、人道主义盲目和其他形式的无知

In the Malaysian state of Sabah, public antipathy towards the presence of large numbers of migrant workers influences a widespread ignorance of the educational and other exclusions of their children. Children of migrants are rendered invisible in Sabahan cultural discourse because they are not recognized as proper subjects, or even as ‘normal’ children. Cultural denial of such children’s circumstances can be seen in local newspaper reports that consider such children with reference to fears of ‘illegals’ and their threat to future Sabahan citizens. This discourse draws on a particular understanding of child deservingness, and utilizes what Cohen describes as ‘neutralization techniques’. However, such apparently wilful blindness can best be understood by considering it on a spectrum of different forms of ignorance and denial. This includes the blatant lack of recognition afforded by powerful individuals who should be more aware of the children of their workers, the humanitarian blindness of volunteer teachers who over-emphasize the saving power of education, and the complex and situational ignorance of children of migrants themselves. Appreciating other, potentially more benign or protective, forms of denial is crucial to understanding how ignorance of the complexity of the situation of children of migrants continues, even among those hoping to resolve it.

This article investigates how commodification operates with reference to expertise, rather than material objects. By drawing on the work of German management consultants, it highlights three forms of ignorance that arise as part of commodifying expertise. These are here described as ignorance due to profit, ignorance due to rhetoric and ignorance due to strong assumptions. These forms of ignorance render invisible the wider socio-economic effects of consulting, hide the degree to which corporate representations may not reflect the world they purport to describe, and postulate specific yet highly skewed understandings of freedom regarding human subjects. Taken together, they point out that a distinguishing feature of the commodification of expertise, vis-à-vis that of material objects, is that it provides greater scope for the creation and use of ignorance, as it blurs the boundaries between commodity and context.

In recent years the oil industry has shifted from climate change denialism to advocacy of the Paris Agreement, championing sustainability in an apparent assertion (rather than rejection) of corporate responsibility. Meanwhile growth forecasts continue unabated to finance the industry’s enthusiasm for upstream ventures in uncharted territories. How do extractive companies, and those who work in them, square this contradiction? Fieldwork among oil company executives points to a new wave of techno-optimism: a deus ex machina that will descend from the labs of corporate research and development (R&D) labs to reconcile these irreconcilable imperatives. Rather than denial, the projection of win-win synergies between growth and sustainability involves a suspension of disbelief; an instrumental faith in the miraculous power of technology that tenders salvation without forsaking fossil fuels, or restructuring markets.

On the banality of wilful blindness: Ignorance and affect in extractive encounters 论故意失明的平庸:榨取式遭遇中的无知与情感

Research on strategic ignorance tends to focus on the deliberate manufacture of non-knowledge as a tool of governance. In contrast, this article highlights the ‘banal’ workings of wilful blindness, how it can become a normalised part of corporate routine. It examines the diverse dynamics of wilful blindness that became visible in the planning and implementation of a mega oil development project in Timor-Leste, including spatial distancing, denial of moral implications, and the production of effervescent moments of collective solidarity. It concludes that affective states are key in the normalisation of wilful blindness, which operates at the unstable boundary between intention and affect. An emphasis on wilful blindness helps us to bridge the gap between political economy approaches that emphasise the disruptive impact of resource abundance, on the one hand, and anthropological approaches that highlight the social logics and ethical evaluations of main actors involved, on the other.
