This article discusses approaches to determining the barriers and advantages of the region in the development of foreign economic activity, which are seen in institutional, geographical, economic and network aspects. A classification of approaches in determining the development of foreign economic activity in the region is pro-posed, which consists in considering the factors of export activity in various aspects. The classification general-izes institutional, economic-geographical, and competitive approaches. Depending on the previous develop-ment, the main factors of the region’s foreign economic activity development are economic and geographical position, competitive advantages and the degree of interregional interaction. Based on the classification, a structural methodology for determining the potential for increasing the competitiveness of the regional system in the foreign market is proposed. Increasing interregional interaction is seen as one of the tools to improve the efficiency of non-resource and non-energy exports, achieved through synergy effect.

Exploring the path to transforming the energy economy is directly relevant to achieving the double carbon goal, as the energy sector is a major source of carbon emissions. Studying this problem during the 14th Five-Year Plan period is particularly important, as the inclusion of this goal in the official plans of the state can stimulate the implementation of specific measures and programs to transform the country’s energy economy, which is essential for combating climate change and achieving sustainable development. The article delves into the peculiarities of the implementation of the 14th Five-Year Plan in the context of China's transition to an innovative energy economy. In the course of the study the interrelation between the goals of “double carbon” and sustain-able development of the country’s economy is outlined. Particular attention is paid to the problems of imple-menting “green initiatives”. The article reveals the stages of the formation of the military-political contours of the collective security of the European Union (EU). The article analyzes the regulatory and legal foundations of the Common Security and Defense Policy as a course of action for the deployment of civil and military missions to preserve peace, pre-vent conflicts and ensure the stability of the peace system. It is pointed out that in the conditions of increasing international political instability, strengthening of external challenges and civilizational contradictions the revi-sion of the basic principles of European security is required. In order to improve its effectiveness, a set of measures is proposed, providing for the formation of the European Defense Union and its integration with NATO structural units on the basis of value priorities of the EU Global Strategy. It is concluded that in modern conditions the EU is on the threshold of large-scale modernization in the field of security, which will affect all members of the association. The intensification of the process is caused by the dynamics of international rela-tions.

Since the 1980s, the issue of prostitution in Germany developed from the level of measures to combat AIDS to the state (law on prostitution) and international policy level: within the EU it gradually gets the status of a “cause and consequence of gender inequality”, is included in the political agenda of achieving gender equality and, therefore, tackling the issue also shapes the image of the EU on the international arena. There, in Germany as a country considered as the economic locomotive of the EU, alongside the laws, which are unique for Europe nowadays, there is a pool of international NGOs seeking to influence German policy on this issue. This article provides a brief overview of public organizations in Germany that deal with the problems of prostitution at the political and social levels.

The article deals with the problem of creating meridian transport logistics routes along the China–Europe line using the example of the Middle Corridor. The position of the transit states of the South Caucasus within the framework of this route (Azerbaijan and Georgia) is assessed, the current state and dynamics of the develop-ment of the Middle Corridor are investigated. The article also highlights and analyzes the key political and eco-nomic risks affecting the dynamics of transport and logistics ties in the region in the context of territorial con-flicts in the South Caucasus, the conduct of a special military operation in Ukraine, tensions between China and the collective West, as well as in the light of the influence of other factors of modern geopolitics. It is concluded that Russia’s position on the issue under consideration is determined by its own interests, according to which priority in cooperation is given to Iran and the countries of the Transcaucasia, since the construction of the North–South route will contribute to the development of the region under consideration, ensuring stability and security in the South Caucasus without prejudice to national security.

The article discusses various conceptual concerns in understanding the concept of “Tianxia” in the context of China’s development both in its history and modernity. As examples, it analyzes the teachings of the most fa-mous representatives of “Tianxiaism” of the new period that began after the Opium War and lasted until the Xinhai Revolution, among them Kang Youwei and Liang Qichao. The study also highlights the “Tianxia system” theory put out by Zhao Tingyang. Conclusion dwells upon the fact that Chinese thinkers attempted to reflect on the construction of an ideal world through the historical and philosophical concept of “great unity”, and the theo-ries they developed were themselves responses and answers to the unprecedented crises faced by China in different periods of its history. It is emphasized that their teachings contained utopian views based on the tradi-tional Confucian social order, political institution and ideology rather than applicable practice-oriented recom-mendations.

Increasingly, new risks are being linked to human activities. The author of the article studied the history and essence of the concepts of “risk” and “professional risk”, analyzed the concepts regarding the nature of risk, and also formulat-ed the definition of “professional risk in advocacy”. Currently existing risks faced by advocates in the course of their professional activities negatively affect the quality of legal assistance, which is ultimately received by the citizens of our country. The article highlights the main provisions of building a quality management system in projects. The aim of the study is to build a model of the quality management process in projects in the form of Petri nets, as well as to develop the author’s system of criteria for assessing the quality of the project, adequate to global changes – the reversal of supply chains from West to East and the priority of the development of own production within the framework of the import substitution policy and ensuring Russia’s technological sovereignty. The research methods were formalization and modeling, which allow reflecting the logic of the links between the processes of implementing a quality management system in projects. National standards served as a conceptual basis. As a result, a logical-information model in IDEF0 notation was built, a discrete-event model based on Petri nets was developed and functionally described, including the main stages of quality management in projects, appli-cable in the conditions of automation of production and quality control of projects, processes, results. The mod-el can be integrated into corporate information systems as an additional module. A unique set of project quality assessment indicators covering aspects of import substitution, production localization, engineering staffing, digitalization, sustainable development in the context of project stages is proposed.

The study is aimed at examining the problem of high level of depreciation of the material and technical base of the oil and gas complex, the existing restrictions on its renewal as a result of sanctions and the search for pos-sible solutions. The results obtained indicate that the digitalization course adopted several years ago cannot be fully implemented in the current conditions, since its main components, both physical assets and software, were imported primarily from unfriendly states. In this regard, a set of possible solutions to this problem was proposed, divided into two stages, taking into account the priorities set. The first stage involves solving the prob-lem of maintaining the current level of hydrocarbon production by purchasing technological equipment with the help of friendly countries, while simultaneously searching for import substitution solutions in critical areas. At the second stage, taking into account the created reserves, a mass transition to domestic solutions, as well as solutions created on the basis of cooperation with friendly countries, can be carried out. The article analyzes the changes in the provision of state support measures to small and medium-sized busi-nesses in 2021–2022. The results of the study make it possible to consider the dynamics of the implementation of state aid measures, as well as the reaction to them on the part of business. It is worth noting that the list of protective measures for entrepreneurship initiated by the state is constantly expanding, which creates a favora-ble platform for business development. The present article proposes to divide them conditionally into the fol-lowing groups: financial, property, consulting, informational and educational. The criteria for a comprehensive assessment of the effectiveness of measures of state support for small and medium-sized businesses are be-ing introduced, which will make it possible to justify the need to prolong some of them, which have demonstrat-ed high performance, or to identify “weak” places to intensify work on the definition of new algorithms to im-prove the sustainability of small and medium-sized businesses.

The results of the study make it possible to consider the dynamics of the implementation of state aid measures, as well as the reaction to them on the part of business. It is worth noting that the list of protective measures for entrepreneurship initiated by the state is constantly expanding, which creates a favora-ble platform for business development. The present article proposes to divide them conditionally into the fol-lowing groups: financial, property, consulting, informational and educational.
