Abstract The aim of this study is to examine the competent functions of the dynamics that make up the organizational culture in educational administration. Organizations bring together material elements to achieve their goals. Although organizations that exist for the same purpose provide similarity in material elements, they differ in intangible elements that make up the organizational culture, such as ways of doing business, methods of solving problems, ways of coping with uncertainties, and organizational commitment. Organizations that establish an ideal structure in these elements gain competitive advantage by providing superiority over their competitors. Experiences in organizations create values over time and create an organizational instinct. Organizational culture, which can also be expressed as instinctive solutions; It has functions that make it easier for the organization to reach its goals, simplify the solution of problems, distinguish the organization from other organizations and enable decision-making in an environment of uncertainty. Organizational culture is the unwritten power of organizations to achieve their goals. In addition to the material elements that enable organizations to achieve their goals, there are also intangible elements. Behaviors of the members of the organization beyond the written instructions or the stereotyped methods used in solving the problems that may arise accidentally affect the success of the organizations. Organizational culture ensures the continuity of the organization by ensuring that the members of the organization develop harmonious relations and solidarity. The inclusion of the members who later joined the organization in the network of positive relations in the organization makes a significant contribution to the continuity of the organization. In this study, it is aimed to examine the overtime scheduling models within the framework of work management in international private finance companies. These scheduling models can also be applied to companies operating in areas such as accounting, financial consultancy, economics, business and econometrics management, apart from financial management. In this context, within the framework of the working method, overtime scheduling models will be emphasized and the studies and researches related to the subject will be mentioned. The first integer mathematical model in the field of overtime scheduling was produced in 1954 with the contributions of George Dantzig. In this research, the costs of scheduling are minimized, provided that there is equal or slightly more labor needed in each of the periods. In the research of Dantzig in 1954, it was observed that while it prevents the workforce from showing insufficiency, it allows the occurrence of workforce surplus. The second integer program modeling in the field of scheduling is the modeling developed by Ebridge Keith in 1979. In Keith's modeling, it is aimed to minimize the cost of scheduling by enabling both labor shortage and labor transcendence. In addition, Jacobs and Bechtold, in their study in 1990, assumed that the window of all rests consisted of the crack planning period. Turgut Aykin developed integer modeling for the global overtime scheduling problem in 1996. Investigation of Aged Individuals in the Kahramanmaraş Earthquake in Turkey 土耳其kahramanmaraku地震中老年人的调查

Aged individuals, who are among the vulnerable individuals in society, constitute an important group that should be protected and protected. The underlying reason for this can be thought of as the physiological and psychological states of aged individuals. Under these considerations, it was aimed to determine what happened in the earthquake disaster, which was the epicenter of Kahramanmaraş Pazarcık and Elbistan on February 6, 2023, under the opinions of aged individuals. Phenomenological case design, one of the qualitative research methods, was used in the research. The study was conducted with 300 individuals over the age of 300 who voluntarily agreed to participate in the study. 58.3% of the individuals participating in the research are male and 41.7% are female. 100% of them have encountered a disaster at some point in their lives, and 50% of these disasters have been pandemics. In the study, the data were collected with a semi-structured interview form developed by the researchers. At the end of the research, it was found that aged individuals were most anxious (n=300) and experienced anxiety (n=178), constantly watching television or reading the newspaper (n=180); In the 6 February earthquake, it was determined that they experienced the highest rate of willingness to help (n=300) and fear (n=290) and that they constantly watched television (n=300). In line with the results obtained from the research, it can be suggested that psychosocial support mechanisms should be effectively presented in the face of disasters, especially for older individuals. Digitalization, Education And Employment Nexus Within The Scope of Life Long Learning: CRITIC Based Gray Relational Analysis Application 终身学习范围内的数字化、教育和就业关系:基于批评家的灰色关联分析应用

The European Union has developed many policies, decisions, strategies and projects on lifelong learning and has set some targets, especially in education, employment and competitiveness. Today's technological developments and the effects of these developments on education and employment cannot be ignored. In this study, within the scope of the objectives of lifelong learning in the EU, the technological developments in the EU countries, education and employment indicators and their performances are evaluated and the countries that come to the fore and fall behind are discussed. The aim of this study is to evaluate the performance of EU countries with the CRITIC-based Gray relational analysis method with some technology, education and employment data that are important within the scope of lifelong learning in the digitalized world. In particular, the education variables of individuals at higher education level who are educated with digital skills brought by our age and close to taking part in business life, employment of new graduates, unemployment with advanced education, the share of government expenditures spent on education in GDP, the share of the ICT Sector in GDP, which shows the effects of technology on employment, and the share of ICT experts in total employment. etc. variables are included in the scope of the study. With the help of the variables included in the study, according to the findings of the CRITIC method, it was seen that the most important first five criteria were students enrolled in Higher Education (12,11%), leave education and training early (9.32%), the share of the ICT Sector in GDP (8.38%), highly educated unemployment (8.08%), Total unemployment rate (-7.08%). However, in the Gray Relational Analysis findings using the weights obtained by the CRITIC method, Sweden, Finland, Spain, Denmark, Malta, Germany took the lead in the performance ranking by providing the balance of technology, education and employment, it has been found that countries such as Poland, Latvia, Croatia, and Slovenia are also in the last place. The first notable feature about culture is that it symbolizes common values in a community. Even though there are individual differences in a society, a common culture is created by sharing some symbols and belief systems. The most obvious tool to distinguish societies is culture. Language, art, eating and drinking, folklore, tradition-custom, politics, legal order and so on. All these elements are cultural characteristics of societies. These characteristics are the elements that define a society. The interdependence of society is possible through cultural elements. Culture provides the satisfaction of physiological and social needs of individuals. Individuals are influenced by the cultural characteristics of the society in which they live, and they form their personalities by learning the good, the truth, the beautiful and the ugly. In addition, since people who believe in the same culture agree on the protection of certain values, it provides social solidarity among individuals. It is an important reflection of culture that culture regulates relations in social life. In parallel with the cultural change, the attitudes, feelings and thoughts of the individuals in the society also change. There have been changes in social life depending on scientific and technological developments. While the use of the plow in agriculture requires a large family structure, the use of technological tools such as a combine has changed the family structure and thus the culture. Culture is an important classification tool that separates societies from each other. In addition, institutions may consist of individuals with different cultural characteristics. Culture is determinative in both the employees of the institution with each other and the connection of the employees to the aims of the institutions. Organizations need the support of employees to achieve their goals. Employees who adapt to the cultural structure prevailing in institutions will respond positively to the demands of the enterprise. Every institution has its own values, rules and ways of doing business. Institutions living in cultural reality should consider these sensitivities in their relations with the external environment, otherwise, problems may arise in sustainability. Likewise, the employees of the institution come to the business environment with different cultural heritages. These differences need to be harmonized and balanced within the organization and harmonized with the business objectives. These characteristics are the elements that define a society. The interdependence of society is possible through cultural elements. Culture provides the satisfaction of physiological and social needs of individuals. Individuals are influenced by the cultural characteristics of the society in which they live, and they form their personalities by learning the good, the truth, the beautiful and the ugly. In addition, since people who believe in the same culture agree on the protection of certain values, it provides social solidarity among individuals. It is an important reflection of culture that culture regulates relations in social life. In parallel with the cultural change, the attitudes, feelings and thoughts of the individuals in the society also change. There have been changes in social life depending on scientific and technological developments. While the use of the plow in agriculture requires a large family structure, the use of technological tools such as a combine has changed the family structure and thus the culture. Culture is an important classification tool that separates societies from each other. In addition, institutions may consist of individuals with different cultural characteristics. Culture is determinative in both the employees of the institution with each other and the connection of the employees to the aims of the institutions. Organizations need the support of employees to achieve their goals. Employees who adapt to the cultural structure prevailing in institutions will respond positively to the demands of the enterprise. Every institution has its own values, rules and ways of doing business. Institutions living in cultural reality should consider these sensitivities in their relations with the external environment, otherwise, problems may arise in sustainability. Likewise, the employees of the institution come to the business environment with different cultural heritages. These differences need to be harmonized and balanced within the organization and harmonized with the business objectives. Today, favoritism is frequently encountered in almost many organizations in the public and private sector. The reason for this is that individuals do not comply with ethical rules. Because especially managers should have internalized all these rules. Otherwise, people in management may come to the conclusion that their attitudes are very normal. In the system, ignoring the factors such as the abilities of individuals, their suitability for the job, and their qualifications paves the way for favoritism. A person who only separates his acquaintances is considered valuable by the people around him, while he is away from being professional. There are some relationship patterns such as cooperation, cooperation and solidarity in society. Nepotism also occurs naturally in this process. The low level of organizational awareness also causes favoritism. The fact that material income is more important than moral gain in this area causes the nepotism to increase in particular. Nepotism practices are less common in developed countries. It is possible to encounter nepotism, which is more common in underdeveloped and developing countries, in many areas in the public and private sectors. In Turkey, which has the status of a developing country, the system of favoritism has been encountered for many years and is perceived by the citizens as a disturbing, discriminatory attitude, and with some forms of corruption. It is not possible to talk about the principles of justice and equality where there is nepotism. It is possible to encounter some negative social consequences where there is no justice and equality. The aim of this research is to develop a checklist of questions that can be used in the analysis of institutional functioning or problems by relating each framework in the four-framework model developed by Bolman and Deal with different theories. Graduate education institutions were selected as the unit of analysis and the questions were developed taking into account the functioning and problems in the institutions. The method of document analysis was used in the research based on qualitative research. Graduate theses in Google Scholar and YÖK thesis database, articles, papers and books published in refereed journals and indexed in international and national indexes were used as data sources. In selecting the theories, the overlap between the content of the Four Frame Model and the assumptions of the theories was taken into account. The selected theories are limited to the accessed theories and the consensus among the researchers regarding the content of the Four Fram Model and the overlap of the assumptions of these theories. In the process of data collection and analysis, an algorithm was created by the researchers and description, sampling and association were used in the analysis. According to the results of the research, a checklist of questions was developed, taking into account that the structural frame dimension of the model can be used with Bureaucracy Theory and Organisational Ecology Theory; the human resource frame dimension with Motivation Theory and Mental Models Theory; the political framework with Organisational Cohesion Theory and Actor Network Theory; and the symbolic frame with Symbolic Interaction Theory. In a further study, the checklist can be extended with different theories, the functionality of the question checklist can be tested with experimental studies, and software for theory-oriented decision support systems can be developed. The aim of this study is to examine the structural functioning of democracy culture in educational environments within the framework of educational philosophy. As a social being living in society, a person is born and develops in the family institution. It is the smallest social organization in the society consisting of family, parents, siblings and educational institution. Children receive their first education in the family. The first role models for a child who experiences the world and understands social rules are family members. The family is a teaching and learning system, and parents are the first teachers of children. In this context, the first steps are being taken within the family to promote a culture of democracy in children and to create democratic attitudes and behaviors. Importance of feedback in the student evaluation process 反馈在学生评价过程中的重要性

Many teachers do not consider feedback as part of the process, leaving it aside without giving due importance to it, as part of the student's training, which has generated some deficiencies on the part of teachers by facilitating knowledge to their students, In each of the topics explained in the classroom, this is where the need arises for the teacher to make the proper selection, classification and planning of the subject that has not been understood so that it can be fed back to cover said difficulties. The objective of the research is to show a brief analysis of the importance of feedback in the student evaluation process, especially with the acquisition of significant learning. The methodology applied in the investigation has been the bibliographic analysis, applying the collection of information from various reliable sources to structure a critical analysis through the application of the analytical method - synthetic of the subject and establish the conclusions. The results obtained have shown the role of feedback oriented to educational evaluation for the understanding, construction and application of the topics that are addressed with the students.

Integrating Cyber Resilience Strategies for OT Data Acquisition Devices 整合OT数据采集设备的网络弹性策略

Operational Technology (OT), Industrial Control Systems (ICS), and Supervisory Control and Data Acquisition (SCADA) devices have been around in some form since the 1960s and they control specific functions in many critical industries such as electrical power generation, oil refineries, and water treatment plants. Since most are integrated with IT-based protocols (e.g., TCP/IP), there has been an explosion of OT control systems to provide meaningful information to businesses. While OT and IT speak a common language, this has exposed OT to much more Cyber Attacks that were once applied only to IT-based systems. Data Acquisition Devices (DAS), such as those manufactured by Moxa, now have ethernet ports to provide this link between both networks. The combination of new ethernet-capable OT devices, and those using upgraded converters (e.g., Moxa) for older OT devices, has primarily increased the attack surface. This study proposes a secure layered architecture that can be deployed to limit security threats for ethernet-capable (DAS) devices. The current state of many organizations is the lack of visibility of their OT assets and a knowledge gap on how to secure them.
