Connecting Policy Learning and Policy Conflicts: A Case Study of Water Management in Colorado 连结政策学习与政策冲突:科罗拉多州水资源管理个案研究

Disagreements and conflicts over public policy can create opportunities for people to learn about how others value and prioritize policy issues or what types of policy alternatives are feasible in the face of conflicting goals. Such learning can have feedback effects that either mitigate or enhance conflicts. Despite the logical intersections between policy conflict and learning, limited empirical attention has been paid to understanding their dynamics. To address this limitation, this paper employs the Policy Conflict Framework as a guide to analyzing learning in the context of policy conflicts. To examine the relationship between policy conflict and learning, we use interview data from policy actors involved in water management conflicts in Colorado. We find empirical evidence that the intersection between policy conflict and learning is dynamic and multifaceted. First, learning is not simply an outcome of conflict; it can be an intentional conflict mitigation strategy. Second, understanding the differences between types of learning can help inform how conflict intensity is fueled or contained. We also find that several characteristics of the policy conflict settings can support learning processes that can mitigate conflicts. These include collaborative venues with resources, trusting relationships, and influential actors, and conflict issues consequential to diverse interests. The findings inform both policy conflict and learning literature by empirically assessing the factors that enable learning in the face of policy conflict.

Engaging the Future of Minorities: Political Participation and (Dis)engagement of Roma Minority Youths in Albania 参与少数民族的未来:阿尔巴尼亚罗姆少数民族青年的政治参与和(不)参与

Levels of political participation among marginalized groups are essential indicators of the health of a democratic, just, and inclusive society. This study examines the youth of the Roma minority in Albania, investigating perceptions and attitudes regarding their political (dis)engagement and participation, as well as issues of intersectionality in shaping respective patterns. Utilizing a mixed methods model, a survey is followed by individual in-depth interviews, focus group discussions, and national validation workshops. Findings confirm low levels of political activism and participation among the Roma minority at large and the respective youth in particular, which is at odds with the higher levels of Roma youth activism in the civil society sector. Distrust in politics, prejudice, and discrimination are primary barriers. Addressing them while enhancing educational and economic opportunities can help overcome the impediments to political engagement. Civil society appears to be crucial in promoting best practices/role models and advocating for sustainable results.

Roles in Resilience: The Intersection of Genetic Counseling, Policy Advocacy, and Community Resilience 弹性中的角色:遗传咨询,政策倡导和社区弹性的交集

Community resilience involves efforts to prevent major, negative, and disruptive events, recover more quickly from such events, and mitigate against such events happening in the future. Strengthening all aspects of the health care system will play a key role in promoting greater resilience. Genetic counselors play an important role in the health care system, and in regard to resilience they can play an especially important role by not only providing key services, but also advocating for policy to improve areas like maternal health care and protecting reproductive choice. Genetic counselors hold substantial expertise to influence resilience, including the ability to effectively educate the public and develop partnerships across sectors. Genetic counselors have engaged in policy advocacy in regard to issues both directly relevant to their profession (reimbursement, licensing) as well as broader social issues. This article focuses on the current role of genetic counselors in policy advocacy, the role of this work in promoting resilience in areas such as maternal health, and how genetic counselors might expand their influence in the future.

Montserrat Emperador Badimon

Manuel Alvariño is a PhD candidate at the European University Institute (EUI), Social and Political Science department. He participates in the WellSIRE ERC research project. He has previously published in Politics & Society, Government and Opposition, and South European Society and Politics, and he has collaborated on forthcoming edited volumes published by Edward Elgar and Oxford University Press. His work addresses the comparative politics of the welfare state in Western Europe, with a focus on family policy.

Marcos Ancelovici is Full Professor and Chair of the Department of Sociology at Université du Québec à Montréal (UQAM). His research focuses on social movements and housing struggles in Barcelona, Montreal, New York City, and Santiago de Chile. He has co-edited Street Politics in the Age of Austerity: From the Indignados to Occupy (Amsterdam University Press, 2016) and Subverting Politics: Autonomous Social Movements Today (Black Rose Books, 2023). Together with Montserrat Emperador Badimon, Dr. Ancelovici recently published “Anti-Eviction Mobilizations in Barcelona, Montreal, and New York City,” in The Elgar Handbook on Urban Social Movements, edited by Anna Domaradzka and Pierre Hamel (Edward Elgar Publishing, 2024).

Montserrat Emperador Badimon is Associate Professor in the Department of Political Science at Université Lumière Université Lumière Lyon 2. Her research focuses on housing struggles in Spain and Quebec. She recently co-edited La Plataforma de Afectadas por la Hipoteca: una década de lucha por la vivienda digna 2009–2019 (Editorial Bellaterra, 2022) and published Lutte pour ne pas chômer. Le mouvement des diplômés chômeurs au Maroc (Presses Universitaires de Lyon, 2020). Together with Marcos Ancelovici, she recently published “Anti-Eviction Mobilizations in Barcelona, Montreal, and New York City,” in The Elgar Handbook on Urban Social Movements, edited by Anna Domaradzka and Pierre Hamel (Edward Elgar Publishing, 2024).

Emmanuelle Barozet is a Full Professor at the Department of Sociology at Universidad de Chile and a researcher at COES, Centre for Social Conflict and Cohesion Studies. She is a graduate of the Institut d'Etudes Politiques de Paris, Sciences Po, with a Master in History and Civilization and a doctorate in sociology from the Ecole des Hautes Etudes en Sciences Sociales in Paris. Her research interests are social stratification, middle classes, social justice, local politics, and informal institutions. ORCID: 0000-0001-9297-3480.

Simmering Conflicts, Major Consequences: Can Minor Conflicts Drive Military Involvement in Politics in Developing Countries? 酝酿中的冲突,重大后果:发展中国家的小冲突能推动军事介入政治吗?

This research examines how governance risks stemming from internal conflicts (e.g., civil wars, terrorism, and civil disorder) and external conflicts (e.g., wars, cross-border disputes, and foreign pressures) influence the military's involvement in politics (MIP). The study covers 94 developing countries from 1990–2021 and employs a first-difference regression (FDR) and a fixed effect regression with Driscoll and Kraay standard errors (DKSE). One contribution of this study is it finds less severe forms of conflicts, such as terrorism and civil disorder, are significant predictors of MIP in DKSE models, but not in the FDR models. This indicates that while annual changes in terrorism and civil disorder may not affect MIP, their sustained levels do. Therefore, risks of MIP increase with simmering and persistent smaller-scale conflicts. A second contribution of this study is that cross-border conflicts and foreign pressures' effects on MIP are conditional, becoming significant only during periods of political change.

The Spanish housing rights movement has been consistently demanding new regulations of the housing sector. In addition to protests, it has campaigned for popular legislative initiatives (PLI) that have generated different outcomes. How can we account for such variation? To address this question, this article compares three PLI campaigns for housing rights: the national PLI (2011–2013), the Catalan PLI (2014–2015), and the Madrid PLI (2017). Whereas the three PLIs collected enough signatures to be submitted to congress, only two managed to pass the first stage of the legislative process, and only one was eventually turned into law. This study argues that these legislative outcomes must be unpacked and disaggregated into concatenations of stages that were shaped by three processes: coalition building, salience building, and legitimacy building. It uses a process tracing method to show empirically how these dynamics unfolded in the three abovementioned PLIs.

This article applies agenda-setting theory, and the multiple streams framework in particular, to consider why assisted dying/assisted suicide (AD/AS) has not been legalized in the United Kingdom, and also what the prospects are for policy change. AD/AS provides an interesting test case for agenda-setting theory, which tends to focus on governmental agendas (Kingdon 2011, 3) and has thus been said to ‘say less about the policy outcomes of such nonpoliticized policy processes’ (Green-Pedersen 2007, 286) that generally characterize morality polices. Agenda-setting theory provides valuable insights into this case, which reveals an important role for government even on this free vote matter of conscience. However, the case highlights aspects of agenda-setting theory relating to assumptions on legitimacy and the power of persuasion that fare less well, and which have implications for the future study of morality policies.

What happens when the state acknowledges the existence of multiple “true” nations or “pueblos” within the context of a single state? How does a leader in a state with multiple nations, a plurinational state, choose between honoring cultural diversity and promoting economic growth? This article analyzes Ecuador and Bolivia—two countries that have constitutionally declared themselves plurinational states—to argue that, depending on the composition of each ruler's supporter base, presidents will choose to prioritize one set of goals over the other. On one hand, Rafael Correa was able to prioritize economic policies in Ecuador at the expense of cultural ones, hence losing out on indigenous support. On the other hand, while Evo Morales of Bolivia initially moved in favor of cultural policies, indigenous communities later critiqued him for favoring increasingly extractive projects. This article has important implications for the study of state and nationhood in the context of increased indigenous mobilization; it highlights the difficulties of balancing policy decisions around economic welfare, environmental protection, and social inclusion.

Policy Integration for Overcoming Fragmented Government Action in South Africa: The Case of the National Policy on Food and Nutrition Security 政策整合以克服南非分散的政府行动:以国家粮食和营养安全政策为例

In South Africa, as globally, scholars in public policy, administration, and governance have acknowledged the necessity of integrated policy approaches to address complex, cross-sectoral, and multilevel government issues. However, the complex of problems and fragmented government structures and actions hinder effective policy implementation and governance. Despite the potential of policy integration to overcome these challenges, there has been little focus on the concept in South African literature, which is widespread in official speeches and documents by the government—a scholarship-practice mismatch. Using the case of the National Policy on Food Security and Nutrition Security, persistent fragmented government action was demonstrated using a policy integration analytical framework. The policy's ineffectiveness stems from a lack of coordination, decisional platforms, and stakeholder participation, with implications for governance. This article provides theoretical and practical insights for improving policy making, integration, decision making, and governance, and suggests research areas for South African Public Administration scholarship.

The Institutional Dynamics of International Development Cooperation and China's Aid in Africa 国际发展合作的制度动力与中国对非援助

Substantial volumes of literature have explored shifts in international development cooperation and the question of how “non-traditional donors” challenge the authority and legitimacy of the established architecture. Using institutional theory, this article examines the extent to which the institutional logics of neoliberalism interact with China's approach to development in Africa. The article argues that the extent of interaction depends on the compatibility between the institutional logics of neoliberalism and Chinese interests in Africa. China's gradual adoption of some institutional logics—such as ownership and alignment, mutual accountability, and harmonization—is not because China believes in the institutional logics, but rather because the adoption is a means toward the achievement of Chinese needs.
