You'll never walk alone: Loneliness, religion, and politico-economic transformation 你永远不会独行:孤独、宗教和政治经济转型

The rise of subversive religious beliefs has been recently documented as related to the politico-economic radicalization of places that feel left behind. When is the traditional local religious institution so socio-economically inefficient in providing hope for “not walking alone” to become substituted by subversive religious beliefs on the market for hope? This article suggests a detailed methodology, linking micro and macro levels, that starts from the quantification of the individual gain from religion as a source for well-being by providing the feeling of “not walking alone.” This micro gain is next used: (i) to evaluate a religious institution in terms of the social welfare that it generates, and (ii) to monitor this religious institution for losing its market to subversive religious beliefs, related to radical politico-economic transformations. To illustrate this methodology, I analyze the socio-economic efficiency of the Church of England as a predictive tool for the Brexit vote.

Title 42 and the power to exclude: Asylum seekers and the denial of entry into the United States 第42条和排除的权力:寻求庇护者和拒绝进入美国

Debates to “secure the border” have often dominated immigration legislation. Since the COVID-19 pandemic began, this rhetoric has intensified with the use of the Title 42 program to “expel” asylum seekers without hearing the merits of their case. This article outlines how the Title 42 policy has exacerbated dangerous border crossings while advancing discriminatory policies which disproportionately affect non-White asylum seekers. Using the framework of Critical Race Theory, this article examines the impact(s) of race, ethnicity, and nationality within the immigration bureaucracy. It suggests that “race neutral” polices in immigration perpetuate racial subordination and exclusion for immigrants racialized as non-White. Intertwined with xenophobia and anti-immigrant bias, this work also suggests that public health rationales have long been used to exclude “unfit” or “unclean” migrants due to the “fear of contamination” and infection. The Title 42 program is a violation of human rights, immigration laws, and stipulations in the United Nations Charter which prohibits refugees from being expelled to countries where their lives or freedoms are threatened.

Come-from-behind victories under ranked-choice voting and runoff: The impact on voter satisfaction 在排名选择投票和决选下后来居上的胜利:对选民满意度的影响

Both ranked-choice voting (RCV) and runoff seek to prevent the election of candidates with only minority support by enabling more broadly approved rivals to win through come-from-behind victories (CFBVs). Although CFBVs are intrinsic to RCV and runoff, they have received little scholarly attention. This study suggests that, amid voters' status quo bias, CFBVs provoke dissatisfaction. In a survey experiment fielded on U.S. voters, CFBVs under RCV significantly reduced satisfaction, while there was a weaker negative effect under runoff. Similarly, RCV was repealed or faced a visible repeal attempt in the vast majority of U.S. jurisdictions that experienced a CFBV in the first or second use of the rule. This was not the case for runoff. We encourage greater voter education, including regarding the rationale for and mechanics of CFBVs under RCV as well as consideration of runoff and other rules that encourage the election of candidates with majority support.

Evidence-based policies: Lessons from regulatory science 循证政策:监管科学的经验教训

In this article, various examples of controversies in regulatory science are analyzed concerning chemical and pharmaceutical products and functional foods. In these controversies, it is possible to show the relationship between epistemic policies and regulatory objectives (decision-making objectives). From an analysis of this relationship, four points must be noted that can be extrapolated to current evidence-based policy proposals: (1) The regulatory objectives determine the evidence hierarchies. (2) Evidence hierarchies determine the appropriate scientific methodology and, by extension, the scientific knowledge that will be generated. (3) The use of scientific knowledge in the formulation of public policies is an example of extrapolation, and such cases should be viewed as hypotheses whose testing requires evidence from different lines of research. (4) The suitability of a particular evidentiary hierarchy depends on what is at stake; that is, on an assessment of the gains and losses to which the policy or regulation based on such an evidentiary requirement may lead.

The evolution of systematic evidence reviews: Past and future developments and their implications for policy analysis 系统证据审查的演变:过去和未来的发展及其对政策分析的影响

Evidence reviews are widely used to summarize findings from existing studies and, as such, are an important base for policy analysis. Over the past 50 years, three waves of evidence reviews have emerged: (1) the meta-analysis wave, (2) the mixed-methods synthesis wave, and (3) the core components wave. The present article first describes these waves and reflects on the benefits and limitations of each wave in the context of policy analysis. Informed by this historical account, the article then identifies and discusses three trends that are likely to influence future directions of evidence reviews: (1) using data science tools, (2) embedding an equity focus, and (3) translating research into practice. The concluding discussion connects these developments to public policy, identifying how evidence from systematic evidence reviews informs—or could better inform—policy decisions.

This review article presents the results of an exploratory study for illuminating the state of the research concerning public policy in Colombia. A core assumption of the project is that the national capacity (intellectual capital) for producing relevant and thorough research in public policy, theory and practice, is a key element for the quality of its democracy and the sustainability of the system. A systematic documentary review of the research papers produced between 2008 and 2018 was conducted, spanning a total of 1010 papers. The results point to the relevance of continuing this type of study within Colombia and to the need of involving all the stakeholders in a dialogue about how to improve the country's capacity to design, implement, and evaluate sound public policies.

This study assesses the role of freedom of communication in modulating the effect of political participation on electoral outcomes in Africa since the turn of the 21st century. The freedom of communication is proxied in terms of freedom of academics and cultural expression, freedom of speech, the freedom to express one's opinion, and men's and women's freedom of communication. After adopting robust cross-sectional dependence estimates of the Driscoll/Kraay strategy, the findings reveal that freedom of communication is essential for a free and fair electoral process. Similarly, the findings depict that political participation increases the probability of a fair election process and outcomes in Africa. The study recommends that African countries' design platforms in their respective legislations that ensure freedom of speech and expression, and political inclusion with the open debate concerning governance to promote free and fair consistent elections that respect human rights and ensure political stability.

The freedom of communication is proxied in terms of freedom of academics and cultural expression, freedom of speech, the freedom to express one's opinion, and men's and women's freedom of communication. After adopting robust cross-sectional dependence estimates of the Driscoll/Kraay strategy, the findings reveal that freedom of communication is essential for a free and fair electoral process. Similarly, the findings depict that political participation increases the probability of a fair election process and outcomes in Africa. Achieving food security in Ghana: Does governance matter? 在加纳实现粮食安全:治理重要吗?

This study complements the extant literature by assessing the role of governance dynamics in food security in Ghana for the period 1980–2019. The empirical evidence is based on the fully modified ordinary least squares technique and governance is categorized into political (entailing political stability and voice and accountability), economical (consisting of regulatory quality and government effectiveness), and institutional (entailing corruption-control and the rule of law) governance dynamics. The study finds that the engaged governance dynamics improve food security in Ghana. Policy implications are discussed with specific emphasis on the sustainable development goals.

Catching up with AI: Pushing toward a cohesive governance framework 追赶人工智能:推进有凝聚力的治理框架

Artificial Intelligence (AI) contributes to public administration by augmenting public services, including managing big data and information technology. AI is currently utilized in e-government services that contribute value to American citizens, including providing a personalized customer experience, such as linking individualized data and processing individual assistance requests. Furthermore, AI can take over redundant routine tasks such as digital information provisioning and delivering services. However, in the United States, there is no overarching policy that governs AI. Inconsistent public policy contributes to public distrust of AI, concerns about privacy intrusion, and fears of inequitable service delivery. This review article discusses the rapid emergence of government applications of AI and provides a systematic review of proposed AI governance models. It then outlines their common components for the purpose of building a coherent, yet adaptable, AI Governance Framework and proposes a research agenda for policy and administration researchers.
