ABSTRACT What happens to state bureaucracies when authoritarianism emerges? How do autocrats seek to use the administration to their ends, and how does it react? The paper analyzes Venezuela as a showcase for autocratization in Latin America. Under Chavismo-Madurismo, the general objective of the regime was to expand and co-opt all the state institutions, including public administration, to subordinate it to the “revolution” and to gain control over oil revenues. As the central aspect of the paper, we will analyse the strategies of the Chavista governments vis á vis the administration to achieve these goals. We identify three main strategies that were used to sideline the bureaucracy: repression and firing; circumventing and neglecting; and militarisation. With these strategies, Chavismo-Madurismo dismantled the former existing public administration and installed a new administration, loyal to the regime, as a part of the process of autocratization. The paper also addresses how the autocratic regime has (mis)used the public management of the Covid-pandemic to strengthen autocracy under the disguise of a state of emergency.

Abstract The slow pace within which the Millennium Development Goals (MDGs) targets were achieved necessitated that 193 United Nations (UN) member states develop the Agenda 2030 popularly known as the Sustainable Development Goals (SDGs). Whilst many developed countries find it easy to implement the SDGs, underdeveloped and developing countries such as South Africa will inherently find it difficult to implement the SDGs. The ambitious United Nations Sustainable Development Goals (SDGs) have been criticized for being universal, broadly framed, inconsistent and difficult to quantify, implement and monitor. The burden of implementation will be worse when it comes to local governments or municipalities which are faced with service delivery challenges on daily basis. Many proponents of SDGs believe that the success of the implementation of the SDGs lies in successful localization at the municipal level. It is for this reason that this study explored the localization of the SDGs in South African Municipalities. It looked at the theoretical framework of the SDGs. It used qualitative research design and employed semi-structured interviews to gather information from senior managers in local government across South Africa. The study found that some municipalities do have Institutional Frameworks, processes and plans to localize the SDGs however the level of implementation is still very low and needs to be intensified hence an implementation model is recommended by this study. Abstract This study overviews employee’s participation in decision making in Nigerian Public sector using Federal Road Safety Corps (FRSC) Anambra state Command with a view to ascertain the level of workers participation in decision-making, and determine its impact on FRSC corporate performance between 2011 - 2022. The study is quantitative in nature and used researcher’s structured Likert scale questionnaire format to generate data from 360 respondents, which was complemented by extensive review of related literature. SPSS version 20.0 tools were used to analyse the data. Results of analysis reveal workers do not participation in decision-making but are solely responsible for its implementation; and prevalence of corporate poor performance in FRSC Anambra state Command. Therefore, the study observes a statistically significant relationship between workers’ participation in decision-making and corporate performance in the public sector. Primarily, the study recommends the democratisation of decision making in the FRSC Anambra state Command in order to enhance performance. Abstract From the perspective of employee compensation and benefits, this paper probes into the impact of employee compensation and benefits on the overall operating performance of an accounting firm (hereinafter referred to as firm), identifies key benefits, and provides insights for decision making by firm managers on employee compensation and benefits. This paper suggests that firm managers should provide better compensation and benefits, which not only can enhance employee motivation at work and their sense of belonging to the firm and enhance service quality, but also improve the firm’s overall operating performance. ABSTRACT Social equity is about asking who ought to get what and for whom is this programme good. With a focus on East Asia, this article examines how social equity is both conceptualised and put into practice outside of the Western context. An assessment of education and health care policy in China, Korea, and Singapore reveals four common themes about social equity in the East Asian context: shifting priorities on equity over time, balancing equity and meritocracy, prioritising distributional equity, and the importance of geography. These four themes demonstrate the need for a more global understanding of social equity.

This scientific paper discusses the phenomenon of public policy, namely the policy of working from home (Work From Home) due to the co-19 pandemic. The author's purpose in choosing this title is because the Covid-19 pandemic is not only about health problems or prolonged transmission of the virus which results in death, but also about service, physiological, communication, psychological problems, and the tendency to overuse gadgets. This policy that has been regulated by the government by working from home (Work From Home) is in order to reduce cases of contracting the Covid-19 virus and can reduce the death rate which continues to grow, other policies regulated by the government also require every citizen to take vaccinations. Of course the work from home policy has advantages and disadvantages in several aspects of life and work. This scientific work seeks to provide an analysis of the Work From Home phenomenon during the Covid-19 pandemic. The Covid-19 pandemic has brought major changes to all levels of society in various aspects, including the socio-cultural aspects. The Covid-19 pandemic forced restrictions on social activities between individuals, giving rise to habits that were different from their previous lives. In other words, this pandemic has given rise to a new societal culture to respond to existing policies of limiting social activities. The results of the author's analysis, the Covid-19 pandemic is still happening today.

This study aims to analyze the influence of the Leadership of the Head of Foundation on the Management of the Bakti Anak Shaleh Insan Teladan Foundation (YABASIT). This research was cunducted at the YABASIT. Using a sample of 21 volunteers (employees) who work at the YABASIT, data was collected using a questionnaire and interviews (interviews). Based on the results of the regression calculation, it can be concluded that the coefficient value of variable influence of leadership is 4,051. The regression coefficient X of 0,883 states that for each additional value of the Leadership indicator, the Foundation Management indicator increases by 0,883. Based on the value of tcount = 9,088 > ttable = 2,093, so H0 is rejected and it can be conclude that there is a significant influencce of the Leadership of the Foundation on Foundation Management at the YABASIT.

This research was cunducted at the YABASIT. Using a sample of 21 volunteers (employees) who work at the YABASIT, data was collected using a questionnaire and interviews (interviews). Based on the results of the regression calculation, it can be concluded that the coefficient value of variable influence of leadership is 4,051. The regression coefficient X of 0,883 states that for each additional value of the Leadership indicator, the Foundation Management indicator increases by 0,883. This study aims to find out how the role of the Bandung City Government regarding services at Cibarunai TPU in Managing Cemetery Land. This study uses a quantitative method through a descriptive approach as part of the response research of an employee at TPU Cibarunai. This study also uses a non-probability sampling technique with a total of 10-15 informants. The results of this study aim to determine the role of the Bandung City government in Cibarunai TPU services in managing Cemetery Land. which is still not optimal in carrying out the division of existing land and officers who are still lacking in socializing directly with the surrounding community so that there are many problems or obstacles that exist. The role of the Regional Government of the City of Bandung as a provider of land is not only as a community service institution but in a democratic society it has a main role, namely providing infrastructure and facilities.
