To realize the application of Outward Bound Training in college physical education is a new exploration and attempt to guide college physical education reform under the concept of health concept. Outward bound training uses its rich social functions to extend the connotation of College Physical Education and plays an irreplaceable role in achieving the good development of college physical education. Therefore, this paper makes a concrete analysis of the application of Outward Bound Training in College Physical Education teaching. Starting from its characteristics, this paper analyses the application value and scientific application strategies of outward bound training, so as to give full play to the role of cultivating students' physical quality from all aspects and angles. —Third-party evaluation, driving the innovation in local government governance, has become the main means to assess government performance as it can eliminate the disadvantages of traditional internal government evaluation and ensure objectivity and impartiality of the evaluation. This paper, through methods like literature theoretical analysis, explored the application of third-party evaluation in the government performance evaluation. Establishing the third-party evaluation institutions and the selecting mechanism of the institutions. Maintain the independence of the third-party evaluation institutions. Strengthen their role of supervising and managing. Improve the participation of ordinary people in third-party assessments. By all these means, the third-party evaluation can run effectively in the innovation in government governance to promote the optimization of the government functions.

Based on the Theory of Distributed Cognition, this paper applies FiF Oral Training APP (FiF APP) to college students’ extracurricular oral English learning, and analyzes the feasibility of mobile-learning with smartphone APP in college students’ extracurricular learning. 154 students from 3 classes participated in the one-semester teaching experiment. The results of tests show that the application of FiF APP improved college students’ oral English ability. Questionnaires also indicate students’ recognition and acceptance of mobile-learning. Applying FiF APP mobile learning to college English extracurricular learning provides a new perspective for college English teaching, which is a very meaningful attempt for college English teaching reform. Providing public service and improving residents’ well-being are the goal of the government. Using data of Chinese General Social Survey (CGSS) 2015, this paper analyses the relationship between satisfaction with public service and subjective well-being. Through regression analysis, the results showed satisfaction with public service have positive effect on subjective well-being, especially the satisfaction with housing, social security and social service. China's pollutant discharge management is based on the current government-led administrative approval system. Although some regions have carried out the pilot work of emission trading, they have not formed a legal basis and a system of standardization and haven't been promoted. The purpose of this paper is to analyze the causes and design and construct the framework of China's emissions trading system. Firstly, the resource allocation efficiency of emission trading is analyzed from the micro-economic point of view, and the total transaction cost is analyzed by the dynamic analysis method. Then the obstacle principle of system implementation is found. Although the establishment of a market with clear property rights contributes to the reduction of total transaction costs, the rapid increase of government transaction costs in the short term has affected the implementation of the system. The conclusion is that the government should bear the short-term cost, and use the electronic trading system and establish a broad market with a wide range of participants to reduce the operating cost of the system, so as to achieve the promotion and effective operation of the emission trading system. “Ideological and political theory courses should be strengthened through improvement, and new media technology should be used to make the work alive and enhance the sense of the times and attractiveness”, stressed by Xi Jinping at the national college ideological and political work conference. Ideological and political theory courses have great responsibility for teaching college students on the basic theory, standpoint, viewpoint and method of Marxism. Ideological and political theory courses are important courses for training qualified personnel for China's socialist modernization, since they play a role in cultivating the mental health of college students. How to attract students' attention, improve their learning interest and achieve good teaching effect by combining class teaching with internet technology is a new challenge for ideological and political education in the context of “Internet +”. John Dewey was the most influential philosopher of education in America. His famous work Democracy and Education has produced tremendous influence on education in the world since its birth in 1916. This paper, based on current literature, attempts to present Dewey’s perspectives on democratic education, analyze the present educational situations at traditional schools, and discuss the corresponding curriculum and instruction for Dewey’s model of democratic education.
