Public policy and human capital play an important role in supporting innovation. Public policy can support these aspects of innovation, does not always mean that public policy is the best or even appropriate vehicle for this task. Public policy intervention should take place whenever a lack of mechanisms prevents organizations themselves from developing these human resource practices for innovation. Public policy not only plays a role in this task by promoting elements of human capital, but also plays a unique role by offering organizations resources that they are unlikely to use on their own. The problem of climate warming today is the most urgent for all mankind. It forces the international community to take measures aimed at reducing anthropogenic activities and reducing the concentration of greenhouse gases. The initiated systematic work led to the creation in 1992 of the UNFCCC (United Nations Framework Convention) on international cooperation in the field of climate change. The results achieved led to the adoption in 2015 of the Paris Agreement, which became a new driver of low-carbon global development. At the beginning of 2020, the Paris Agreement was accepted by 188 countries and the Russian Federation was no exception. As a financial instrument for achieving the goals of the Agreement, it is recommended to create national and international systems for trading in quotas for greenhouse gas emissions.

The fundamental method for diagnosing the insolvency of an enterprise includes factor analysis and the process of predicting the insolvency of an economic entity. Human capital is the set of skills, knowledge, abilities and attributes embodied in people that are crucial to the ability to absorb and systematise knowledge and to innovate. Research on human capital has traditionally focused on education and learning. Concerns about the motivationally relevant elements of human capital, such as employee job satisfaction, organisational commitment and willingness to change in the workplace (which have been shown to drive innovation), have often been overlooked in economic research and public policy research to date. This problem can be addressed by examining enterprise human resource systems that can improve these elements of human capital.
